PARK AID LEISURE SERVICES BOARD
AUGUST 03, 1992
CALL TO ORDER
The regular meeting of the Park and Leisure Services Board was called to order
at 7 :02 PM, Monday, August 03, 1992 in the Council Chambers of the Euless
Municipal building by Chairman Hogg. Other members present were Mrs. Bonnie
O'Brien, Messrs. Richard McNeese, Jerry Robinson, Eric Owens, and Charlie
Miller.
Also present were Rick Herold, Community Services Director; Julia Wakeley,
Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary.
VISITORS
Visitors present included Mrs. Irene Rosecrans, Mr. and Mrs. Miles and Susan
Pritchard, and Mike Daniel.
INVOCATION
The invocation was given by Richard McNeese.
MINUTES
The minutes of the meeting dated July 06, 1992 were approved as written.
OLD BUSINESS
I.
BOARD MEMBERS REPORTS
Bonnie O'Brien reported that her parks are J.A. Carr Park, Kiddie Carr Park,
and Oakwood Terrace. There have been a lot of people using J.A. Carr Park.
Everything looks good.
Jerry Robinson reported that Del Norte looks good.
Leon Hogg reported that his parks, South Euless and Ruth Millican Center, look
as well as can be expected with all of the rain.
Richard said that his parks, Lakewood and Bob Eden Park, look fine. There has
been a lot of activity at Bob Eden Park.
Eric Owens said that his parks are McCormick and Villages of Bear Creek. He
reported that Villages of Bear Creek is coming along fine.
Richard asked about field #3 lighting. Rick said it will be done before next
season.
Leon distributed a reassignment of parks. The new assignments are: Leon
Hogg - J.A. Carr, Kiddie Carr, Oakwood Terrace; Bonnie O'Brien - Van Riet,
Del Norte; Jerry Robinson - Bob Eden, Lakewood; Richard McNeese - Midway,
Blessing Branch; Stephen O'Brien - Westpark, Wilshire, Special Events;
Charlie Miller - McCormick, Villages of Bear Creek; Eric Owens - South
Euless, Ruth Millican.
Charlie Miller reported that Wilshire is in good shape. He mentioned that
some patching is needed near the far end of the Westpark parking lot.
II.
OLD IRON BRIDGE
Leon asked Rick and Julia to look at their schedules and bring back a possible
time and some ideas for the Old Iron Bridge celebration.
III.
DISCUSSION OF SURVEI
Leon said an analysis of parks and recreation will be done on 10% of
dwellings. This survey will be on park system improvements throughout the
entire parks system. A discussion was held on whether or not to include a
question concerning funding in the survey or to delete this question. Charlie
Miller made a motion to do a survey based on measuring the needs of the
population. Bonnie O'Brien seconded the motion. The motion passed
unanimously.
IV.
DISCUSSION OF OLD BRICK NOUSE ON NAIN AID NWT 10
Leon said that the Pastor and Sponsoring Pastor of Saebit Baptist Church have
come back to the board with a proposal. They would like the board's
assistance in getting the house habitable and they in turn will dedicate the
land surrounding the house back to the city. The house would be eligible for
a historical marker in 40 years, rather than 50 years if the house were moved .
As this progresses the board will discuss it further.
V.
REPAIR TO EXTERIOR OF RECREATION BUILDING
Jerry Robinson made a motion for the board to prepare a letter to council
urging repair to the exterior of the Midway Recreation Center. Richard
McNeese seconded the motion. The motion carried unanimously.
NEW BUSINESS
I.
LEISURE SERVICES REPORT
Building use for the month of July was as follows: Midway Recreation Center
meeting rooms : sports associations, 3; city, 1; rentals, 1; gym, 1. Ruth
Millican Center: sr. dances, 4; city, 2; rentals, 2; bridge, 5; writer's
workshop, 5 . Simmons Center: rentals, 2 . Simmons Gazebo: 1. Bob Eden
pavilion, 7.
Recreation units for the month of June were as follows: racquetball, 225;
gym, 4 ,070; track, 589; game & snack, 2,323; weightroom, 422; Simmons, 839;
RMC, 899.
Swimming Pool attendance was as follows: Midway, 4,245; South Euless, 1,738;
Wilshire, 1,156 ; for a total of 7,139.
