PARK AND LEISURE SERVICES BOARD
APRIL 06, 1992
CALL TO ORDER
The regular meeting of the Park and Leisure Services Board was called to order
at 7:10 PM, Monday, April 06, 1992, in the Council Chambers of the Euless

VISITORS
Visitors present included Mr. & Mrs. Joe Jordan, Mr. Mike Daniel, and Mr. Andy
Tarkington.
INVOCATION
The invocation was given by Bonnie O'Brien.
MINUTES
The minutes of the meeting dated March 02, 1992 were approved unanimously with
changes under Other Business that the concession policy be fair to all youth
leagues and with changes to Eric Owens' report of Villages of Bear Creek Park,
not Bear Creek Park.
OLD BUSINESS
Stephen O'Brien reported that his areas are Blessing Branch and Midway.
Midway has been very busy and looks nice.
Richard McNeese reported that Bear Creek and Lakewood both look fine.
Charlie Miller said that his parks are Wilshire and Westpark. Westpark is in
excellent condition. Wilshire look fine.
Leon Hogg reported that his parks are South Euless and Ruth Millican Center.
Ruth Millican Center looks good. He asked Rick if there is a date when the
used equipment will be moved to Ruth Millican Center. Rick said that there is
not a date as yet.
Jerry Robinson said that his areas are Van Riet and Del Norte. Van Riet is
very busy with soccer.
Bonnie O'Brien that drainage Kiddie
Oakwood Terrace. She e reported that the dit h at J.A. Carr Park gets
quite full of trash during heavy rain.

Creek. Curbing is in for the new parking lot at Villages of Bear Creek.
Also, the new playground equipment has been installed. The park looks good.
AWARDS PRESENTATION
Richard McNeese presented Joe Jordan with the Volunteer of the Month Award for
unselfishly devoting his time as a volunteer.
NEW BUSINESS
I.
LEISURE SERVICES REPORT
Softball registration has concluded and a record 89 adult softball teams have
registered to play in Euless. With the exception of the women's softball
leagues, all leagues reached their capacity. In fact additional field space
was obtained from the City of Bedford in order to accommodate the 89 teams.
Registration has completed for the second spring session with the class
numbers being as follows: 243 weekly participants. Classes and programs
are already being planned for our summer brochure that is slated to begin
on June 1. As we have done in the past, the format for the summer will
consist of three 4-week classes. Swim lessons will begin at that time as
well but will be held on a two week schedule.
Seniors citizens had 131 participants. This number includes regular
meetings and Spice of Life participants.
Plans for a Senior Citizen "Forty-Two Tournament" to be held in mid-May at
the Simmons Center are coming together. The players will also have a
luncheon served at the games conclusion. Trophies will go to the top three
finishers.
Building use for the month of March was as follows. Midway Recreation Center
meeting rooms: sports associations, 30; city, 3; rental, 1; other, 2.
Ruth Millican Center: sr. dances, 4; city, 2; rental, 2; bridge, 4;
Writers Workshop, 4. Simmons Center: rental, 4; other, 1. Simmons Gazebo
was used twice and McCormick Gazebo was used once.
Recreation units for the month of March were as follows: racquetball, 565;
gym, 3,348; track, 776; game & snack, 1,108; weightroom, 941; Simmons, 941;
RMC, 775.
II.
PARKS REPORT
Rick Herold reported that the the department has been working with youth
sports associations trying to get facilities ready for them.
He said work is being done to revise the master needs list for the Parks
Department. This report is looking at future needs. Rick would appreciate
input from staff, board and associations.

The Texas Trash off on April 4 concentrated on Hwy. 10, Glade Rd. , Mid-Cities
Blvd. and Villages of Bear Creek Park. There was a nice lunch afterward.
Rick said the grass is coming in nicely at the Villages of Bear Creek
Amphitheater. The Pre-Grand Opening will be held April 11. The parking lot
will be finished in the amphitheater area by then, except for the asphalt.
The soccer field lot should be available for parking also.
Rick said that sponsor's for Arbor Daze so far include Bank One, Western
American Bank, Mid-Cities Daily News, and Burns & Ricker. He told the board
about the World's Largest Living Tree which will be formed with area 4th
graders on April 24. The children will be treated to lunch and entertainment
also.
Rick reported that there will be over 12 different food booths at Arbor Daze.
He expects the Arts & Crafts and Business Expo areas to sell out. The
entertainment lined up is wonderful. There will be a petting zoo. Also, over
one thousand trees will be given away.
Euless Athletic Association begins their season on April 25.
The Easter Egg Hunt will be held April 17.
Rick introduced Andy Tarkington, Athletic/Aquatic Coordinator. Andy told that
Llano's Stars won their division at the State Tournament.
Leon Hogg mentioned the picture of Euless in the paper and the picture of Rick
at the Amphitheater.
III.
BUSINESS OF THE TREE BOARD
America The Beautiful Grant Program awarded Euless $7,000 for tree planting
along Hwy. 10.
Year-to-Date Expenditures for Tree City USA total $43,128.00.
Rick requested $1,000 from the Tree Board to fund the living tree that area
fourth graders will participate in. This enactment will be used as a
marketing tool for Arbor Daze. A boom truck will be on hand to give media
members opportunities for pictures. Rick said a nice media package will be
going out to all of the local television stations. Charlie Miller made a
motion that $1,000 be given from the Tree Board for this event. Bonnie
O'Brien seconded the motion. The motion passed unanimously.
Rick reported that staff is working on a proposal for changes in appropriation
of the Community Betterment Fund to be brought to the board. Rick feels that
the new proposal would explain the fund better to the public.

IV.
BEAUTIFY EULESS EVERYDAY REPORT
Eric Owens reported that the Texas Trash Off was discussed at the March 16
meeting. The Trash Off had a good turnout.
Due to the amount of events in April, the Ruth Millican Cleanup has been
postponed as well as Yard-of-the-Month. Timbercreek apartments won the
Beautification award for the month. The next meeting has been moved up to
April 13 due to Arbor Daze.
Rick pointed out that the recent cleanup was successful in showing the BEE
Committee to the public. More cleanups may be a good way to market the
committee.

INPUT FROM CITY COUNCIL MEMBERS
None.
VI.
INPUT FROM VISITORS
Mike Daniel said that the Euless Athletic Association has had 1,010
participants sign up. He expects a total of 1,100. This is a 15% increase
over last year. Bear Creek and Lakewood have the most children in the
association.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 7:53 PM
with a closing prayer by Chairman Hogg.
