OF THE
EULESS CITY COUNCIL
Tuesday, March 26, 2019
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:31 p.m. on Tuesday, March 26, 2019, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt, Harry
Zimmer, and Salman Bhojani.
During the Precouncil meeting:
y Mayor Linda Martin expressed her congratulations to Council Member Eddie Price on
the birth of his first grandchild, Suzy Kay Lacaze, on March 18, 2019.
Additionally, she expressed her appreciation to Council Member Linda Eilenfeldt for
her six years of service on the City Council.
Council Member Jeremy Tompkins advised that he recently attended several Youth
in Government meetings and was impressed with the program.
Mayor Pro Tern Tim Stinneford advised that he attended the HEB Education
Foundation Awards of Excellence dinner and ceremony held Thursday, March 21,
2019, and expressed his admiration for the students in attendance.
Council Member Salman Bhojani advised that he is currently enrolled in the Euless
Citizens Police Academy and expressed his appreciation to the Police Department
staff for preparing and instructing such a great program for citizens.
Mayor Martin announced that the Euless Citizens Fire Academy Alumni Association
annual steak dinner held on Saturday, March 23, 2019, was well attended and the
food was well received.
Council Member Harry Zimmer advised that Sergeant Rocky Fimbres and Lieutenant
Brenda Alvarado attended his annual neighborhood meeting and presented
information regarding the Neighborhood Watch and Crime Control and Prevention
District (CCPD) programs and did a wonderful job.
City Secretary Kim Sutter advised that the Texas Municipal League (TML) issues a
legislative update via email each week during the state legislative session.
City Manager Loretta Getchell announced the following upcoming events:
• Friday, March 29, 2019, Northeast Leadership Forum Annual Meeting and Awards
Luncheon, The Marq Southlake, 11:30 a.m.;

• Friday, April 5 through Saturday, April 6, 2019, Community Powered Revitalization
(CPR) Blitz, 6Stones,
• Friday, April 5, 2019, The Vinyl Stripes concert, Texas Star Pavilion, 7.00 p.m. to
9:00 p.m., and
• Saturday, April 6, 2019, Springtime on the Plaza at Glade Parks, 4:00 p.m. to 7:00
p.m.
City Manager Getchell reviewed the regular agenda.
City Manager Getchell introduced HEB Transit Project Chair Henry DelCastillo and
Ken Koo with Catholic Charities of Fort Worth.
Mr. DelCastillo presented a brief overview of the HEB Transit program, including the
mission statement, ridership data, and costs associated with the program.
Director of Planning and Economic Development Mike Collins presented the
Development Update, including commercial and residential development.
Mayor Pro Tern Stinneford began presiding over the Precouncil session at 6:08 p.m.
following the dinner break.
Finance Director Janina Jewell presented the Financial Report for the period ending
February 28, 2019.
City Manager Getchell presented the Legislative Update including a proposed
amendment to Texas House Bill (HB) 2 related to property taxes and a bill sponsored
by Senator Kelly Hancock related to telecommunications fees.
City Manager Getchell advised that both she and City Attorney Wayne Olson will be
absent from the April 9, 2019 City Council meeting. At that meeting, a brief Industrial
Development Authority meeting will be held to formally dissolve the board.
Additionally, the traffic signals at the intersections of Main Street, Ector Drive, and
Industrial Boulevard at State Highway (SH) 183 have been changed from a timing
system to a camera system pending a new timing study.
Mayor Pro Tern Stinneford recessed the Precouncil session at 6:43 p.m.

Assistant City Manager Chris Barker gave the invocation.
PLEDGES OF ALLEGIANCE
Mayor Pro Tern Tim Stinneford led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF AWARD
Mayor Martin presented the 2018 Excellence in Libraries Award to Library Director Sherry
Knight. Library Board Chairman Barney Snitz joined Ms. Knight for the presentation.
CONSENT AGENDA (items 2 through 5)
Mayor Martin asked Assistant City Manager Barker to read each item into the record.

through 5.

ITEM NO. 2. AUTHORIZED DESIGNATED LOCATIONS FOR THE POSTING,
USE OR DISTRIBUTION OF POLITICAL SIGNS
Approved designated locations for the posting, use, or distribution of political signs on
public property utilized as a polling site. With the remodel of the Euless Public Library
location at Ector Drive, early voting and election day voting has been relocated to the
Euless Family Life Senior Center.
ITEM NO. 3. AUTHORIZED PURCHASE OF TWO SWIFT WATER RESCUE
BOATS WITH ASSOCIATED EQUIPMENT
Authorized the purchase of two rapidly deployable watercraft, two galvanized steel
trailers, and associated equipment. In May 2018, the City Council approved Resolution
No. 18-1531, authorizing submittal of an application to the Office of the Governor for the
2018 Urban Area Security Initiative (UASI) Grant Program for Swift Water Boat
Replacement. The grant was approved on February 4, 2019, and the boats will be
deployed as part of 14 city Northeast Fire Department Association (NEFDA.)
ITEM NO. 4. APPROVED RESOLUTION NO. 19-1547
Approved Resolution No. 19-1547, authorizing the execution and delivery of a continuing
disclosure agreement with the Trinity River Authority.

