HomeMy WebLinkAbout1993-10-04 REGULAR MEETING PARK AND LEISURE SERVICES BOARD OCTOBER 04, 1993 CALL TO ORDER The regular meeting of the Park and Leisure Services Board was called to order at 7:00 PM, Monday, October 04, 1993, in the Council Chambers of the Euless Municipal Building by Chairman Hogg. Other members present were Mrs. Lynne Moffatt, Messrs. Richard McNeese and Eric. Owens. Also present were Rick Herold, Community Services Director; Julia Wakeley, Parks and Leisure Services Manager; and Diane Eggers, Recording Secretary. VISITORS Visitors included Councilman Charlie Miller, Avona Cardona, Mark Gray, Brenda Richardson, and Bill Richardson. INVOCATION The invocation was given by Eric Owens. MINUTES The minutes of the meeting dated September 13, 1993, were approved as written. OLD BUSINESS I. BOARD MEMBERS REPORTS Lynne commended staff for the tour of Villages of Bear Creek and the picnic. Over 40 people attended. Richard McNeese said that his area is special events, and he would let staff report on this. Eric Owens said that Westpark looks fine. There is a lot of washing creating an erosion problem. There is a swing broken and there is also a post with some nails in it that need to be removed. He also said that scoreboards appearance needs to be improved. He reported that Wilshire has been flooding. The tennis courts need to be resurfaced. Leon Hogg praised the renovations at Ruth Millican Center. II. DISCUSSION OF OLD IRON BRIDGE The celebration will be held October 8 at 2:00 PM. NEW BUSINESS I. LEISURE SERVICES REPORT Building use for the month of September was as follows: Midway Recreation Center meeting rooms: sports associations, 15; city, 5; rentals, 2; gym, 1. Ruth Millican: sr. dances, 4; rentals, 4; bridge, 9; writers, 5; city, 2. Simmons: rental, 3; city, 1. Villages of Bear Creek Pavilions, 9. Bob Eden Pavilion, 4. Simmons Gazebo, 1. Recreation units for the month of September were as follows: racquetball, 169; gym, 1,681; track, 554; game & snack, 788; weightroom, 464. Midway, 3,656, RMC, 952, Simmons, 936. The first Euless Music Shop went well. Julia said that the cookbooks will be ready for the November Music Shop. She said that Limpopo was a hit at the Fall Music Festival. Julia said that staff attended the Back-to-School day at The University of North Texas. Tom Hart was the keynote speaker. Auditions for the Christmas dinner theater will be held Oct 17 - 19. The dinner theater will be Dec. 10,11,18,19. The Tongan princess will be visiting Euless October 21 - 24. A great deal of the festivities will be held at Midway Recreation Center. Early voting will also be held at Midway Recreation Center in October. Julia and Rick will be attending the National Recreation and Parks Association conference Oct 21 - 24. II. PARKS REPORT Rick reported that the city continues to make progress on adding additional park land for athletic fields. The plan is to bring all of our athletics into one ballpark. In the next few months more information should be available. Bo Bass and Andrea Baxter from Engineering have been working diligently on the grant request for Phase I of the ISTEA Grant. Our first recommendation is for a multi-use trail from FM 157 to Hwy 360. This would be approximately a 3 mile trail. It must meet some state specifications. Our other parks system would tie into this. Phase II would go to Scotty's, to Colleyville, to the airport and up to Grapevine and south to River Legacy. The total of this grant would be $900,000. The city will have to put in 20% to get the proper points. To put in 1% extra 12 extra points are gained. $189,000 would be the city's share, the grant program would provide $711,000. Rick asked for a recommendation to council from the board on this matter. Rick thanked Tom Cox for his work on, and support of, the Ruth Millican Center renovation. • The library project is going well. Rick said that at the November meeting the board will need to look at and prioritize some half-penny projects. A tree sale will be held October 30 from 9:00 - 2:00. Notices will be going out with water bills. Richard McNeese made a motion in support of the ISTEA Grant Proposal. Lynne Moffatt seconded the motion. The motion carried unanimously. III. BUSINESS OF THE TREE BOARD Richard reported that we will be submitting for Tree City recertification in mid-December. The tree ordinance should be coming back in November. Rick said Euless is the only city in Texas to win the Growth Award both years it has been in existence. IV. INPUT FROM CITY COUNCIL None. V. INPUT FROM VISITORS None.
