HomeMy WebLinkAbout1992-10-05 REGULAR MEETING PARK AND LEISURE SERVICES BOARD OCTOBER 05, 1992 CALL TO ORDER The regular meeting of the Park and Leisure Services Board was called to order at 7 :05 PM, Monday, October 05, 1992 , in the Council Chambers of the Euless Municipal Building by Chairman Hogg. Other member present were Messrs. Richard McNeese, Jerry Robinson, Charlie Miller, and Stephen O'Brien. Also present were Rick Herold, Community Services Director; Julia Wakeley, Parks and Leisure Services Manager; and Elizabeth McCormick, Recording Secretary . VISITORS Visitors included Jan Hogg, Avona Cardona, Ed Harrison, Andy Tarkington, Terry Hubbard, and Mike Daniels. INVOCATION The invocation was given by Richard McNeese. NINUTES The minutes of the meeting dated September 14, 1992, were approved with changes. Charlie Miller made a motion that the minutes be rechecked. He thought that his intent was the North Texas Women's Soccer Association make a formal request in writing to the Parks and Leisure Services Board concerning usage of the fields subject to approval of the Park and Leisure Services Board. Richard McNeese seconded the motion. AWARDS Rick Herold presented the Texas Amateur Athletics Federation Contributors Appreciation award to Ed Harrison for his contributions to T.A.A.F. over the years. This award was presented to Ed at the T.A.A.F. Conference in Austin. Rick also presented the T.A.A.F. Member City award to Andy Tarkington and Julia Wakeley for the growth in the City of Euless' Athletic Program. This award was presented to the City of Euless at the T.A.A. F. Conference . Richard McNeese presented the Volunteer of the Month award for October to Avona Cardona for all of her volunteer hours generously given to the Parks and Leisure Services Department. OLD BUSINESS I. BOARD BERBERS REPORTS Jerry Robinson said that the Lakewood playground stays very busy. The park looks good. Stephen O'Brien reported that Wilshire looks good. One sheet of corrugated plastic and plywood appear to have washed into the park. Westpark looks good. Charlie Miller asked if the repairs to Midway Recreation Center would be partial or if they would repair the whole building. Leon said he had not received a comment one way or another. II. FULLER HOUSE Two bids have been received on moving the house to Ruth Millican Park: $23,500 and $19,000. This includes moving the garage , the house in two pieces, and setting it on a foundation. The second bid did not include the brick work. HEW BUSINESS I. Building use for the month of September was as follows. Midway meeting rooms: sports associations, 14; city, 1; rental, 1. Gymnasium: square dance, 1; benefit fair, 1 . Ruth Millican Center: sr. dances, 4 ; rental, 2; bridge, 8; writers, 6. Simmons Center Rentals, 2; City Use, 3 . Bob Eden Pavilion, 4; Villages of Bear Creek Pavilion, 3 . Recreation units for the month of August were: racquetball, 265; gym, 1 ,555; track, 426; game & snack, 436; weightroom, 363; Simmons, 877; RMC, 580. Andy bid on and received the state 35 & over tournament for 1993 at the TAAF Conference. Adult basketball registration will begin October 20 and conclude November 5. A 28 minute film was made to promote the Fall Music Festival on Storer Cable. II. PARKS REPORT Rick reported that this is the first week of the fiscal year. Rick briefly reviewed the results of the survey sent out to a random sampling of 600 households in Euless . III. BUSINESS OF THE TREE BOARD Year-to-Date expenditures for Tree City, U.S.A. total $75,295. 4,006 trees have been either planted or distributed in 1992. Rick gave an update on the Fall Music Festival which will benefit the 1+1=2 program. Staff members have been to several area special events to hand out flyers for our event. Ticket sales are picking up. Richard asked about the donation of trees from the rotary club. Rick said the minimum amount will be 500 trees but it may be as many as 1,000. Leon asked if a figure could be obtained on how many trees have been planted since 1991 . Rick said Jimmy Beck should have those figures. IV. INPUT FROM CITI COUNCIL None. V. INPUT FROM VISITORS None. VI. INPUT FROM SPORTS ASSOCIATIONS Mike Daniel said that the Euless Athletic Association supports the stated needs in the draft copy of the master plan. He said one of his concerns is what would happen to Midway Park if a new sports complex is built. He said he felt that by the time a sports complex is built the Midway fields will still be needed in addition to any new fields. Leon said that as far as he understands part of the future plans would be to increase the facility at Midway which would take up some of the area. Leon asked the sports associations to write a letter to the board stating their needs with facts and figures so that the council can see the user groups needs. Leon stated that he would like to see the 1/2 cent sales tax go through. Charlie stated that if the sales tax does go through, the user groups need to work together. He also stated that some of the revenue producing projects need to be supported as much as ball fields because some of the revenue producers can help fund athletic fields. Rick asked if the board felt a survey needed to be done on our user groups. Leon said that he felt they need as much input and information as they can get. Richard agreed.
