REGULAR MEETING
PARKS AND LEISURE SERVICES BOARD
SEPTEMBER 12, 1994
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order
at 7:01 p.m. on Monday, September 12, 1994, in the Council Chambers of the Euless
Municipal building by Chairman Leon Hogg. Other Board members present were
Richard McNeese, Lynne Moffatt, Jerry Robinson, Eric Owens, Chuck Behrns,
alternates, Dr. Stephen O'Brien, and Stacey Hollinger.
Also present were Rick Herold-Community Services Director, Julia Wakeley-Parks
and Leisure Services Manager and Phillis Mullin-Recording Secretary.
VISITORS
Richard Moore, Johnnie Green, Superintendent of Parks Department, and Ray
McDonald were visitors.
INVOCATION
The invocation was given by Lynn Moffatt.
At Chairman Hogg's request, Mr. Herold introduced Phillis Mullin as the new
recording secretary.
MINUTES
Chairman Hogg entertained a motion on the minutes from the August 30, 1994 Work
Session and the August 1, 1994 Regular meeting. Mr. Robinson motioned to approve
the minutes with the following corrections to the August 30, 1994 Work Session:
Under New Business, "future plans should be directed under the Parks and Leisure
Services Board" be changed to "future plans should be under the direction of the
Parks and Leisure Services Board." Also under New Business, "It was further
recommend to use volunteers in these, and all activities" be changed to "It was
further recommended to use volunteers for these, and all related activities".
Mrs. Moffatt seconded the motion; the motion passed unanimously.
AWARD PRESENTATION
There was no award presentation.
GUEST SPEAKERS
There was not a guest speaker.
OLD BUSINESS

BOARD MEMBER REPORTS
Mrs. Moffatt reported that West Park and Wilshire Park looked very good,
especially since all the rain.

Mr. McNeese stated that McCormick Park and Villages of Bear Creek Parks, looked
good.
Mr. Robinson commented that Blessing Branch looked good, however there were fire
ants next to the play area and parking lot. Mr. Robinson expressed concern about
the mortar on the wings at Midway Park Recreation Center.
According to Mr. Owens, trees were pruned at Kiddie Carr Park. He was concerned
that the gate was still opened after 5:00 PM. Although the grass was tall , both
Kiddie Carr Park and J.A. Carr Park looked good.
Mr. Behrns reported that the goals had all been removed from Van Riet Park, as
well as the park sign. He reported that Oakwood was in fairly good shape and he
looked forward to seeing the new playground equipment.
New sand was distributed at Lakewood and looked good according to Mr. Hollinger.
Bob Eden looked great. Home plate area was soft.
Mr. O'Brien was not able to report on his parks.
Mr. Green gave an update on the in-line skating course. The estimated cost is
$21,000.00 without labor. This includes 179 yards of concrete, a 150' X 75' pad
with bleachers on one side.
NEW BUSINESS
I. & II.
PARKS AND LEISURE SERVICES REPORT
Mr. Herold updated the board regarding land acquisition on the future golf course
and athletic fields.
Mrs. Wakeley announced that Peter Krause, Parks and Leisure Services employee,
interviewed with the City of Burleson and made the top 8 out of 100 applicants.
Mrs. Wakeley reported on the August building and pool attendance based on
revenue. August 1994 revenue at Midway pool was $1,559, 1993 was $1,980. South
Euless 1994 was $465, 1993 was $459. Wilshire 1994 was $673, 1993 was $482.
Total August attendance based on revenue, including all buildings, special events
and adult activities was $2,632.
A flyer explaining the up-coming Murder Mystery at the Ruth Millcan Center was
passed out.
III.
BUSINESS OF THE TREE BOARD
Mr. McNeese commented on the placement of the 1 + 1 = 2 signs and reported the
August totals of 17,795. Mr. McNeese will have an update of the numbers for Tree
City U.S.A. at the October meeting.

OTHER NEW BUSINESS
Mr. Herold reported that Oakwood Terrace moved up to Phase I. The $ amount of
proposed equipment will be left up to recommendation of the board.
Mr. Green said there is a phone now in service at the Bear's Den at Villages of
Bear Creek Park.
There was a discussion about the Christmas Parade of Lights and the route the
parade would take. Mr. Herold commented that Mr. and Mrs. Moore worked very hard
on the flyer which was presented to the board.
Dr. O'Brien made a motion that the board accept the Christmas Parade of lights
as recommended by staff. Mr. McNeese seconded the motion; the motion carried
unanimously.
ADJOURNMENT
Chairman Hogg gave the benediction.
There being no further business to conduct, the meeting adjourned at 8:16 p.m.
