PARK AND LEISURE SERVICES BOARD
NOVEMBER 3, 1993
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at
7:00PM on Monday,November 3, 1993, in the Council Chambers of the Euless Municipal
building by Chairman Leon Hogg. Other members present were Messrs. Eric Owens,
Jerry Robinson,Richard McNeese and Chuck Behrns. Absent were Mrs. Lynne Moffatt
and Stephen O'Brien.
Also present were Rich Herold- Community Services Director,Julia Wakeley-Parks and
Leisure Services Manager and Beverly Walter-Recording Secretary.
VISITORS
Visitors included Councilman Charlie Miller and EGSA representative Avona Cardona.
INVOCATION
The invocation was given by Eric Owens.
MINUTES
The minutes of the meeting dated October 4, 1993, were approved as written.
OLD BUSINESS
BOARD MEMBER REPORTS
Chuck Behrns reported he was unable to see Blessing Branch. However, Midway
checked out well, looked good, was clean and several cars were in the parking lot.
Eric Owens commented, as he drove through Wilshire, it appeared in good shape except
there was trash in a barbecue pit. He could not tell if West Park's swing set was repaired.
Jerry Robinson said Oakwood Terrace looked good and was pleased with the
improvements listed.
Richard Mc Neese, his area is Special Events, was sorry he could not attend the Old Iron
Bridge celebration. He also informed everyone his downtown office in Dallas is now the
small Nations Bank building on West Irving Blvd. If you call his old office number, you
will be given his new one.
NEW BUSINESS

LEISURE SERVICES REPORT
Julia began at Chairman Hogg's request. She commented Liz McCormick, the previous
secretary,is now with the Police Department and introduced Beverly as the new Parks and
Leisure Services secretary.
She explained the Tongan function was cancelled due to the Princess schedule once she
arrived in San Francisco.
Next was her report on the San Jose trip with Rick. Literature was available following the
meeting with special interest on the Water Park materials made in New Braunfels, the
tables on order for Simmons and the Recreation Center, and the rock lights manufactured
in California.
The Halloween party at Midway Recreation Center was a huge success with 300 children
attending.
The Iron Bridge Celebration was great and Julia was impressed with the family ties of the
old Euless families. Julia spoke highly of the good job the bth graders did and how good
the weather was for the event.
This week she will be meeting with the Senior High task force regarding what the city can
do for them. Julia told the Board these are outstanding young people nominated by
teachers. This is the third meeting of the city and these youth.
Julia concluded by passing out, to the Board,tickets for the Music Shop this weekend.

PARKS REPORT
Rick opened remarking on how good it was to be back but sorry he and Julia were out of
town during Ed Harrison's funeral. He had heard there was a good turn out from staff and
said Ed would be missed by all of us. Leon said flowers were sent from the Board and
Staff Julia said she saw Ed's wife and she was doing as well as could be expected.
Next Rick talked about the All-Ways plan, a 21 mile multi-use trail connecting thin Euless
and tieing in with surrounding cities. Rick said Bo Bass and Andrea Baxter of
Engineering did an outstanding jog getting the grant completed with a short time frame.
The initial grant was for 3.5 miles of trail extending from Bob Eden Park though the
Villages of Bear Creek Park and extending to I-fighway'360. Rick said other phases could
possibly tie in with Scotty's Sports Complex, and other cities including: Arlington,
Colleyville,Bedford and Fort Worth.
Rick informed the Board that the Texas Forest Service again nominated Arbor Daze for a
national award. We should know by the December meeting.
Parks Monthly Recap was discussed next, with Rick making note of the less hours this
month compared to last year. Rick said this is due to the Parks letting part-time
employees go until spring and summer. Rick said this should help during heavy grass
growth periods.
Rick mentioned that the campus plan for City Hall is under review by Bo Bass and that the
Board would be kept abreast of the progress.
III.
PRIORITIZE SOME HALF-PENNY PROJECTS
The Board listened to staff give a brief report on the Summary of Capital Improvements
Needs for Parks and Leisure Services in Euless. The Board discussed all the individual
rankings of the improvements.
After discussion, Richard McNeese motioned that the Computers(Rank 4) should be
moved to Rank 3 and that all other rankings be accepted as presented. Chuck Behrns
seconded the motion. The motion passed unamiously.
IV.
Richard noted to mark November 13th for trees to go on sale and the City of Euless Tree
Sale. He mentioned there were various varieties. He mentioned the possibility of having
a central sign at City Hall keeping citizens abreast of how many trees have been planted
though "1+1=2". He showed an example of such a sign in Tennessee. Rick said he would
bring more information to the Board in December.

Leon reminded people to mark November 15 for Board Orientation at Midway Recreation
Center, to vote tomorrow, and "The Euless Music Shop" on Saturday.

INPUT FROM COUNCIL MEMBERS
Charilie Miller said it was an excellent presentation and suggested we consider city
medians be themed throughout the city utilizing similar plant material such as Crepe
Myrtle. He felt this would assist the city in identity.

Avona responded she had nothing for the Board buy needed to address staff during the
next month.
ADJOURNMENT
There being no further business to conduct,the meeting adjourned at 8:48p.m. with a
closing prayer by Chairman Hogg.
