HomeMy WebLinkAbout1994-10-10 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD OCTOBER 10, 1994 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 6:15 p.m. on Monday, October 10, 1994, at the City of Euless Greenhouse at 800 Pauline by Chairman Leon Hogg. Other Board members present were Richard McNeese, Lynne Moffatt, Jerry Robinson, and Chuck Behrns. Eric Owens, Stacey Hollinger and Dr. Stephen O'Brien were absent. Also present were Rick Herold-Community Services Director, Julia Wakeley-Parks and Leisure Services Manager and Linda Lux recording secretary. VISITORS Councilman Todd Smith and Councilman Charlie Miller were visitors. DEDICATION Presentation was made to Sandi Mitchell and members of the Mitchell family. ADJOURNMENT TO CITY HALL The presentation ceremony was adjourned to City Hall at 7:00 where the remainder of the meeting began at 7:16 P.M. INVOCATION The invocation was given by Chuck Behrns. MINUTES Chairman Hogg entertained a motion on the minutes from the September 12, 1994 Regular meeting. Mrs. Moffatt motioned to approve the minutes with the following correction, change the spelling of Lynn Moffatt's name to Lynne. Mr. McNeese seconded the motion; the motion passed unanimously. AWARD PRESENTATION There was no award presentation. GUEST SPEAKERS There was not a guest speaker. OLD BUSINESS I. BOARD MEMBER REPORTS Mrs. Moffatt reported that sections of boards were missing from the fence at West Park. Also could we raise the bar-b-que grills at West Park. The middle swing was missing from Wilshire Park. Page two Mr. McNeese stated that Villages of Bear Creek Parks looked good, however, he was not able to look at McCormick Park. Mr. Robinson reported that Blessing Branch and Midway Parks looked good. Mr. Behrns reported that Oakwood Park and Reflections Parks looked good. NEW BUSINESS I. & II. PARKS AND LEISURE SERVICES REPORT Rick Herold thanked the Parks Board for meeting one week later than the normal schedule. Mr. Herold also thanked Linda Lux for substituting as recording secretary. Mr. Herold did not have any news on the sports complex. He is working with Mr. Hart and Mr. Hennig on it and hopefully he and Mrs. Wakeley will have an update very soon. Mr. Herold reported that the school playground incident was a sad situation. The city does regular bi-weekly inspections. In addition, the Park Board inspects the equipment. Equipment is immediately removed if not safe. Sand is not recommended by OSHA as a preferred surface for playgrounds. All playgrounds recommended will have concrete borders and either pea gravel or recycled materials that will not pack down like sand. Shredded bark chips is best for falls, second is pea-gravel and then shredded tires or rubber. Mr. Robinson expressed a need for some renovation at Trailwood Park. Mr. Herold explained that Trailwood is on the list for improvements. Van Reit was taken off of the parks list due to violations and high weeds. Mrs. Wakeley reported that the International Convention was good and rewarding. Peter Krause is attending his first Park Board Meeting in Burleson tonight. Ray McDonald has joined us and has some great marketing ideas. Jerry Poteet got married Saturday night. 5 tables have been sold for the Murder Mystery Dinner. We will report later on the Christmas Festival on Dec. 2-4. Mr. Herold commented that Mr. Jim's Pizza and the City of Euless Parks and Leisure Services Department has come to a nice agreement to market a recreation event of the month and every pizza bought from Mr. Jim's will have taped on it a Parks and Leisure Services program. The Music Shop will start again in November. III. BUSINESS OF THE TREE BOARD Mr. McNeese reported that 17,795 trees were planted to date. Hopefully with the two new signs we' ll receive more calls to keep a better count on trees. The main highlight of the month relates to the transplanting of our historical tree collection into larger containers to hopefully facilitate more growth. Some of the trees will be planted at the new library location. This will be the 9th year to submit application for Tree City U.S.A re-certification. Last year our in- house service budget was about $89,000.00. Year to date for re-certification is $83,431.00. To actually be re-certified with all the things we've accomplished we will have to exceed that $89,000.00. IV. OTHER NEW BUSINESS Mr. Hogg discussed playground equipment for phase 1, half penny money, at Oakwood Terrace. Mr. Herold explained the packet inserts that Mr. Green provided on three of the more reputable companies in the playground industry. Only $100,000 of half penney money has been allotted to projects this budget year. All parks will have handicap ramps. Mr. Herold discussed the Daze of Christmas activities. The Christmas Parade of Lights will start at 6:00 P.M. on Dec. 2, 1994 in the Food Lion parking lot. There will be a Mayor's trophy, Council 's trophy, Park Board trophy, and a Grand Marshall 's trophy to be awarded by the Channel 11 anchors. The Parks and Leisure Services Board will be responsible for the Arbor Daze '95 Posters. INPUT FROM CITY COUNCIL MEMBERS Councilman Miller acknowledged "Bo" Bass for making a nice presentation to the City Council regarding inventory of trees.
