HomeMy WebLinkAbout1994-08-01 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD AUGUST 1, 1994 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:03 p.m. on Monday, August 1, 1994, in the Council Chambers of the Euless Municipal building by Chairman Leon Hogg. Other Board members present were Richard McNeese, Lynne Moffatt, Jerry Robinson, Eric Owens, and Chuck Behrns, alternate. Stephen O'Brien, Stacey Hollinger and Julia Wakeley were absent. Also present were Rick Herold-Community Services Director and Beverly Walter- Recording Secretary. VISITORS Johnnie Green, Superintendent of Parks Department, was a visitor. INVOCATION The invocation was given by Jerry Robinson. MINUTES Chairman Hogg entertained a motion on the minutes. Mr. McNeese motioned to approve the minutes of July 11, 1994, with the following corrections: Mr. Owen's name spelled incorrectly and the word "grill" added regarding a barbecue post. Mr. Robinson seconded the motion; the motion passed unanimously. AWARD PRESENTATION There was no award presentation. GUEST SPEAKERS There was not a guest speaker. OLD BUSINESS I. BOARD MEMBER REPORTS Mrs. Moffatt was unable to view West Park and Wilshire Park but assumed they were better since we've not had more storms. McCormick Park appeared 99% better according to Mr. McNeese. He thanked Mr. Green for the completion of problems mentioned last month. It appears some citizens are apparently dumping grass clippings near the park entrance, and Mr. Green suggested posting a sign. Some other problem areas were discussed with solutions stated by Mr. Green. Other than some minor situations at Villages of Bear Creek Park, Mr. McNeese reported the park was clean and in good shape. He inquired about the watering schedule of the parks. Page Two Mr. Robinson commented Blessing Branch looked good and that the cable was buried. The fields at Midway Park looked great and there was more discussion on watering. At this time, a dialogue regarding graffiti and a solution was addressed. Mr. Owens inspected J.A. Carr Park earlier in the month and noticed the problems had been attended to and that the park was in fine condition. He apologized that he was unable to see Kiddie Carr Park. Mr. Behrns was not able to inspect his parks, Oakwood and Van Riet. He did comment on the nice rock work being done on Mid-Cities. Mr. Herold mentioned this was in conjunction with the Villages of Bear Creek Home Owners Association, which should soon be completed. Chairman Hogg was not aware of any special events in July. However, the members discussed the Employee Appreciation dinner for Parks and Leisure Services staff. Mr. McNeese motioned the Employee Appreciation Dinner take place on Thursday, August 18th at 7:00 p.m. at North Main Barbecue. Mrs. Moffatt seconded the motion; the motion passed unanimously. Chairman Hogg requested a reminder be sent to all involved prior to the dinner. Information regarding the contract to move the Euless First Brick House to Ruth Millican was answered, to the best of their knowledge, by Chairman Hogg and Mr. Herold. NEW BUSINESS I. & II. PARKS AND LEISURE SERVICES REPORT Mr. Herold spoke about both areas as Mrs. Wakeley was unable to come due to illness. The members were shown the new signs for 1+1=2 Program and were informed of a video being filmed tomorrow. Mr. Herold announced Ms. Walter and Andy Tarkington will be leaving the department. Andy Tarkington, Athletic Coordinator, has accepted a position as Recreation Superintendent in Mineral Wells and will depart Wednesday, August 17th. Next Mr. Herold commented the ozone alerts have effected the mowing schedule and that we are considering posting signs. A discussion followed regarding land acquisition on the future golf course and athletic fields. More dialogue followed about graffiti with Mr. Herold thanking the Parks and Police Departments' staff for inspecting the sites. A lengthy discussion, regarding a roller blade facility, developed. Mr. Green had some basic information and costs for the members to debate the possibility. The board members were interested and requested more facts to be presented at the next meeting. Mr. Herold reminded members to bring their goal sheets back to the September's meeting. Page Three He also announced the completion of the Parks Department's restrooms. The City's Christmas tree lighting will become a Christmas Daze celebration in December with booths. The date has not been officially set. Mr. Herold was excited to announce John Ledbetter, Foreman of Parks Maintenance and Athletic Fields, had a new baby boy. Volunteers were sought by Mr. Herold for the production of "Fiddler On The Roof" from August 9th to the 13th. The following members volunteered: Tuesday, August 9th Richard McNeese & Chuck Behrns Wednesday, August 10th Lynne Moffatt & Richard McNeese Thursday, August 11th Jerry Robinson & Eric Owens Friday, August 12th Lynne Moffatt III. BUSINESS OF THE TREE BOARD Mr. McNeese acknowledged what a good job was done on the 1+1=2 signs. Locations were suggested by members to Mr. Green. A protective cover over the trees planted was advised. After stating the total trees planted as 17,784, Mr. McNeese stated our goal is 50,000 by year 2000. IV. OTHER NEW BUSINESS Mr. Owens commented on volunteering at the Region 4 Track Meet. They had 987 participants. At this time, Mr. Owens suggested more detail of precise issues be put on the Agenda to formulate better opinions on the subjects. Chairman Hogg said just to contact him prior to the Wednesday before the meeting on Monday. ADJOURNMENT Chairman Hogg gave the benediction. Received 6 tree planting reports from the new 1 + 1 = 2 tote board. 2. Planted 2 tree form Crape Myrtles in the new Mid Cities Median landscape. 3. Filmed 1 + 1 = Tree City USA video 4. Saved 2 Persimmon trees from the new B & B Wrecker site, planted them at J.A. Karr Park. 5. Pruned trees for clearance of the Fuller House relocation.
