HomeMy WebLinkAbout1992-11-02 REGULAR NESTING PARE AID LEISURE SERVICES BOARD IOVENBER 02, 1992 CALL TO ORDER The regular meeting of the Park and Leisure Services Board was called to order at 7:00 PM, Monday, November 02, 1992 , in the Council Chambers of the Euless Municipal Building by Chairman Hogg. Other members present were Mrs. Bonnie O'Brien, Messrs. Richard McNeese, Jerry Robinson, Eric Owens, and Charlie Miller. Also present were Rick Herold, Community Services Director; Julia Wakeley, Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary. VISITORS Visitors included Councilman Henry Boatright, Assistant City Manager Kay Godbey, Modesto Mundo, and Mike Daniel . INVOCATION The invocation was given by Eric Owens. NINUTES The minutes of the meeting dated October 05, 1992, were approved as written. OLD BUSINESS I. BOARD BERBERS REPORTS Richard McNeese reported that his areas are Blessing Branch and Midway. Both parks had some activity in the playground areas. Both are in good shape. Charlie Miller reported that McCormick Park and Villages of Bear Creek Park are both in excellent shape. Villages of Bear Creek Park has had attendance of between 50 - 75 on Sundays. It is becoming a popular park. Leon said that his parks look good. He felt that Villages of Bear Creek held the crowd at the Music Festival well . Jerry Robinson reported that his parks are Bob Eden and Lakewood. He asked about future improvements at Bob Eden Park, inquiring if where the sidewalk goes across the ditch could be replaced with a bridge. Rick said it could be looked at but flood plain constraints would have to be considered. Bonnie O'Brien did not have a report. Eric Owens reported that his areas are Ruth Millican Center and South Euless. Both looked very good. There are some tree limbs on the ground at Ruth Millican. II. DISCUSSION OF OLD IRON BRIDGE Julia Wakeley reported that staff had come up with the idea to celebrate the birthday of the bridge in April and invite some of the children from South Euless elementary . This might tie in well with Arbor Daze and would be a kick-off for Arbor Month. She suggested that trees be passed out to the children. The board said they liked this idea. Leon asked staff to work out a more detailed plan on this and report back at the next meeting. III. DISCUSSION OF HSTEI PLAN Leon asked if the results of the survey could be presented in a different format with the high percentages listed first. Rick said this could be done. Leon asked the board if anyone had comments on the master plan. There were no comments. Iv. LETTER TO IORTN TEXAS WOMEN'S SOCCER ASSOCIATION Rick said the letter had been sent to the North Texas Women' s Soccer Association via certified mail, return receipt requested. NEV BUSINESS I. PARKS REPORT Rick said he appreciated the board's support with the Fall Music Festival. Rick reported that the Villages of Bear Creek will be completed on Wednesday. The state will inspect the property before they will check it off. He also said that there have been some changes in grants from the state. You can now submit for a grant every six months. Before, if you were working under a grant, you had to show substantial completion before making application again. The rebuilding of Midway Field #3 has begun. Parks has begun removing the old field. The field will be done in house in order to stay within the $70,000 allotted by CIP funds. Softball and Soccer are nearing the end of their seasons. The field at Bob Eden will be worked on before the spring season. Soccer will move to the Villages of Bear Creek for their spring season, although Van Reit will still be needed. Rick stated that he had met with Paul Kruckemeyer, the City Engineer, on the realignment of Mid-Cities Blvd. Rick said it looks like there will be a substantial gain of land. He will have more on this next month. Rick reported that ongoing certifications are needed for all of the licensed chemical applicators. They must receive yearly certification which takes time. They must also maintain very accurate records. Current licensed applicators in Euless include Jimmy Beck , Nick Mitchell, and John Ledbetter . The new handicap playground for Bob Eden Park will be bid within the next 30 days . Charlie Miller asked if we would be close to the $70,000 budget on field #3 . Rick said that by doing it in house we would be within that budget. Eric asked if the field would be all grass, similar to field 12. Rick said this would be discussed with the Euless Athletic Association. Jerry asked if there would be much dirt work required in this project. Rick said yes but they have obtained a lot of dirt from a contractor that had a lot of dirt left over from a Mid-Cities