HomeMy WebLinkAbout1993-02-01 RBOMAR PARK AIM LEISURE SERVICES BOARD FEBRUARY 01, 1993 CALL 'TO ORDER The regular meeting of the Park and Leisure Services Board was called to order at 7:00 PM, Nbnday, February 01, 1993, in the Council Chanters of the Euless Municipal building by Chairman Hogg. Other members present were Richard McNeese, Stephen O'Brien, Jerry Robinson, Charlie Miller, Eric Owens, Lynne Moffatt, and Chuck Behrns. Also present were Rick Herold, Qi nunity Services Director; Julia Wakeley, Parks and Leisure Services Manager; and Kelli Dickerson, Recording Secre- tary. MIMS Visitors included Billy Owens and Jimmy Williams. INNIPCBTMON The invocation was given by Richard McNeese. MUTES The minutes of the meeting dated January 04, 1993, were approved as writ- ten. I. BOPABD IEMERS MMUS Stephen O'Brien did not have a report. Richard McNeese said that his areas are Midway and Blessing Branch. He did not have a report on Blessing Branch. He said that Midway looks fine. The ballfield is coming along nicely. Charlie Miller said that his parks are Villages of Bear Creek and Mb brmick Parks. He asked Rick if the trees have fallen into the creek at McCormick Park could cause any major blockage. Rick said that Public Works through their drainage utility department are having problems with erosion all along that creek and has contracted out the renal of trees. Charlie said that Villages of Bear creek looks fine. f- said it looks like prograss on the sewer main is coming along will. Charlie asked if soccer is now being played at this park. Rick said that the sour will start with the spring season. Jerry Robinson reported that his parks, Bob Eden and Lakewood, look good. Landmark Bank, Bank One, Soutliestern Bell Mobile Telephone, Western American National Bank, Omni American Credit Union, Mid-Cities News, Burns & Ricker, and Fort Worth Star Telegram. Dr. Pepper may very well become involved. Rick said that the sponsors will be present at the Appreciation Dinner. The board was shown an entertainment package highlighting sane of the major acts that will appear at Arbor Daze. Rick gave a brief update of sales of tent space at Arbor Daze. He ex- plained that all parking will be off site at Trinity or First Baptist with buses running to the event site. Julia Wakeley gave an update of the Arbor Daze activity with the HEBISD fourth graders. This year the children will form the Texas State Flag. Following this will be the historical tree presentation to each school. Leon stated that he and Rick had spoken on haw to improve the tree give- away. He said that perhaps instead of lengthy process of recipients filling out the book, they might have smaller pieces of paper on a clip- board to go dawn the line. Perhaps these could go into a drawing for a 20 gallon tree. PARKS REPORT II. Rick said he would like to thank the board and the citizens of Euless for their help in passing the 1/2 penny sales tax. Rick said he is sure that the board will be called upon for their vision and direction on this issue. Rick discussed his feelings on the 1/2 penny sales tax possibilities and said there are some important decisions that will need to be made. III. LEISURE SERVICES REPORT Building use for the month of January was as follows: Midway Recreation Center meeting roams: sports associations, 11; city, 10; rentals, 1; gym, 2. Ruth Millican Center: sr. dances, 5; rental, 2; bridge, 8; writers, 4; city, 4. Simmons Centex: rental, 3. Recreation units for the month of January were as follows: racquetball, 445; gym, 3,697; track, 962; game & snack, 673; weightroam, 630; Simmons, 1,097; RMC, 1,235. Julia Wakeley reported that we had a very good Arbor Daze meeting this month. She said that NETAC (North East Tarrant Arts Council) will be at Arbor Daze this year doing scare hands on arts & crafts. They will also have a small stage with some of their entertainers. The Arts & Crafts tent will be larger this year. IV. BUSINESS OF THE: TREE BOARD Eric Owens said that South Ebless and Ruth Millican look fine. Said there were several joggers on the trail at Ruth Millican. Leon Hogg asked about the Westpark widening. Rick said there was still no word on this. Leon asked if anything is happening on the repair to the building. Rick said bids have been sent out and council will be discussing funxiing mechanisms. II. DM-0RM C11 OF OLD IRON BRIDGE A celebration will be held in May. The Historical Preservation Committee will help on this. We will be using some of the school children from South Euless to help with the celebration. Leon said the signs for the bridge have been ordered. Eric asked if the bridge will be painted for the celebration and if approval for painting it would go through City Council. Rick said he would come back with an estimate for painting the bridge. Leon said the Parks Department is going to build a plexiglass case to display the sign that was recovered. Charlie asked if staff had a report on property from the Resolution Trust Corporation. Rick said he did not have a report on RTC property. He cemented that staff has a preliminary plat on school district property. mailman Baker had mentioned that a school would not be built on the East Midway site. A three-plex baseball diamond was designed on that. It would probably be unlighted and relatively inexpensive to develop because of no land cost and the flat nature of the land. Rick said this would be a nice area for same temporary fields and still leave the soccer field. He said some land has also been looked at near the airport. A discussion was held on the East Midway land. Rick said he is still willing to look at all other potential land opportunities. I. ARBOR. DAZE FRESENTATION Leon said that we will try to have a speaker about every other month. This month we will see a presentation on Arbor Daze. Rick introduced Jimmy Williams and Kelli Dickerson. Jimmy is a recent graduate of Purdue Univer- sity. He has worked for the Parks and Leisure Services Department on and off while attending school. Kelli is a new intern of the city. She will be spending some of her time working for the Parks and Leisure Services Department. Rick spoke on the history of Arbor Daze and haw Arbor Daze plays a part in bringing a sense of community to Euless. Rick said a sponsorship committee was formed this year. It was made up of Tom Hart, City Manager; Tom Cox, Director of ?1minislzative Services and Economic Development Director; and Joe Hennig, Director of Development. This committee has raised $34,000 dollars in cash and in-kind services. A short film was shown to the board. This is the same film used during the sponsorship presentations. Some of our major sponsors are Channel 21, Harris H.E.B. Hospital, Storer Cable, There was not a report from staff this month. Leon suggested that the board net at the greenhouse at 6:30 PM next month. Rick said a suggestion had been made to move the Christmas Tree to behind the "&zless" berm. The flagpole could then be moved. This would help facilitate having the main stage on the concrete in the middle of the municipal complex. Jerry asked if there had been any suggestions to where a new library might be located. Rick said that the architect wants to look at the overall build out of the city caws. Some discussion was held on moving this tree and the advantages it would give Arbor Daze. The board left the chambers to go look at the tree. Stephen O'Brien made a motion to recommend that the cedar tree moved to where staff thinks it best fits in the complex. Jerry I binsen seconded the motion. The motion passed unanimously. V. Dam.
