HomeMy WebLinkAbout1995-12-04 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD DECEMBER 4, 1995 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on Monday, December 4, 1995, in the Council Chambers of the Euless Municipal Building by Chairman Leon Hogg. Other board members present were Stephen O'Brien, Lynn Moffatt, Richard McNeese, Eric Owens, Jerry Robinson, Chuck Behrns and Stacey Hollinger. Staff members present were: Director of Community Services Rick Herold, Parks & Leisure Services Manager Julia Wakeley, Parks Superintendent Johnnie Green and Parks & Leisure Services Secretary Anicia Wiltshire. Visitor present: Frank Riley of the Euless Girls Softball Association. INVOCATION Invocation was given by Mr. Robinson. APPROVAL OF THE MINUTES Chairman Hogg entertained a motion on the minutes from the November 6 , 1995 regular meeting. Mr. Owens motioned that the minutes be approved, Mr. Robinson seconded the motion. The motion carried. OLD BUSINESS I. BOARD MEMBERS REPORTS Mr. O'Brien stated that he had no report. Mrs. Moffatt stated that Westpark and Wilshire parks looked fine. She expressed appreciation to the parks department for helping with a wonderful float in the Parade of Lights. Mr. McNeese echoed Mrs. Moffatt's sentiment about the float and reported that the Villages at Bear Creek and McCormick parks both looked fine. He stated that when the weather was nice, there were many people in the parks, kids included. Chairman Hogg reported on special events. He stated that the Music Shop was well attended and was very good. He stated that the Parade of Lights last Saturday had good attendance and fantastic floats. He heard many compliments through the route and the crowd cheered and clapped. He believes that there were at least twice as many people this year as there was last year. He also stated that a great job was done on the brick work at the PALS Mtg. 120495 page 2 Fuller House and encouraged everyone to stop by and look at it. Mr. Owens stated that he had no report on JA Carr and Kiddie Carr parks but that he thought the Parade went well. Mr. Robinson stated that Midway and Blessing Branch parks looked great. He apologized for missing the Parade. Mr. Behrns had no report. Mr. Hollinger stated that this was his first year in the Parade and was impressed with all the people. He stated that his parks were Lakewood and Bob Eden and that they looked nice, especially last Saturday. He stated that the ball field looked good and expressed thanks for the sandbox placed so the children could play closer to the field. NEW BUSINESS I. PARKS REPORT Mr. Herold stated by 2 p.m. tomorrow the first major package for the entire infrastructure (support services) would be ready. Water lines are being done by our own people. State officials came out last month. The assistant director said they were almost through the grant process and complimented us on the site. The Walk of Freedom was taken out of the grant, it was not a natural or specific site. We will know before Christmas the status of the grant. Mr. Herold went on to discuss getting bids down towards the 4 or 3 .5 million area. The Historical Commission approved the site, and two appraisals have already been done. Landscapes Unlimited has cleared 100% of the golf course grounds and are ahead of schedule. The irrigation pond is done and a tour is available for viewing both the athletic complex and golf course. Convicts are clearing the creek and this is at no cost to the city. In reference to the Tree Report, Mr. Herold stated that this will be the 10th anniversary as a Tree City USA. He stated that in January, the Growing Together Kits will be handed out to elementary students and that on the second Saturday in February we will hold a "Plant a Tree Day. " March 2nd will be the fund raising gala and silent auction for Arbor Daze '96. A new set of playgrounds has been found at the last NRPA convention, a sailboat with a built in sandbox. The Christmas train from Bedford National Bank should be up soon. Mr. Herold closed by wishing the board and their families Happy Holidays and expressed appreciation for all of their help. PALS Mtg. 120495 page 3 II. LEISURE SERVICES REPORT Mrs. Wakeley reported the Parks and Leisure Services Department employees are going to go through CPR Training next week. The Senior Citizens Christmas Dinner will be this Thursday. Diane has been and is doing a great job. Every week there are field trips and in January there will be a bake sale. The Parade of Lights was great. 66 units were in the parade. 6 of the units were generated by city departments. Chairman Hogg stated that he was informed that foam was used in the tires of some of the vehicles in the parade. He inquired about this. Johnnie explained that the tires are being foamed because they last longer this way. The Youth Advisory Board teenagers met last week looking for community service things to do. Mike Privitt is now involved with them. The youth group wants to establish a youth center. Mrs. Wakeley closed by stating the Fuller House committee and Parks, along with Ray McDonald and Bill Byers, is helping to shape the project up. III. BUSINESS OF THE TREE BOARD Mr. McNeese reported that the 1+1=2 total is 29,929 and that Live Oak acorns have been sown by Parks for Arbor Daze '97. We have received 30 trees from the Trinity River Authority to be planted at Blessing Branch Park and have collected Red Oak and Bur Oak acorns for January's "Growing Together Program. " The schools and churches have been contacted for the community tree planting to be scheduled for February 10, 1996. Mr. Green stated that fifteen 20-gallon potted trees had been collected for the Tree Planting event. IV. OTHER NEW BUSINESS It was decided by the board that the next meeting be moved to January 8 in consideration of New Year's Day. Chairman Hogg made presentations of appreciation and bid farewells to Chuck Behrns, Lynn Moffatt and Stephen O'Brien, this being their last meeting. Mr. O'Brien expressed gratitude and amazement in how the city has grown in this board's areas, especially with Arbor Daze. He stated that he would always be supportive of the development of Arbor Daze and the parks. Mrs. Moffatt stated that it had been a privilege for her to be involved with this group and that her move was to a different board because of a schedule conflict.
