PARK AND LEISURE SERVICES BOARD
APRIL 05, 1993
CALL TO ORDER
The regular meeting of the Park and Leisure Services Board was called to order
at 7:04 PM, Monday, April 05, 1993, in the Council Chambers of the Euless
Municipal building by Chairman Hogg. Other members present were Mrs. Lynne
Moffatt, Messrs. Chuck Behrns, Charlie Miller, Jerry Robinson and Eric Owens.
Also present were Rick Herold, Community Services Director; Julia Wakeley,
Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary.
VISITORS
Mr. Marland Ernest and Mr. Victor Barlag attended the meeting.
INVOCATION
The invocation was given by Mrs. Lynne Moffatt.
MINUTES
The minutes of the meeting dated March 01, 1993, were approved as written.
OLD BUSINESS
I.
BOARD MEMBERS REPORTS
Chuck Behrns reported that Blessing Branch and Midway both look very nice.
Lynne Moffatt said that her parks are McCormick and Villages of Bear Creek.
She said she is pleased to see the amount of use at Villages of Bear Creek.
She voiced concern over erosion at both parks. Leon said there will be a
meeting on May 27 to look at the erosion along the Bear Creek corridor. The
City Engineer has hired a consultant to look at the erosion in this area.
Lynne asked if the city ever cleans trash out of the creek. Rick said that
drainage utility funds brings cleaning trash out of creeks under the realm of
Public Works but the Parks Department will take care of things when and if
they can.
Charlie Miller said that his areas are South Euless and Ruth Millican Center.
He said that Ruth Millican Center is in good shape.
Leon said all the parks really look nice since mowing has begun. He said the
culvert at Bob Eden park was holding the water back a bit. Rick said the
engineer may look at a series of lakes and ponds to hold the water back along
the Bear Creek corridor.
Jerry Robinson said that his parks are Kiddie Carr, J.A. Carr, and Oakwood
Terrace. He said that J.A. Carr Park is very busy. He asked what kind of
grass was planted on Midway Field #3. Rick said this is winter grass that
will be overseeded with Bermuda.
Eric Owens said that his parks are Wilshire and Westpark. He said it looks
like a car has hit the sign at the entrance to Westpark. Rick said he would
look into it. Eric commended the Parks staff on the improvements to the
ballfield at Bob Eden park.
Jerry Robinson asked how many kids are playing ball this year. Rick said he
would get some exact figures for the next meeting.
II.
DISCUSSION OF OLD IRON BRIDGE
Julia reported that preschoolers will participate in this celebration instead
of the 6th Grade due to the 6th Grade's busy schedule this time of year. A
time capsule is still being planned. Rick said the sign should be in any day.
NEW BUSINESS
I.
LEISURE SERVICES REPORT
Building use for the month of March was as follows: Midway Recreation Center
meeting rooms: sports associations, 23; umpires, 1; city, 12; rentals, 2;
gym, 2. Ruth Millican Center: sr. dances, 4; rental, 2; bridge, 10; writers,
6; sports associations, 1. Simmons Center: rental, 2; city, 1. Villages of
Bear Creek Pavilion, 1. Simmons Gazebo, 1.
Recreation units for the month of March were as follows: racquetball, 372;
gym, 4,221; track, 847; game & snack, 999; weightroom, 655; Simmons, 921; RMC,
1257.
Crafts for St. Patrick's Day and Little Lad's Shin-Dig were held March 15.
392 participants registered for Spring Session II. Spring tennis began March
15. Planning has begun for the summer sessions.
Spring softball registration has concluded and men's basketball registration
will conclude this week. Registration for youth track and N.C.A.A. Sanctioned
Women's Summer Basketball will begin soon. Three Euless Volleyball teams
competed in the T.A.A.F. state volleyball tournaments.
Julia reported that a shuttle may be run to bring more kids to Midway Morning
Madness.
II.
PARKS REPORT
Euless Girls Softball Association has started their season. Euless Athletic
Association will start their season April 13.
Rick reported that the Parks and Leisure Services Audit continues. The audit
involves three areas: find ways to improve service delivery; save money by
reducing expenses and increasing revenue; and to fill voids that are not
currently being filled. Rick said he will have a report next month for the
board on the audit.
Rick reported that the Villages of Bear Creek Park and Schrickel, Rollins and
Associates will be nominated for top park design award from the Texas Forest
Service. The award goes to new park designs which are sensitive to trees.
Schrickel, Rollins and Associates did a wonderful park rendering to send to
Texas Forest Service. After the Texas Forest Service is finished with it, the
rendering will be given to the Parks and Leisure Services Department.
Rick said that work continues on land acquisition. They are currently trying
to inventory all potential sites of park land. If possible land is found,
council will ask the board to look into the sites further.
Field #3 has been completed. In-house construction saved the city over
$35,000.
Work continues on Arbor Daze. Storer Cable is going to broadcast the event
live. Rick asked the board if they would consider giving out vouchers for the
trees to be given away. The person would then take the voucher to a certain
location to turn in for their tree.
Work continues on the hiring of a library consultant. One will be
recommended to Council soon.
III.
DISCUSSION OF WORK SESSION
Leon briefly summarized the work session and read a letter from the board to
Tom Hart. Jerry Robinson made a motion to recommend to council to move in
haste to seek out and acquire a parcel of property, outside of the flood
plain, that would be large enough to accommodate a large sports complex. Eric
Owens seconded the motion. The motion passed unanimously.
IV.
BUSINESS OF THE TREE BOARD
A discussion of the Arbor Daze tree give-away was held. Charlie asked, if the
trees are given out away from the booth, how will they enforce one tree per
family. Eric said he thought moving the trees away from the booth would speed
things up. Leon said another way to speed things up is for the booth workers
to go down the line with a clipboard and note cards, taking information down,
instead of people each individually writing in the tree book. The note cards
could then be put in a bin to draw for prizes. Lynne asked if the trees were
too big to go on the shuttle bus. Rick said no. Further discussion was held.
Lynne Moffatt made a motion to put the trees at the van loading/unloading area
on the Arbor Daze site. Leon Hogg seconded the motion. The motion passed
unanimously.

INPUT FROM CITY COUNCIL MEMBERS
None.
VI.
INPUT FROM VISITORS
Victor Barlag said that he bicycles on the track at Villages of Bear Creek
occasionally but sometimes has walkers complain. He said he wanted to know if
bicycles were allowed on the trail. He also said that he feels that a bicycle
rack is badly needed at the park. Mr. Barlag also said that he is concerned
about the future of walking and bicycling trails in the city Rick said that
concrete trails for bikes are included in the parks master plan. He continued
that through the Department of Motor Vehicles, this trail may become feasible
sooner than thought. The DMV is trying to promote more trails for alternate
forms of transportation.
Eric Owens made a motion that a bicycle rack be put in where staff feels
necessary. Jerry Robinson seconded the motion. The motion carried
unanimously.
Marland Ernest said that he liked to see how much is still being done in Parks
and Leisure Services. He commended the staff and board. He said the medians
on Hwy. 10 look great. Marland expressed that he is concerned about how long
it is taking to use the half-penny sales tax money.
ADJOURNMENT
There being no further business to conduct the meeting adjourned at 8:35 PM
with a closing prayer by Chairman Hogg.