REGULAR AGENDA
ITEM NO. 6. APPROVED REQUEST FOR TEMPORARY USE PERMIT NO. 19-
02-CC
Director of Planning and Economic Development Collins presented the item to the City
Council. He explained that the Pride of Texas Music Festival is partnering with iT'Z for
the sixth year in a row and this year, they will hold three events. For the three events, a
40 foot by 80 foot tent will be erected on Saturday, April 20, 2019, and remain onsite

ITEM NO. 8. HELD PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 19-01-PD AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2215
Mayor Martin opened the public hearing at 7:11 p.m.
Director of Planning and Economic Development Collins presented the item to the City
Council and advised that the applicant, Konstantin Mandadzhiev, owns 0.610 acres at the
southwest corner of Bear Creek Drive and North Main Street. The property is currently
zoned Community Business (C-2) zoning district. Mr. Mandadzhiev requests to change
the zoning to Planned Development (PD) zoning district based on the Single Family
Custom Dwelling (R-1 C) zoning district to allow the construction of one single family
home. In order to create an "estate" like appearance, the developer of the lot would like
to install a wrought iron style metal fence along the front property line facing Bear Creek
Drive. A masonry wall would be installed on the North Main Street side yard that would
connect to the existing subdivision rear wall of the development to the south. Additionally,
the Planning and Zoning Commission considered the Site Plan on March 5, 2019, and
recommended approval by a vote of 7-0-0.
Mayor Martin asked to hear from any proponents of the case.
Mayor Martin acknowledged the following citizens who registered their support of Planned
Development 19-01-PD but chose not to address the City Council:

Lee Martin, 1611 Haydenbend Circle, Grapevine, Texas
Doug Terry, 444 East Dallas Road #2327, Grapevine, Texas
Mayor Martin asked to hear from any opponents of the case. There being none, she
closed the public hearing at 7:15 p.m.
Council Member Tompkins inquired about a sidewalk along Main Street.
Mr. Collins confirmed that a sidewalk will be constructed and will connect with existing
sidewalks near the property.
Council Member Eilenfeldt motioned to approve Ordinance No. 2215, changing the
zoning on 0.610 acres in the Franklin Levy Survey, Abstract No. 513, Tract 2G4, located
at the southwest corner of Bear Creek Drive and North Main Street; from Community
Business (C-2) zoning district to Planned Development (PD) zoning district to allow for a
single family residential development.
Mayor Pro Tern Stinneford seconded the motion.

through Saturday, May 25, 2019 behind iT'Z for a daily rotating schedule of bands, choirs,
and orchestras from elementary, middle schools, and high schools from 9:00 a.m. to 6A0
p.m. during the festival. Participants will have use of iT'Z food and facilities during the
event.
Council Member Price motioned to approve the Temporary Use Permit No. 19-02-CC for
the Pride of Texas Music Festival to be held on Euless Towne Center property, 1201
West Airport Freeway, Euless, Texas, Monday, April 22 through Friday, April 26, 2019,
Thursday, May 9 and Friday, May 10, 2019, and Monday, May 20 through Wednesday,
May 22, and Friday, May 24, 2019.
Council Member Eilenfeldt seconded the motion.

Price, Eilenfeldt, Zimmer, and Bhojani

ITEM NO. 7. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2216 AUTHORIZING THE ISSUANCE OF "CITY OF EULESS,
TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE
BONDS, SERIES 2019"
Finance Director Jewell advised that Ordinance No. 2216 provides for the issuance of
bonds based on the City's application for financial assistance from the Texas Water
Development Board (TWDB) in October 2018. The issuance is for Waterworks and Sewer
System Revenue bonds in the amount of $9,275,000 to the TWDB for well replacement
and construction at the Fuller and Far North well sites. The offered rate is 1.39 percent.
Council Member Bhojani motioned to approve the first and final reading of Ordinance No.
2216, authorizing the issuance of City of Euless, Texas, Waterworks and Sewer System
Revenue Bonds, Series 2019, pledging the net revenues of the City's Waterworks and
Sewer System to the security and payment thereof and enacting other provisions incident
and related thereto.
Council Member Tompkins seconded the motion.

Price, Eilenfeldt, Zimmer, and Bhojani

ITEM NO. 10. RECOGNITION OF COUNCIL MEMBER LINDA EILENFELDT
Mayor Pro Tern Stinneford and the members of the City Council expressed their gratitude
and well wishes to Council Member Eilenfeldt.
Mayor Martin recognized Council Member Eilenfeldt with the presentation of a plaque
and a bouquet of roses for her six years of service to the citizens of Euless while serving
on the City Council.
ITEM NO. 22. REPORTS

City Manager Getchell expressed her appreciation to Council Member Eilenfeldt on behalf
of all of the Euless City employees.
City Attorney
City Attorney Wayne Olson expressed his appreciation to Council Member Eilenfeldt and
wished her well in the future.
