PARK AND LEISURE SERVICES BOARD
JANUARY 06, 1992
CALL TO ORDER
The regular meeting of the Park and Leisure Services Board was called to order
at 7:40 PM, Monday, January 06, 1992, in the Multi-Purpose Room of Midway
Recreation Center by Chairman Hogg." Other members present were Mrs. Bonnie
O'Brien, - Messrs. Charles Miller, ` Richard McNeese, -Jerry Robinson, Stephen
O'Brien -and Eric Owens` (alternate).
Also present were Rick Herold, Community Services Director; Julia Wakeley,
Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary.
VISITORS
Visitors included Mrs. Leon Hogg, Mrs. Charles Miller, Mrs. Richard McNeese,
Mrs. Jerry Robinson, Jack O'Brien and George Franks.
INVOCATION
The invocation was given by Stephen O'Brien.
MINUTES
The minutes of the work session dated November 18, 1991 were approved as
written.
The minutes of the regular meeting dated December 02, 1991, were approved with
the change that the $4.00 non-resident fee in the sports associations fees was
not an option.
OLD BUSINESS
Jerry Robinson said that his areas are J.A. Carr Park, Kiddie Carr Park, and
Oakwood Terrace. He said that there was not any flood debris in these areas
although there is a lot of debris at Bear Creek Park.
Leon Hogg said that the Parks Department had done a good job of getting the
Villages of Bear Creek Park cleaned up.
Richard McNeese said that Van Reit and Del Norte both had lots of water but
they look fine.
Leon Hogg reported that Westpark and Wilshire looked fine before the rain but
he hasn't been back by since the rain.
Bonnie O'Brien said the only special event was the Senior Citizens Christmas
Dinner. She was unable to attend.
Stephen O'Brien reported that McCormick Park and Villages of Bear Creek look
fine other than the high water.
Charlie Miller said that Midway Park and Blessing Branch are both in good
shape.
NEW BUSINESS
I.
PARKS REPORT
Rick Herold gave an update on the Small Business Administration's grant that
we received. There have been a few problems with it. First, the SBA has
stated that the trees must be planted by contractors. Labor was included in
our part of the matching for the grant. Also, with all of the rain, Hwy. 360,
where the trees were to be planted, is behind schedule. As the schedule looks
now, planting would need to be done in approximately June which would pose a
problem for watering. A few alternatives may be available. Rick will ask if
the grant may be re-structured, changing our matching funds from tree planting
to care of the trees for three years. He will also check to see if the trees
can be planted in the Villages of Bear Creek. He said he would keep the board
updated as the situation changes.
Rick reminded the board that the annual meeting with the sports associations
is usually held in February. Leon suggested it be scheduled for February 10.
Rick also reminded the board of some upcoming events:
February 1 & 2 - Card Mania
February 18 - Business Expo put on by the City Manager's Office
February 21 - Appreciation Dinner
April 11 - Grand Opening of the Villages of Bear Creek Ampitheater
Rick thanked Bonnie, Leon and Charlie for helping with the Christmas Tree
Recycling. Over 5,000 trees were chipped. Rick said he would also like to
thank City Garbage Service, Texas Utilities, the Lion's Club, and Mike Simms
of Simms Grass Co.
The amphitheater at the Villages of Bear Creek stood the flood well. It worked
just as it was designed to. The softball field suffered a lot of erosion
problems during the flood.
Rick said he has been meeting with some homeowners in the Westpark area. They
are trying to work out some thing to buffer the noise and activity at the
park. They would like to plant a buffer of red cedars. Also, guard posts
will be put up to prevent parking along the fences because people ignore the
No Parking signs.
George Franks asked if a fence or something would help with the general
appearance of the park. He also inquired about plans for the front area of
the park. Leon said that plans to widen Westpark Way have been discussed.
The parks department will have to wait for more on this project before
anything can be done to the front of the park.
Rick showed the board a promotional videotape for Arbor Daze.
II.
LEISURE SERVICES REPORT
Building use for the month of December was as follows: Midway Recreation
Center Meeting Rooms: sports associations, 4; city usage, 3; rental, 3. The
gymnasium was used four times: square dance and three city banquets. Ruth
Millican Center: Senior Dances, 4; City Usage, 3; Rentals, 7. Simmons Center
had one rental. Bear Creek Pavilion was reserved once.
Recreation units for the month of December were as follows: racquetball, 367;
gymnasium, 2,632; track, 485; game & snack area, 384; weightroom, 606, SIM
540; RMC 500.
Basketball league play will continue through mid-February.
Registration for winter flag football and adult volleyball has begun.
Registration for Spring Session I is underway. Midway Morning Fitness is a
new program that will run from 6 AM - 8 AM weekday mornings. Another new
program is the Total Rec which allows participants to choose different types
of aerobic classes over just one. Also, the DFW Writer's Guild will be
holding a creative writing workshop. 100% of their proceeds is donated back
to the Recreation Department.
Julia asked the board members to please let her know if they wanted to help
with Arbor Daze.
III.
BUSINESS OF THE TREE BOARD
Richard pointed out a copy of the Tree City Application. Expenditures for
1991 totaled $93,724.00. Richard also pointed out a copy of the application
for the Tree City Growth Award.
Rick pointed out that Leisure Services and Parks Department have both been
working together on the 1 + 1 = 2 program.
Rick asked the Tree Board to approve expenditures of $250.00 for devices for
collection of funds. Bonnie O'Brien made a motion that $250.00 be approved
for purchase of devices to collect funds. Leon Hogg seconded the motion. The
motion was approved unanimously.
IV.
BEAUTIFY EULESS EVERYDAY REPORT
Leon said BEE had a good meeting last time. They have had a nice brochure
printed. Rick passed samples out.

INPUT FROM VISITORS
George Franks said that the Euless parks are all very nice. One of the first
things he noticed when he moved to Euless was the city hall complex. He noted
that the parks are always clean and well kept.