Julia Wakeley reported that Midway Madness continues to be a popular activity.
This free program has been quite successful. The second session of classes
has had good enrollment.
The spring softball leagues have been completed. Registration for fall
softball began last Monday and will continue through August. Fifty-five
members of the track team qualified for the Games of Texas to be held in
Corpus Christi , August 6 - 9. Summer enrollment for track was 110 .
Seniors had participation of 227 for the month of July. The trip to Branson,
Mo. had 35 seniors.
Julia reported that plans for the Fall Music Festival are coming along well .
She and Rick Herold met with an agent of Rainbow/Ticketnaster. The meeting
went well.
II.
PARKS REPORT
Rick Herold reported that the Villages of Bear Creek park construction will
probably still continue through September. But, the state has allowed us to
open the park on the August date. This grand opening will be held on August
29 . Beginning at 10 am, free trail tours will be given to the public. Rick
asked the board if they would consider serving refreshments half-way through
the tour. The ribbon cutting will be at 7:30 PM and at 8:00 PM Dave Alexander
and the Legends of Western Swing will play.
Rick said that plans for the Fall Music Festival are proceeding nicely.
Proceeds from this event will go to the 1 + 1 = 2 program. There should be
some nice sponsoring entities for this event.
Rick congratulated Euless Athletic Association, Euless Girls Softball
Association, and Bedford-Euless Soccer Association for finishing their summer
and spring seasons.
Jimmy Beck and Nick Mitchell attended the state Xeriscape convention in El
Paso. In conjunction with Texas A&M Extension Service, Euless will be hosting
the first Xeriscape Now! seminar and product demonstration at the Midway
Recreation Center this spring. Leon asked if we could tie in a Don't Bag
It program with this. Rick said yes.
Leon asked the board members to let him know if they want to help with
refreshments at the Villages of Bear Creek grand opening
Rick reported that Bedford-Euless Soccer Association has been billed for the
spring season and has completed payment. Invoices for the entire season will
be mailed to Euless Athletic Association and Euless Girls Softball

Association.
III.
BUSINESS OF TILE TREE BOARD
Richard McNeese said that he was very impressed with the trail at Villages of
Bear Creek park. Richard asked if Rick could get a list of the species of
trees on the trails at the park. Rick said yes.
Rick said a portion of the large pecan tree at McClains Paint and Body Shop
was removed. Bonnie asked if a city park sign could be put up there so the
public will not think that parks employees are working on private property .
Bonnie made a motion that signage designate the area of the pecan tree as city
park land. Charlie miller seconded the motion. The motion carried
unanimously.
Leon made a motion that the Tree Board write a letter to the State Arbor Day
Committee in support of the Texas State Arbor Day celebration being held in
Euless in 1994. Bonnie O'Brien seconded the motion. The motion carried
unanimously .
Richard reported that year-to-date expenditures for Tree City USA are
$65,400.00. 3 ,984 trees have been planted in 1992.
IV.
ARBOR DAY CELEBRATION
Richard McNeese made a motion that the Park board write a letter to the State
Arbor Day Committee in support of the Texas State Arbor Day celebration being
held in Euless in 1994. Jerry Robinson seconded the motion. The motion
carried unanimously .
V.
BEAUTIFY EULESS EVERYDAY REPORT
Rick said Diane is continuing with the Yard-of-the-Month program. Leon said
he would like for Miller Muffler to be considered for the business
Yard-of-the-Month.
Irene Rosecrans said that she was anxious to get more members active in the
BEE Committee . She said that she feels that there is still a lot of interest
in beautification and wondered if meeting with the Park Board will help
increase interest.
A brief discussion was held on the need for sidewalks around the perimeter of
the city hall complex. Bonnie O'Brien made a motion that the board recommend
to council for the city to consider building a sidewalk around the city hall
complex. Charlie Miller seconded the motion. The motion carried unanimously.
VI.
INPUT FROM CITY COUNCIL
None.
VII.
IJPUT PION VISITOVS
Mike Daniel said that Euless Athletic Association has had their elections and
he will be commissioner for another year.
He reported that information had been turned into the Texas Rangers grant
program.
Three of the associations teams will be going to the state tournament.
He thanked the board for letting him sit in on the work session.
