HomeMy WebLinkAbout1992-02-03 REGULAR MEETING PARK AND LEISURE SERVICES BOARD , , #L[.� FEBRUARY 03, 1992 CALL TO ORDER The regular meting of the Park and Leisure Services board was called to order at 7:01 PM, Monday, February 03, 1992, in the Council Chambers of the Euless Municipal Building by Chairman Hogg. Other members present were Messrs. Richard McNeese,' Jerry Robinson, Charlie Miller,' Stephen O'Brien and Eric Owens. Also present were Rick Herold, Community Services Director, and Ann Hajek, Recording Secretary. VISITORS Frank Fletcher was the only visitor. INVOCATION The invocation was given by Richard McNeese. DES The minutes of the regular meeting dated January 06, 1992 were approved with the change that 5,000 trees were chipped. Also, a correction to a typographical error. AWARDS PRESENTATION Rick Herold asked that the McCormick Farms Homeowners Association be considered for an award for their beautification efforts. Charlie Miller suggested that Joe Jordan be considered for his work with recycling and BEE clean up projects. OLD BUSINESS Charlie Miller said that his areas are Westpark and Wilshire. Both are in good shape. He said that one of the swing sets needs to be looked at. He also said that he only saw one home at Westpark that would be affected by the proposed buffer. Rick said there may be two homes but Parks Department will make sure that they are not blocked by the buffer, which will go up soon. Stephen O'Brien said that his areas are Midway and Blessing Branch. Midway looks good. He asked who does road repair in the parks. Rick said that Street Department does the work. Richard McNeese reported that his areas are Bear Creek and Lakewood. Bear Creek has had very little activity. Leon Hogg reported that his areas are Ruth Millican Center and South Euless. Park and Leisure Services Board Meeting Minutes February 03, 1992 Page 2 They are both in good shape. The trail is doing well at Ruth Millican Center. The signs have helped keep bicycles off the trail. Richard mentioned that at South Euless there is a sharp post at the end of the bridge that has been knocked about halfway down. Also one piece of playground equipment is quite rickety and the nuts and bolts are very worn. Rick said both would be looked at. Jerry reported that his areas are Van Reit and Del Norte. Van Reit looks good. The entrance is muddy. Rick said the church contacted the city about additional parking. They wanted to work something out on paving that area. Mr. Van Reit has been contacted. Jerry said that Del Norte looks good. There is some washing in the parking lot from the rain. Eric Owens reported that his areas are Villages of Bear Creek and McCormick Park. Villages of Bear Creek is coming along great despite the rain. He asked where the softball field will be located. Rick said it is right off of Fuller-Wiser. Rick added that you will start seeing dirt work there after the amphitheater is finished. Jerry asked about parking to pavilions. Rick explained where the parking will be. NEW BUSINESS I. LEISURE SERVICES REPORT Building use for the month of January was as follows: Midway Recreation Center Meeting Rooms: sports associations, 9; city usage, 6. The gymnasium was used twice: square dance and employee Chili Cook-Off. Ruth Millican Center: Senior Dances, 4; City Usage, 13; Rentals, 10. Simmons Center had two rentals. Recreation units for the month of January were as follows: racquetball, 566; gymnasium, 3,628; track, 928; game & snack area, 602; weightroom, 860; SIM, ; RMC, 668. Class registration has concluded with over 300 participants registered. Senior Citizens had participation of 147 for the month. Nine teams have registered to play flag football and 36 teams have registered to play volleyball. Registration for softball will begin February 24. Card Mania was held February 1 and 2. Approximately 1,000 people attended. The Appreciation Banquet will be held February 21. Trout Fishing In America will be the entertainment. II. PARRS REPORT Rick said that an extension was granted to June 1 on the Villages of Bear `Park and Leisure Services Board Meeting Minutes February 03, 1992 Page 3 Creek. Parks may have to ask for another one (extension) to complete the irrigation. The grand opening for the amphitheater will be held Saturday, April 11. The Bob Eden and Wm. "Blackie" Sustaire memorials will be dedicated on Arbor Day. The parks employees are celebrating 500 work days without a time-loss due to injury. Leon said he would like to write a letter from the board to the Park employees congratulating them. Rick said that the lights will now be turned off at 10 PM at Westpark. III. BUSINESS OF THE TREE BOARD Richard reported that a check for $20,000 for the SBA grant has been received. The trees will be planted in the Villages of Bear Creek Park. They will be planted within the next 60 days. We will also receive 1000 trees to give away during Arbor Daze. The board discussed how distribution of these trees would be handled -- whether it would be better to hand them all out on Arbor Day or distribute them evenly over the three days. Jerry Robinson made a motion that they be distributed over three days. Stephen O'Brien seconded the motion. The motion passed unanimously. The Tree Board will discuss ordering new bags at the next meeting. Richard told the board they are invited to the Arbor Glen Homeowners Association for a tree planting on February 22. Richard said that he is still waiting to hear something on Tree City. Expenditures for Tree City for 1992 are $3,380.00. Rick asked Richard if the board would allow $200 to be spent for lunch at the Arbor Glen tree planting. Leon made a motion that the board approve $200 expenditure for lunch. Charlie seconded the motion. The motion was carried unanimously. IV. BEAUTIFY EULESS EVERYDAY REPORT Eric Owens reported that volunteers are much needed. February and March have been set aside as volunteer recruitment months. Wilshire Elementary won the Beautification Award for the month of December. Simms Grass donated $100 to the Committee. Charlie mentioned that the schools seem to be working well on beautification. Charlie suggested perhaps getting the PTA or schools involved with the BEE Park and Leisure Services Board Meeting Minutes February 03, 1992 Page 4 committee. Leon reported that the next BEE meeting is February 17. He asked the board to attend this meeting. It will be at 7:00 PM at the Ruth Millican Center. V. INPUT FROM CITY COUNCIL MEMBERS None. VI. FURTHER BUSINESS The board discussed candidates for awards. Charlie mentioned that Joe Jordan has helped with recycling projects and BEE Committee projects. Charlie made a motion that Joe Jordan receive the Volunteer of the Month Award. Richard McNeese seconded the motion. The motion carried unanimously. Leon asked the board if they would like to give the McCormick Farms Homeowners Association an appreciation award. Jerry made a motion that McCormick Farms receive an appreciation award. Charlie seconded the motion. The motion carried unanimously. VII. INPUT FROM VISITORS Frank Fletcher thanked Rick for getting a new floodlight at Ruth Millican Center. He said it helps light the parking lot. Frank suggested some sort of cabinets be put in Ruth Millican Center so different groups can keep their things separate. Rick reminded the board of the meeting with the sports associations on February 10 at 7:00 PM at Midway Recreation Center.
