HomeMy WebLinkAbout1995-06-05 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD JUNE 5, 1995 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on Monday, June 5, 1995, in the Council Chambers of the Euless Municipal building by Chairman Leon Hogg. Other board members present were Eric Owens, Jerry Robinson, Lynne Moffatt, Richard McNeese, Stacey Hollinger and Stephen O'Brien. Also present were staff members: Parks and Leisure Services Manager Julia Wakeley, Director of Community Services Rick Herold and Parks and Leisure Services Secretary Anicia Wiltshire. VISITORS: Councilman Charlie Miller, BESA members Mike Matthews and Gregg Garcia INVOCATION Invocation was given by Lynne Moffatt. AWARDS PRESENTATION & GUEST SPEAKER No awards were given and there was no guest speaker. OLD BUSINESS BOARD MEMBERS REPORTS Mr. Hollinger reported the following: The new fence at Bob Eden looked good. Since the signs were put up, he has not seen anyone golfing in the area. Bob Eden ball field looked fine in the outfield, but the infield had too much dirt. Mr. Herold stated that with the flooding of this season, all top soil was lost, thus the condition of the dirt with the staff attempting to make the field usable. Mr. Hollinger stated that in general both of his parks looked good. Mr. Robinson reported the following: Blessing Branch Park was under heavy construction. Midway was crowded but looked good. Mr. Owens reported the following: J.A. Carr and Kiddie Carr Park looked good. The gazebo roses looked good and the trail looked like it had been smoothed over. Kiddie Carr Park looked desolate, but in good condition. Mr. McNeese reported the following: Villages of Bear Creek and McCormick parks looked fine. At the entrance to McCormick, some of the large hedges need a little work and a section of tall shrubs were dead. At the Villages of Bear Creek the Cub Scouts PALS Board Meeting 060595 page 2 day camp was taking place and the park was packed with people and in good use. Mrs. Moffatt reported the following: Westpark and Wilshire parks usage has picked up with summer. Girls softball has finished their tournament and the parks look great. Mr. O'Brien had no report. Chairman Hogg reported the following: There were no special events since the last meeting, however several were coming up, including The Music Shoppe performances and the summer musical. NEW BUSINESS I. LEISURE SERVICES REPORT Mrs. Wakeley reported the following: Leisure Times are out and on time. Swim lessons, after two days of registration, were almost full. Midway Morning Madness is on going and William Rumuly wants to use the Villages for nature walks. Track enrollment is down at 50, track events will be TAAF affiliated and participants will go to regional and state competitions if qualified. There was difficulty in getting life guards hired this summer, less and less are coming back from previous employment. (Every city in the area is low on life guards. ) Guards were contracted from YMCA to keep all pools open with at least three guards. Linder and Brock will be performing for Music Shoppe on June 10 at the Bear Creep Amphitheater, Tish Hinijosa will be performing July 1. Annie Get Your Gun auditions will be June 20. II. PARKS REPORT Mr. Herold reported the following: The Athletic Complex Committee will meet again this Thursday to determine what they want as part of Phase I and there will be a meeting with Herschel Wensley about the grant. A meeting with Dr. Pepper is upcoming for the electric scoreboards as a possible donation. He discussed the grant application priorities and presented a Parks Master Plan Priorities list. The application has to be in by the end of July and the ten recommendations can be changed as needed by the Board. Part time summer help has just started, it was difficult getting enough people for parks. Staff is still working on the trail at Bob Eden that was washed away by the flooding. A Blind Beep Ball tournament was held at Bear Creek Park and a great crowd gathered to watch great athletes. The Council authorized Keith Foster into Phase II of the golf course planning. Girls softball has ended, boys baseball is still ongoing. PALS Board Meeting 060595 page 3 III. BUSINESS OF THE TREE BOARD Mr. McNeese reported the following: Year to date through May, tree related expenditures came to $11,991 .00. 1+1=2 total to date is 29,688 which includes 11,107 from Arbor Daze. He thanked members for volunteering for Arbor Daze. 7 Historical Trees were given to the Euless Elementary Schools. The tree total signs are being noticed, he has received several comments on them. Blue ribbons were given out with trees at Arbor Daze in memory of the bombing victims in Oklahoma. IV. OTHER BUSINESS It was decided that the July meeting will be held June 26, 1995, in consideration of the holiday weekend and the grant deadline. Mr. Garcia of BESA read a letter of request for a 4 on 4 Tournament to be held on February 17 & 18, 1996. It included a request for Bear Creek Park Amphitheater, pavilions and fields to be reserved for the two day event, and permission to mark the fields for the tournament. Chairman Hogg entertained motions on this request. Mr. McNeese made a motion to approve BESA's request and support staff coordination in this effort. Mrs. Moffatt seconded the motion. The motion carried unanimously. Mr. Matthews of BESA expressed his gratitude to Johnnie Green and his staff for all the help during the season. V. INPUT FROM CITY COUNCIL MEMBERS Councilman Miller stated that he saw the Beep Ball tournament this weekend and stated that it was amazing to see. He described how the game was played by blind players and stated that it was a good event and helped to realize the "we" concept that is being integrated into the Athletic Complex planning. ADJOURNMENT Chairman Hogg gave the benediction. There being no further business to conduct, the meeting was adjourned at 8:15 p.m. / Chairman / Attest
