PARK AND RECREATION BOARD
SEPTEMBER 09, 1991
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00 PM, Monday, September 09, 1991, in the Council Chambers of the Euless
Municipal Building by Chairman Hogg. Other members present were Mrs. Helen
Lightbody, Mrs. Bonnie O'Brien, Messrs. Bill Tarin, Richard McNeese, Jerry
Robinson, Charles Miller (alternate) and Stephen O'Brien (alternate).
Also present were Rick Herold, Community Services Director; Julia Wakeley,
Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary.
VISITORS
Visitors included Ethel Quayles, Mike Daniel, Keith Jackson, Kenneth Keyes,
Clyde Kisinger, Roger Harris, and Terry Hubbard.
INVOCATION
The invocation was given by Helen Lightbody.
MINUTES
The minutes of the regular meeting dated August 05, 1991 were approved as
written.
OLD BUSINESS
Charlie Miller said that Blessing Branch and Midway are both in good shape.
Stephen O'Brien reported his parks are McCormick Park and Villages of Bear
Creek. He said he thought McCormick was the most beautiful park in his
neighborhood.
Bonnie O'Brien reported that there had not been any special events.
Jerry Robinson said his areas of responsibility are J.A. Carr, Kiddie Carr,
and Oakwood Terrace. He reported that they all look good. He realizes all of
the recent rain has gotten the department behind on mowing. The walking track
has been busy as usual.
Leon Hogg reported that his areas of responsibility are Westpark and Wilshire.
Richard McNeese reported that both of his parks, Van Reit and Del Norte, look
fine.
Helen Lightbody said that her areas of responsibility are Ruth Millican Center
and South Euless.
Bill Tarin said that his parks, Bear Creek and Lakewood, look great.

NEW BUSINESS
I.
PARKS REPORT
Rick Herold reported that a test project with Texas A & M Extension Service is
currently being conducted on the berm. There are 30 test plots. People
should soon see a lot of color there.
The railing is being fixed at J.A. Carr Park.
Construction at Villages of Bear Creek has been slowed due to the wet weather.
As soon as it is dry enough, maintainers will be put in.
It is not yet official but indications are that we got the $5,000 grant for
the purchase of trees.
Rick congratulated Julia on her 25th anniversary with the city.
The greenhouse/tree farm open house will be held September 28 from 9 AM -
Noon. Members of 1 + 1 = 2 will receive their special awards.
September is the last month of the fiscal year.
Bonnie asked if the fence at J.A. Carr Park was going to be moved back along
the street. Rick said it would be looked into.
II.
LEISURE SERVICES REPORT
Julia Wakeley reported that building usage for Midway Recreation Center was as
follows. Meeting Rooms: rentals, 11; sports associations, 3; city usage, 8;
elections, 2. The gymnasium had one rental. Ruth Millican Center had one
rental, 2 city usage, and 5 senior's dances. Simmons Center had 2 rentals and
one city usage. The J.A. Carr Gazebo was reserved 3 times and the Pavilion at
Bear Creek was reserved 2 times.
Recreation Units for Midway Recreation Center was as follows: Gymnasium,
3,663; Walking Trail, 545; Snack/Game Area, 2,077; Weight Room, 603;
Racquetball, 328. This is a total of 7,216.
Swimming Pool Attendance had the following attendance for a total of 2,973:
Midway, 2,130; South Euless, 358; Wilshire, 406.
Mid Cities Youth Activities Council published a yearly calendar of events for
September 1991 - August 1992. The Fort Worth Star Telegram printed the
calenders free of charge. There are enough for every elementary student.
Writers from the D/FW Writers Guild will be using Ruth Millican Center.
This was the first summer for pool staff to have the new American Red Cross
certification. Senior staff has been impressed with some of the new methods

and teachings. THe staff seemed more conscience of preventing accidents.
Julia thanked everyone for her surprise anniversary party.
Class registration is ongoing with over 250 participants so far.
Senior Citizen participation is up with over 50 people on average attending
the Thursday Meetings.
Nine teams are registered for Flag Football. 59 teams registered for Fall
Softball. Coed Volleyball registration will run September 3 - 16.
For the second consecutive year, Euless has set an all time record of the
number of sport teams registered with T.A.A.F. This year's total is 179 in
various sports.
III.
BUSINESS OF THE TREE BOARD
Richard McNeese reported that year-to-date expenditures for Tree City U.S.A.
are at $70,450.00.
Richard said that a Growth Award is being added in addition to the Tree City
Award. Our programs meet almost all of the qualifications for applying for
this new award.
Richard showed the council two certificates for the Historical Forest. One
was for the Valley Forge Rider Birch and the other was for the Hanging Live
Oak.
New copies of the Tree Guide were distributed to board members.
IV.
BEAUTIFY EULESS EVERYDAY REPORT
Leon said that last month's meeting was good. He encouraged board members to
attend the next meeting on September 16 at 7:00 PM at Simmons Center.
V.
INPUT FROM CITY COUNCIL MEMBERS
None.
VI.
INPUT FROM VISITORS
Mike Daniel, Euless Athletic Association, expressed to the board that he had
many questions concerning the proposed field use fee. Rick explained that the
board wanted the input from associations on these fees and also on the
recommendations. Rick assured the visitors that the board is not trying to

prevent any child from participating in youth sports. The overall goal is to
provide better service and improve our facilities. None of the
recommendations are set in stone.
Roger Harris, Euless Girls Softball Association, said that his association had
been lucky in being able to hold their fees down. He expressed some concern
over the non-resident fee. He also expressed that he does appreciate things
the board and the city have done in the past.
Discussion was held concerning various areas the fees would affect and other
alternatives to fees.
Terry Hubbard asked if there were any grants available for youth sports
associations. It was discussed that this would be something to look into.
Leon asked the association members if they would discuss these issues with
their members and come back with recommendations to the Parks and Recreation
Board at their next meeting.
Terry Hubbard said they would need more information on the City's related
expenditures. Leon said this could be provided. Leon added that a work
session could be set up if necessary.
Mike Daniel asked Rick if fencing was still on track for Midway #1 and Midway
#4. Rick said this was still funded.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 9:05 PM
with a closing prayer by Chairman Hogg.
