PARK AND RECREATION BOARD
NOVEMBER 04, 1991
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00 PM, Monday, November 04, 1991, in the Council Chambers of the Euless
Municipal Building by Chairman Hogg. Other members present were Mrs. Bonnie
O'Brien, Messrs. Richard McNeese, Charles Miller and Stephen O'Brien.
Also present were Rick Herold, Community Services Director; and Ann Hajek,
Recording Secretary.
VISITORS
Present at the meeting were Assistant City Manager Kay Godbey, Mike Daniel,
Mike McNamara, Kenneth Keyes, Keith Jackson, Herb Truelove, Frank Fletcher,
and Eric Owens.
INVOCATION
The invocation was given by Mrs. Bonnie O'Brien.
MINUTES
The minutes of the regular meeting were approved as written. Mike Daniel
asked that page 2 be checked. He did not think he said that he was willing to
pay for labor. The tape of the minutes dated October 07, 1991 indicate that
Mr. Daniel said that his association didn't mind paying for the diamond dry
and the equipment they might use as far as manpower and labor, the way it is
broken down in the report.
OLD BUSINESS
I.
BOARD MEMBERS REPORTS
Stephen O'Brien did not have a report.
Richard McNeese said that his parks are Del Norte and Van Riet. There is not
a lot of activity at these parks but they both look fine.
Leon said that Wilshire is not as active when the pool is closed. He reported
that Westpark looks good. It took the large amount of rain well. Leon also
mentioned that Ruth Millican Center trail has had a lot of joggers on it.
Bonnie O'Brien did not have a report.
Charlie Miller reported that Blessing Branch and Midway Park both look fine.
II.
SPORTS ASSOCIATIONS' RESPONSE TO PROPOSED FIELD USE FEES

Mike McNamara of Bedford-Euless Soccer Association gave a brief overview of
his organization. He said he had never had to appear before the board before
because Euless has always been so helpful. He said that he had presented the
proposed fee to the BESA board. The proposed fee would amount to a 20%
increase in registration fees for their organization. He asked what the
purpose of the fee is and when it would become effective. Mike commented that
if it was to become effective in the Fall of '92 when the Villages of Bear
Creek comes on line instead of immediately it would be a bit more palatable.
He asked if other alternatives had been considered. Mike said that he would
like to meet with the board to discuss alternatives.
Mike also asked if use of Van Riet would continue after Villages of Bear Creek
is open. Leon said that since the Van Riet land is on loan to the city you
never know when it might be taken away.
Richard McNeese said he thought it would be a good idea for BESA to designate
someone to communicate with the city on an ongoing basis.
Mike McNamara said he appreciated the Park Board minutes being mailed to him.
He feels that it helps keep the associations' informed.
Mike Daniel presented remarks from the Euless Athletic Association. He said he
agreed with staff on going to grass infields to cut down on maintenance. He
also stated that his association feels that they give back heavily to the city
through the services they provide. He said that they are providing an
opportunity to the youth of the community. He feels that the proposed fees
will prevent youth sports from being as accessible to the youth.
Mike Daniel said he plans on going to the Bedford Park and Recreation Board
meeting on Thursday, November 7.
Bonnie O'Brien asked if there were sponsors for teams and if they would help.
Mike said that sponsorship is down right now. It has gone from almost 100% to
about 50%.
Charlie Miller asked if it was mentioned to the associations' boards that the
fields are for their captive use during the season.
Mike Daniel also mentioned that perhaps another alternative would be to refund
money to the associations if they help save they city money on certain
projects.
A work session was set up with the associations on November 18. Rick said he
would like to meet with the associations before the work sessions to answer
some additional questions and get some work done before the meeting.
III.
BOARD CONSIDERATION OF PROPOSED FIELD USE FEES
Richard McNeese made a motion to table this agenda item. Bonnie O'Brien
seconded the motion. The motion was approved unanimously.

IV.
BOARD CONSIDERATION OF PARKS & RECREATION FEE POLICY
Rick explained some of the new fees. Charlie Miller expressed concern over
not having a maximum amount of Corporate Ultra Memberships. Rick said he
doesn't think that there will be a problem with getting too many.
A motion was made by Bonnie O'Brien and seconded by Stephen O'Brien that the
board recommend the fees to council. The motion passed by a vote of 3 - 1.
NEW BUSINESS
Leon mentioned that Helen Lightbody is resigning and Charlie Miller has been
appointed to the board. Eric Owens will be the new alternate.
I.
PARKS REPORT
Rick Herold introduced Nick Mitchell, an employee of the Parks Department, who
is responsible for the greenhouse and tree farm. Nick said that his job
differs from day to day. He described the many duties of his job.
Most of the components of the Villages of Bear Creek will be completed within
the next 60 days.
II.
RECREATION REPORT
Building use for the month of October was as follows: Midway Recreation
Center meeting rooms: sports associations, 10; city usage, 4; rentals, 1;
other, 1. The gymnasium was used three times: square dance, United Way
Rally, and Halloween event. Ruth Millican Center: senior dances, 4; city
use, 2; other, 5. Simmons: rental, 1; city use, 1. Bear Creek Pavilion was
used 6 times and J.A. Carr Pavilion was used twice.
Recreation units for the month of October were as follows: racquetball, 408;
gym, 2,332; track, 477; game area, 466; weightroom, 867, SIM, 622, RMC, 531.
Registration for basketball continues through November 11. Volleyball has
finished. Softball will end this week and flag football will end next week.
Class registration for Fall Session II continues.
Halloween saw the first ever Trick or Treat at Midway Recreation Center.
participants were entertained by story telling, magic acts, games and
contests. Approximately 275 people attended the three hour event.
126 seniors participated in the regular meetings. The Spice of Life Band had
35 recreational units. Club Ritz is scheduled for November 22. Free eye
screening will be offered at Simmons on November 7. Also in November, the
first ever joint Library/Bakesale on the 13th in the Fuller Room.

III.
BUSINESS OF THE TREE BOARD
Euless has received another grant. It is for $5,000 for 1,000 5-gallon trees
to be given away at Arbor Daze.
Richard said that Simms Grass has approached the city about being a sponsor
for the Christmas Tree Recycling program.
Expenses for Tree City U.S.A. have reached our goal. We will be resubmitting
the application soon. We will also apply for the new Tree City Growth Award.
IV.
BEAUTIFY EULESS EVERYDAY REPORT
There was an increase in people at the last meeting. The next meeting will be
held at Ruth Millican Center on November 18.

OTHER BUSINESS
Leon reminded the board about upcoming events in November: Nov. 11, Boards
and Commissions Dinner; Nov. 18, BEE meeting; Nov. 22, Club Ritz; Nov. 26,
Christmas Tree Lighting. Leon also reminded everyone to vote on Nov. 5.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 8:56 PM
with a closing prayer by Chairman Hogg.
