HomeMy WebLinkAbout1991-08-05 REGULAR MEETING PARK AND RECREATION BOARD AUGUST 05, 1991 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7:00 PM, Monday, August 05, 1991, in the Council Chambers of the Euless Municipal Building by Chairman Hogg. Other members present were Mrs. Helen Lightbody, Messrs. Richard McNeese, Jerry Robinson, Stephen O'Brien and Charles Miller. Also present were Rick Herold, Director of Community Services; Julia Wakeley, Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary. VISITORS Visitors included Councilman Bobby Baker, Frank Fletcher, Gary Peters, Jesse Smith, and Mary Smith. INVOCATION The invocation was given by Jerry Robinson. MINUTES The minutes of the regular meeting dated July 01, 1991 were approved with the correction: correct the pool attendance figures that are totalled incorrectly. AWARDS PRESENTATION Mary Smith was presented with the Volunteer of the Month Award for her years as a Leisure Services and community volunteer. OLD BUSINESS Charlie Miller reported that Midway and Blessing Branch are in excellent shape. Stephen O'Brien said that he had noticed the new trees at Villages of Bear Creek. He added that McCormick park is gorgeous. Richard McNeese said that his parks are Del Norte and Van Riet. He reported that Van Riet is not as active since soccer is between seasons. The irrigation has kept the fields in good shape. He asked about the wash area at the entrance. Rick said the Parks Department is waiting to fix the road until just before the soccer season starts. Leon said the Wilshire pool is open. The park is in good shape. Ball playing at Westpark is winding down. Jerry Robinson said that his areas are J.A. Carr Park, Kiddie Carr Park, and Oakwood Terrace. The Simmons building needs painting. Rick said it will be done during Phase II of improvements to that building. Park and Recreation Board Meeting Minutes • August 05, 1991 Page 2 Helen Lightbody reported that her areas are Ruth Millican Center and South Euless Park. She asked if there is less attendance at South Euless Pool. Julia said there is less attendance at South Euless because there are more people attending Midway. NEW BUSINESS I. REPORT BY COUNCILMAN BOBBY BAKER Councilman Baker said that the city council has considered doing two memorials -- one for Blackie Sustaire and one for Bob Eden. Discussion has been held on a Blackie Sustaire memorial -- possibly putting a berm in front of the Police Department with a flag and having it lit. Another possibility would be to name the Police Department building after Mr. Sustaire. Discussion for the Bob Eden memorial has centered around perhaps naming something at Bear Creek Park after him. A fountain has also been suggested. Councilman Baker asked the Park Board to look into this matter and perhaps make some recommendations to the council. Leon said the board has a work session scheduled soon and they will look into this then. II. PRESENTATION BY BEDFORD-EULESS YOUTH SOCCER ASSOCIATION Gary Peters thanked Parks and Leisure Services for their work with youth associations and presented them with a plaque. III. RECREATION REPORT Building usage for the month of July is as follows. Midway Recreation Center: the meeting rooms had 4 sports association usages, 6 city usage, and 3 rentals; the gymnasium had one public hearing and one square dance. Simmons had 2 rentals. Ruth Millican Center had 22 city usage. J.A. Carr Gazebo was reserved 5 times and Bear Creek Pavilion was reserved 5 times. Recreation units for Midway Recreation Center were as follows: racquetball, 354; track, 552; gym, 4,523; game & snack area, 2,154; weight room, 557. Pool attendance was as follows: Midway 4,244; South Euelss, 1,500; Wilshire, 1,037; for a total of 6,781. July has been a busy month. The swimming pools operated every day in July with the exception of one rain out day. Midway Madness operated 14 times averaging 60 to 80 participants. Movies in the Park continue to be popular. Our last movie will be August 16. Over 850 students have participated in our summer classes. The fall program is being prepared with publication scheduled later this month. With bake sales, cook book sales and a rummage sale the seniors have raised over $1,000 to fund a trip to Eureka Springs, Ark. on August 5, 6, and 7. The Spice of Life Band played three times. PALS hosted the T.A.A.F. Women's Church State Tournament on July 12 and 13. 22 teams participated. Fall softball registration will continue through August 6 and Flag Football registration will be held August 14 - 26. Andy Tarkington served as T.A.A.F. Liason for Stan Musial/Youth Baseball Tournament in the state Pepsi Games of Texas. Frank Fletcher spoke briefly about the successful senior citizen dances being held at Ruth Millican Center every Saturday night. Charlie Miller asked if there was a possibility of getting another stair machine. He also inquired about the possibility of setting a time limit on the machines. Julia said she would look into it. IV. PARKS REPORT Euless has been awarded $20,000 for tree planting along Highway 360 from the Small Business Administration through the Texas Forest Service. This will purchase 388 trees. The grant through America the Beautiful has been awarded. Texas only got $200,000. Most of the grant money was awarded to rural areas. The $200,000 for Texas will be broken into 13ths for the 13 different regions. The Parks Department has been very busy at the Villages of Bear Creek. The nature trail is now complete. The 1 + 1 = 2 program received a letter from Australia requesting more information on the program. The new pecan trees at the Villages of Bear Creek were moved at the wrong time and will lose their leaves but the trees should survive. Rick pointed out the draft of "Athletic Field & Athletics Update". He explained the different components in the report. A work session on this report will be held August 12 at Midway Recreation Center. Rick mentioned that the Leisure Services staff had started a MIB (Make It Better) program. They met for four hours last month. Julia said some great ideas came out of this. Rick said that the city manager had commended the Parks and Leisure Services Department for their lack of sick time taken. • Park and Recreation Board Meeting Minutes August 05, 1991 Page 4 Rick told the board that Julia Wakeley will celebrate her 25th anniversary with the city in September. V. BUSINESS OF THE TREE BOARD Year-to-date expenditures for Tree City U.S.A. are $63,450.25. Rick explained the historic forest. He said that most of the trees would be about 5 ft. when we receive them. They will be taken to the green house and allowed to mature some more and then planted on Arbor Day. Congressman Phil Gramm responded to a letter asking him to come to Euless for the planting of the forest. He requested that we contact him closer to the date. Nolan Ryan has agreed to give acorns from one of his trees for the Texas Historic Forest. Leon Hogg made a motion that the board authorize expenditures of $1,500 for the Historic Tree Program. Charlie Miller seconded the motion. The motion was approved unanimously. VI. FURTHER BUSINESS Jerry Robinson made a motion that the regular September meeting be moved from September 2 to September 9 due to the Labor Day conflict. Charlie Miller seconded the motion. The motion was approved unanimously. Leon pointed out the submission from EAA suggesting Lucy Schumann for Volunteer of the Month. Richard McNeese made a motion that Lucy Schumann receive the Volunteer of the Month award for September. Jerry Robinson seconded the motion. The motion was approved unanimously. VII. BEAUTIFY EULESS EVERYDAY REPORT Leon encouraged the board to attend the next BEE meeting scheduled for August 19 at 7:00 PM at Simmons Recreation Center. VIII. INPUT FROM CITY COUNCIL MEMBERS Councilman Baker said that next year looks like it should be a better year for the city financially. He commended the city for doing such a good job when at times they had few funds to work with. IX. INPUT FROM VISITORS None.
