HomeMy WebLinkAbout1992-06-01 REGULAR MEETING PARK AND LEISURE SERVICES BOARD JUNE 01, 1992 CALL TO ORDER The regular meeting of the Park and Leisure Services Board was called to order at 7:00 PM, Monday, June 01, 1992, in the Council Chambers of the Euless Municipal Building by Chairman Hogg. Other members present were Messrs. Richard McNeese, Charlie Miller, and Eric Owens. Also present were Rick Herold, Community Services Director; Julia Wakeley, Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary. VISITORS Visitors included Councilman Henry Boatright and Volunteer Coordinator Diane Eggers. INVOCATION The invocation was given by Charlie Miller. MINUTES The minutes of the regular meeting dated May 04, 1992 were approved with changes to Richard McNeeses report on South Euless park. VOLUNTEER REPORT Diane Eggers reported the volunteer hours for 1992 as follows: January, 432.75; February, 902; March, 461.5; April, 1527.25; May, 156.5. Total volunteer hours for 1992 year-to-date are 3,489. Diane said that she feels the support she has gotten has greatly contributed to the success of the volunteer program. She thanked the park board members for their help. OLD BUSINESS Richard stated that his areas are Lakewood and Bob Eden Park. The parks looked good despite the rain. There is not much damage from the rain. Charlie Miller said that his areas are Westpark and Wilshire. Westpark looks good. The field looks good considering all the rain. Wilshire looks fine. Leon reported that the new signs at Ruth Millican Center look good. He said the trail is being used more and more in the early morning. Leon also reported that South Euless looks good. Eric Owens reported that Villages of Bear Creek and McCormick Park look good. The parks have taken the rain well. NEW BUSINESS I. LEISURE SERVICES REPORT Charlie Miller asked Julia Wakeley if she expected good attendance at Wilshire Pool this summer. Julia said she hoped so. She explained that the staff schedules educational programs at Wilshire and tries to encourage day care centers to go there. Charlie asked why the pool is not more crowded. Julia said that the neighborhood has grown up and there are not as many children as there once were living close to the pool. Councilman Boatright suggested putting a flyer about the pool in the water bill. This will be looked into. Building use for the month of May was as follows: Midway Recreation Center meeting rooms: sports associations, 12; city, 7; rentals, 6; job fair, 1. The gym was used once. Ruth Millican Center: sr. dances, 5; city, 5; rentals, 4; bridge, 4; writer's workshop, 4. Simmons Center: rentals, 3. Simmons Gazebo, 2. Bob Eden pavilion, 8. Recreation units for the month of May were as follows: racquetball, 217; gym, 1,771; track, 379; game area, 1,108; weightroom, 941; Simmons, 740; RMC, 811. II. PARKS REPORT Rick Herold said that the Parks employees will be celebrating 700 consecutive days without any loss of time due to on the job injuries. Rick commended John Ledbetter for his work trying to get the ballfields ready. Irrigation will soon be going into the amphitheater area at Villages of Bear Creek, then in the soccer fields and the softball field. The jogging trail is almost finished. Extra labor may have to be hired out of the grant. Rick told the board that city departments had a chance this year to address the council on the budget. He felt priviledged to have this opportunity. The Wilshire jogging trail will go in by the tennis court. The first area had too many problems with motor bikes. Rick thanked Facilities Department and Reggie Cast who put the ceiling fans in Ruth Millican Center. They should really help the temperature. Charlie Miller asked if the Parks Department got any sympathy from the council on labor. Rick said he asked for four positions frozen last year plus two part time people to work on ballfields. Euless will work to have the city named the official Arbor Day City for the state of Texas in 1994. Charlie asked how well we coordinate with the Police Department to prevent park damage. Rick said that anytime we notify the Police they do a very good job. He said he feels we have pretty good coordination with them. Rick said that if we called the Police Department every time the ballfields are closed, the police would probably ask for more signage. Xeriscape will be done on Hwy 10. The parks department will try to get Hwy 10 businesses to maintain the areas directly on their land in the right-of-way. A xeriscape conference will be held soon. III. BUSINESS OF THE TREE BOARD Total grant and donation funds for 1 + 1 = 2 equals $33,145. Year-to-date expenditures for Tree City USA equal $55,950. 3,960 trees have been planted and distributed in 1992. Rick told the board that in planning for Arbor Daze '93 he would like to have 1,175 trees available. He would like the board to consider purchasing 325 5-gallon trees at $6 each. 250 additional trees will be pulled off line from the nursery (15 gallon) . Also, 600 one-gallon trres could be obtained from the greenhouse. Leon Hogg made a motion that the board authorize purchase of 325 5-gallon trees at $6 each. Charlie seconded the motion. The motion passed unanimously. Charlie asked if we could possibly give free trees to Euless residents only. Rick said it could be a possibility. Charlie said he understood that there were pros and cons to this. IV. BEAUTIFY EULESS EVERYDAY REPORT The BEE committee did not meet in May. V. INPUT FROM CITY COUNCIL MEMBERS Councilman Boatright said that as a citizen it is very evident that the Parks and Recreation Department does an outstanding job. He said the department did a magnificent job in their budget presentation to council. He commended the board for their work. VI. INPUT FROM VISITORS Mike Daniel said that the parks department is doing an excellent job on the fields. He has asked Rick for the names of the Parks employees so they can be commended.
