PARKS AND LEISURE SERVICES BOARD
SEPTEMBER 11, 1995
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was
called to order at 7:04 p.m. on Monday, September 11, 1995, in
the Council Chambers of the Euless Municipal Building by Chairman
Leon Hogg. Other board members present were Jerry Robinson,
Stacey Hollinger, Lynne Moffatt, Richard McNeese and Eric Owens.
Also present were the following staff members: Director of
Community Services Rick Herold, Parks Superintendent Johnnie
Green, Parks and Leisure Services Secretary Anicia Wiltshire.
INVOCATION
Invocation was given by Stacy Hollinger.
APPROVAL OF MINUTES
Chairman Hogg entertained a motion on the minutes from the August
7, 1995 regular meeting. Mr. McNeese motioned that the minutes
be approved, Mr. Robinson seconded the motion and the motion
carried.
AWARDS PRESENTATION AND GUEST SPEAKER
There were no awards given and no guest speaker present.
OLD BUSINESS
I. BOARD MEMBERS REPORTS
Mr. Robinson reported that at Blessing Branch Park there were
dead shrubs and branches that needed to be picked up. He stated
that Midway looked great and asked about a curb possibly being
built around the area of the playground where the new sand had
been placed to keep it from washing away.
Mr. Owens stated that he was not able to look at his parks.
Chairman Hogg reported that the John Anderson Concert was good
and that there was a great crowd. He stated that he believed
that the audience enjoyed themselves and that he enjoyed the
opening act, Don Walser. He stated that the set up for the
concert was fantastic and that it would be the same set up that
would be used for Arbor Daze '96.
Mr. McNeese stated that his parks were Villages of Bear Creek and
McCormick parks and that he had no report.
Mrs. Moffatt reported that her parks were Wilshire and Westpark

and that she saw nothing out of the ordinary. She stated she saw
in the newspaper that work was to be started on Westpark for
widening the street and asked if work on the park itself would be
done. Mr. Herold and Mr. Green stated that work on the road has
begun but that it was not far along.
NEW BUSINESS
I. PARKS REPORT
Mr. Herold reported that Jerry Massey and Felix Hernandez of the
Parks Department, found a purse a few days back and gave it to
Johnnie so that he could locate the owner. She sent a note
stating how thankful she was and that everything was intact. He
stated sometimes we take for granted that our people will do the
right thing and just wanted to share this with everyone and
commend Jerry and Felix.
Mr. Herold stated, with confirmation from Mrs. Moffatt, that
South Euless Elementary was drawn to be one of the first schools
that would have playground improvement done through HEB School
District funding. He also stated that Euless would be the first
city in the area that will have two certified playground
inspectors. They will become certified during the NRPA
Conference in October.
A joint ground breaking for the Athletic Complex and the Golf
Course will be November 4. Mr. Herold suggested that a
subcommittee be formed for the ground breaking ceremonies.
Chairman Hogg concurred and the whole board agreed that everyone
would be involved.
Mr. Herold reported the following Athletic Complex update: 3 . 5
million dollars has been appropriated for Phase I and the Park
Grant for 1 million seems inevitable (the Master Plan had been
approved by the Grant board. ) He displayed ground plans for the
complex and stated that all areas in green will be built. The
committee determined two different proposals for lighting and
will decide which to use. The asymmetrical field is no longer in
the project. Multi functional fields which will be used for
baseball, softball, soccer, etc. , and will save cost, are being
planned. Also, the large field has been moved.
Mr. Herold reported the following Golf Course update: Golf
course contracts are out for bids and will open on September 19.
The owner wants to close on the 87 acres by September 28. The
clubhouse architect will be recommended by the end of the month.
This club house will be shared by the Athletic complex. On
September 26 the council votes on contractors. Mr. Herold went
on to discuss the timeline starting in November for the
Infrastructure.

Mr. Green reported the following: He spoke with Sgt. Fred Walters
and Cliff Jolly of the Tarrant County Sheriff's Office and
entered into a contract for community services provided to move
100,000 bricks at the well lot. Prisoners from the Tarrant
County Jail palletized these bricks at no cost or liability to
the City of Euless. There is a possibility of contracting these
workers for land upkeep in the future, on the grounds surrounding
the Athletic Complex and Golf Course, and to improve land in the
Mosier Valley area.
II. LEISURE SERVICES REPORT
Mr. Herold stated that the janitorial bids are up, which is good
because of the difficulties experienced in the past with the
present company. He also stated that work is ongoing on the a/c
in the Midway Recreation building.
Mr. Herold stated that the staff recommended that a change in the
sight for Arbor Daze be made, because of the new library, to
Villages of Bear Creek. It would operate like a street festival .
Bear Creek Parkway would be blocked off from after the
Fountainwood Apartments to Ash Lane.
Chairman Hogg entertained a motion on the Arbor Daze sight being
moved. Mrs. Moffatt motioned that the Board support staff in
their recommendation to move the sight, Mr. McNeese seconded the
motion and the motion carried.
III. BUSINESS OF THE TREE BOARD
Mr. McNeese reported that the 1+1=2 total is 29 ,891 as of the end
of August. He stated that the Boy Scouts potted 2000 Chinese
Pistache seedlings, horticulture crew potted 1000 Pistache and
2000 Red Oak seedlings and that we now have 6700 trees ready for
Arbor Daze '96. Robertson's Tree Farm will also donate 4000 more
Red Oak and Pistache to give us a total of 10,000 trees to give
away at Arbor Daze.
Mr. Herold described the Tree Tour being hosted by Parks Staff
members on October 20. The tour will start in the City of Euless
at 8: 30 a.m. and end at approximately 4 p.m.
IV. OTHER NEW BUSINESS
Mr. Green stated that fall ball for girls started last Friday and
that soccer will start this Saturday.

There were no council members or visitors present.

ADJOURNMENT
Chairman Hogg gave the benediction. There being no further
business to conduct, the meeting was adjourned at 8: 36 p.m.
