PARK AID RECREATIOI BOARD
OCTOBER 07, 1991
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00 PM, Monday, October 07, 1991, in the Council Chambers of the Euless
Municipal Building by Chairman Hogg.- Other members present were Mrs. Helen
Lightbody, Mrs. Bonnie O'Brien, ° Messrs. Richard McNeese, Jerry Robinson,"
Charles Miller and Stephen O'Brien ( alternate) .
Also present were Rick Herold, Community Services Director; Julia Wakeley,
Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary.
VISITORS
Councilman Bobby Baker, Councilwoman Mary Lib Saleh, City Manager, Tom Hart,
and Assistant City Manager, Kay Godbey attended the meeting. Also present
were Keith Jackson, Mike Daniels, Clyde Kisinger, Jerry Crane, and Mr. and
Mrs. George and Lucy Schumann.

The invocation was given by Mrs. Helen Lightbody.
AWARDS PRESEITATIOI
Richard McNeese recognized Lucy Schumann as Volunteer of the Month for her
support of Euless Athletic Association activities over the years .

The minutes of the regular meeting dated September 09, 1991 were approved as
written.
OLD BUSIIESS
I.
BOARD UMBERS REPORTS
Charlie Miller reported that Blessing Branch looks fine. Midway Park also
looks fine. Open volleyball on Saturdays is going well at the recreation
center.
Helen Lightbody reported that there is not much activity at South Euless park.
She inquired about the roof leak at Ruth Millican Center. Julia Wakeley said
that it had been reported.
Richard McNeese said that there is a lot of soccer activity at Van Reit and
that the fields are in tremendous shape. He asked about the construction at
Del Norte. Rick said it was due to construction on the Robison property.

Leon Hogg reported that Westpark is receiving a lot of use during the evening.
Wilshire looks good although it has become passive since the closing of the
pool.
Jerry Robinson said that J.A. Carr, Kiddie Carr, and Oakwood Terrace all look
great.
Bonnie O'Brien reported that there had not been any special events during
September.
Stephen O'Brien said that McCormick Park is beautiful. He is anxiously
awaiting completion of Villages of Bear Creek Park.
II.
DISCUSSION OF PROPOSED FIELD USE FEES
Mike Daniel of Euless Athletic Association expressed that he is still very
much against a $7 .00 fee. He doesn't mind paying for equipment and labor. He
can probably get volunteers to drag and line the fields but understands that
this may not be feasible for insurance reasons. He would be interested in
approaching the City of Bedford on getting them to help pay for some of the
Bedford children using City of Euless facilities.
Clyde Kisinger said that the materials and cost of materials was not a problem
to Euless Girls Softball Association but the association does not have the
manpower to help with labor. He would like to work with the board in a work
session to see what could be worked out.
Rick said he would like for all of the groups involved to be able to work
together.
Leon stated that the groups have until the next regular meeting, November 4 ,
to work this out. At the next meeting recommendations for city council will
be drawn up. Leon also told Mike Daniels that if he would like to approach
the City of Bedford Park and Recreation Board that Leon would be glad to go
with Mike.
Bonnie O'Brien said that it might be much more effective if Mike could get
Bedford residents to go to the Bedford board.
Mike stated that he would like to be put on the mailing list for the Park and
Recreation Board minutes.
Rick once again said that he would like to see the city and the associations
working together.

Building use for the month of September was as follows . Midway Recreation
Center meeting rooms: sports associations, 6; city usage, 5; rentals, 2 . The
Gymnasium was used twice. Ruth Millican Center: rentals, 1; other, 3; Senior
Citizen Dances, 4; City Usage, 5. Simmons Center: Rental, 3; City Usage, 1 .
Bear Creek Pavilion was used 5 times and J.A. Carr Gazebo was used once.
Recreation Units for the month of September were as follows: Racquetball,
401; gym, 1,993; track, 474; game & snack, 157; weightroom, 556; Simmons
Center, 601; Ruth Millican Center, 517.
Andy Tarkington attended the Texas Amateur Athletics Federation Conference in
Nacogdoches. During 1990-91, the Euless Parks and Leisure Services Department
registered the 21st most athletic teams in the state while having the 45th
highest population in the state. Euless had a larger adult athletic program
than 25 cities with a larger population while only one city with a smaller
population registered more adult athletic teams than Euless.
One of the most popular new programs on the fall schedule is the Birthday
Parties. The department has facilitated three this month and has received
several calls for more in the future.
The trip to Shreveport was quite successful . Julia and Rick attended an Art &
Education Conference, sponsored by the Shreveport Regional Arts Council.
Julia said they got a lot of good ideas from this trip.
The Senior Citizens have moved their Monday meeting to Midway Recreation
Center. Attendance has risen slightly since the move.
II.
PARKS REPORT
Jerry Crane said the Villages of Bear Creek park is coming along well. All of
the sports fields should be seeded within the next few weeks. Also within a
few weeks, construction of pavilions should begin.
Rick said the department has found a new area at the park that will be
wonderful.
Rick explained that we have three different park crews: construction,
horticulture, and the mowing crew.
Highway 10 and the Villages of Bear Creek will come on line in a year. It
will be quite trying for the parks department.
Rick showed the board the flyer that has been printed for Arbor Daze . He also
pointed out a letter from Euless Junior High complementing the department on
the landscaping job performed by Nick, Jimmy and Peni .
Helen Lightbody asked if a work session would be held for Arbor Daze. Julia
said that a kickoff luncheon is being held October23 .

III.
BUSINESS OF THE TREE BOARD
The Tree Sale earned almost $900 for other tree related projects. Rick said
it went very well in addition to putting another 100 trees in our community.
Year-to-date expenditures for Tree City O.S.A. is $74, 450. 00.
IV.
INPUT PION CITY CODICIL
Councilman Bobby Baker said that he called Rick a few weeks ago about some
property that needed maintenance. By that afternoon the problem had been
corrected. He said that this was an example of Rick and his crew's good work.
Councilwoman Mary Lib Saleh said that it was a pleasure to be at the Park and
Recreation Board meeting. She said the tree sale was very nice and that 1 + 1
= 2 is a great program. She appreciates what Parks and Recreation does.
V.
INPUT FROI VISITORS
Tom Hart stated that volunteer hours are going to make the difference in
making this a great city.
He stated that the city has started a new fiscal year. He said that Rick and
Julia received a lot of pressure on their budgets.
Mr. Hart added that good things are happening to the city. A few examples are
that Home Depot is coming in and the State Highway 360 expansion.
Mr. Hart told the board that he had been studying sick leave throughout the
city. The average city employee took 3 days of sick leave over a ten month
period. However, the Recreation Department had only taken 16 hours total and
the Parks Department had only taken 8 hours total .
Kay Godbey said that it was very nice to visit the Park and Recreation Board.
ADJOURINENT
There being no further business to conduct, the meeting adjourned at 8 : 25 PM
with a closing prayer by Chairman Hogg.