Blvd. project. II. LEISOYE SEIVICES YEPOY! Building use for the month of October was as follows: Midway Recreation Center meeting rooms: sports associations, 6; city, 4; rentals, 2; gym, 3 (rental, United Way Rally, Square Dance) . Ruth Millican center: sr. dances, 5; rental , 3; bridge, 9; writers, 4; city, 6. Simmons Center: rental , 1; city, 1. Outdoor facilities: Simmons Gazebo, 1; McCormick Gazebo, 3; Bob Eden Pavilion, 7; Villages of Bear Creek Pavilion, 4 . Recreation units for the month of October were as follows: racquetball, 266; gym, 1,464; track, 456; game & snack, 309; weightroom, 430; Simmons, ; Ruth Millican Center, . Julia reported that she and Jerry Crane attended the National Recreation and Parks Association Convention in Cincinnati . She said they spent a lot of time in workshops on the American Disability Act. She spoke briefly about some of the things discussed in these workshops. Volleyball will conclude next week. Basketball registration ends this Thursday. Registration has been brisk so far. Second session class registration concluded last Friday. Classes begin today. Work will begin soon on the program for Spring 1993 . Julia said that Willie Byers celebrated her 90th birthday with a party at the Simmons Center. There were over 1600 participants for the Fall Music Festival. About 50% were non-residents. Julia said that this event was not as hard on staff as some other special events we do. All of the entertainers were very nice. The Fort Worth Star Telegram gave us lots of great coverage. Other sponsors were Western American Bank, Southwestern Bell, Euless Lions Club, Office of Economic Development, and Storer Cable. Leon said he would like to know the percentage of total tickets sold by Rainbow/Ticketmaster. Rick said that Vince Vance and the Valiants have been booked for Arbor Daze. Charlie Miller asked when the stair machine at Midway Recreation Center would be fixed. Julia said we are working on it and it should be repaired soon. Julia reported that we had over 300 participants at our Halloween event on Friday Night. III. BOSIHBSS OF THE THEE BOND Year-to-date expenditures for 1992 total $78,033. Trees planted and distributed in 1992 total 4 ,075. 3,000 Red Oak acorns and 6,000 Sweet Gum seeds have been gathered for tree stock. Richard said that he was fascinated by how they do this. He said that a lot of work goes into it. Forty trees were given away at the North Texas Recreation Association Meeting held at Midway Recreation Center. Four Sawtooth Oaks from Midway ballfield construction were saved. The trees are being stored at the tree farm for future use. Rick said that the Euless Business Journal had a nice mention of our Growth Award in their new issue. He added that only three of the 22 Tree Cities received the Growth Award. Richard explained to the visitors the application process for Tree City, U.S.A. Leon explained the purpose and makeup of the Tree Board. IV. BEAUTIFY EULESS EVERYDAY REPORT None. V. OTHER BUSIJESS Leon said that Bonnie O'Brien will be leaving the board. Eric will move up from alternate. Two new alternates have been appointed by the city council . Bonnie said that she would miss the board. VI. INPUT P101 CITI COUNCIL REIMS Councilman Henry Boatright said that the board sets a good image. He said that he constantly encourages Board & Commission members to be involved with their board or commission. He said he is impressed with the qualifications of the Board & Commission applicants this year. He commended the Parks and Leisure Services Board for their commitment and involvement. VII. INPUT P101 VISITOYS Kay Godbey said that she is impressed that the Parks and Leisure Services Board deals with a lot of varied subjects and projects. She announced that Boards & Commissions orientation will be November 16 at Midway Recreation Center. The speaker is very good, it should be an enjoyable night. Modesto Mundo said that a friend of his who is a reporter and gets to go to lots of concerts and events attended the Trout Fishing In America concert. She said she had never seen a nicer facility. Mike Daniel said he appreciates Rick and his staff. Kay said that her position will allow her to begin focusing on the areas of Community Services, Administrative Services, and Fiscal and Human Resources. She said she is really looking forward to it. Jerry Robinson said that there was a nice write up in the newspaper about the historical structures in Euless. Rick said the bronze plaque had been laid at Village of Bear Creek. Charlie asked if there was a way to put up a plaque at Villages of Bear Creek listing the staff members who helped work on the park. Leon said the board could think about it and see what they come up with.
