PARK AND LEISURE SERVICES BOARD
June 6, 1994
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to
order at 7:01 p.m. on Monday, June 6, 1994, in the Council Chambers of the
Euless Municipal building by Chairman Leon Hogg. Other members present were
Messrs. Eric Owens, Jerry Robinson, Richard McNeese, Mrs. Lynne Moffatt, and
Chuck Behrns and Stacey Hollinger, alternates. Stephen O'Brien was absent.
Also present were Rick Herold-Community Services Director, Julia Wakeley-Parks
and Leisure Services Manager and Beverly Walter-Recording Secretary.
VISITORS
Visitors included Keith Martin, Urban Forester for the City of Euless, and
Floy Robinson.
INVOCATION
The invocation was given by Jerry Robinson.
MINUTES
Leon entertained a motion of the minutes. Lynne Moffatt motioned to approve
the minutes of May 2, 1994, which was seconded by Richard McNeese, and
unanimously passed.
AWARD PRESENTATION
There was no award presentation.
GUEST SPEAKERS
Keith Martin gave a brief talk on his background, definition of Urban
Forester, and present and future responsibilities of his position. There was
a question and answer time at the conclusion.
OLD BUSINESS
I.
BOARD MEMBER REPORTS
Stacey Hollinger began with comments on Bob Eden Park looking well, with the
posting signs done, and the ball field. Some maintenance was also mentioned.
Lakewood's tennis court was better, and he questioned the purpose of the sand
pile.
Eric reported J.A. Carr's flowerbeds and gazebo needed some attention. The
trail also was discussed. Kiddie Carr Park needs some work on the fence, and
he mentioned the area near the pavilion could be hazardous.
Blessing Branch, according to Jerry, had some repairs concerning cable and
litter. The park's usage was low at the time seen. However, Midway Park looks
great and was very busy.
Richard mentioned fish were being caught at McCormick and the park appeared
clean. Some creek erosion existed and repairs to the gazebo noted. Villages
of Bear Creek was fine.
Wilshire and Westpark were both busy, remarked Lynne, with concern on
acquiring another barbecue.
Chuck said Oakwood was overgrown due to rain and suggested more trees to the
area. Van Riet's was well mowed.
Leon, reporting on special events, spoke of Music Shop and encouraged
attendance for July's guest, Michael Smith from Chicago. He mentioned Ultra
Golf and again welcomed volunteers from the board to help at functions. He
asked the board to note that July's Parks Board meeting will be Monday, July
11th, not on the 4th due to the holiday.
NEW BUSINESS
I.
PARKS REPORT
Rick Herold began with reporting Jessie Smith will be leaving the city Parks
Department to begin his new career as a minister.
Explanation was given in regards to priority to the mowing of high grass with
two crews working on weekly and bi-weekly schedules. He made reference to
May's park report regarding the ballfield and ground maintenance due to rain.
The water slide at Wilshire pool has been a "hit" for kids and work for the
lifeguards. All pools are busy.
A discussion followed regarding the summer Musicals, "Music Man" and "Fiddler
on the Roof" needing volunteers one night each for tickets and concessions. He
spoke of the cost effectiveness of the productions. Several board members
proceeded to volunteer for "Music Man" :
Leon Hogg - June 29th, Wednesday and June 30th, Thursday
Stacey Hollinger - June 30th, Thursday and July 2nd, Saturday
Eric Owens - June 30th, Thursday
Jerry Robinson - July 2nd, Saturday
Chuck Behrns - July 1st, Friday
Rick noted the grant for the trails was waiting for ground rules.
II.
LEISURE SERVICES REPORT
Julia began with news of the Seniors first water aerobics class being well
received. The seniors are enjoying the new billiards table at Simmons Center.
Registration for classes is leveling off and filling up. She discussed new
classes that are being offered.
Midway Morning Madness has 90 participates presently. Fred Katoba, Laure
Pilgram, and Diane Eggers will be assisting Peter Krause. Sandra Eddy,
N.E.A.C. , will be sending arts and crafts.
Regarding athletics, spring softball is concluding while Women's N.C.A.A.
Sanctioned Summer Basketball League beginning June 16th. There are 80
children in the summer track program and there will be a meet on Saturday,
July 16th at Central Jr. High. She mentioned Andy needs volunteers for this
also.
Tim Rolen, doing his internship, is pool manager. Julia is considering a
class for Red Cross certification of lifeguards.
Julia talked on the upcoming Ultra Golf '94 on Saturday, June 11th with 144
players registered. It will be an eighteen hole "shotgun" start at 8:30 a.m.
This event has some great prizes and lots of fun is anticipated.
III.
BUSINESS OF THE TREE BOARD
Richard McNeese welcomed Keith Martin to the staff and volunteered to help him
in any regard.
He followed with a discussion on the 1 + 1 = 2 program having 17,783 trees to
date. We need to plant 22,217 trees in six years to reach our goal . After
dialogue, a fabricated white metal sign with the Tree U.S.A. logo to inform
the public was suggested. This sign should include a current account of trees
planted and perhaps a phone number to call. The board expressed interest in a
sign at City Hall or Midway Recreation Center. Chuck motioned to authorize
the staff to purchase two signs. Lynne seconded the motion; the motion
carried unanimously.
Next a bucket truck was discussed, in the future, to adequately trim trees.
Jerry Robinson motioned authorization to purchase necessary maintenance
equipment Keith suggested for Urban Forestry up to $750.00. Chuck Behrns
seconded; the motion was passed unanimously.
IV.
INPUT FROM CITY COUNCIL MEMBERS
There were no council members present.
INPUT FROM VISITORS
Floy Robinson enjoyed the meeting and is anxious to become a volunteer.
ADJOURNMENT
Leon mentioned, at closing, for the board to consider, at the July 11th
meeting, July 22nd as an Employee Appreciation Dinner. He gave the closing
prayer.
There being no further business to conduct, the meeting adjourned at 8:35 p.m.
