PARK AND RECREATION BOARD
JULY 01, 1991
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00 PM, Monday, July 01, 1991, in the Council Chambers of the Euless
Municipal Building by Chairman Hogg. Others members present were Mrs. Helen
Lightbody, Messrs. Bill Tarin, Jerry Robinson, Richard McNeese, Charles Miller
and Stephen O'Brien (alternate).
Also present were Julia Wakeley, Parks and Leisure Services Manager; and Ann
Hajek, Recording Secretary.
VISITORS
Visitors included Floy Robinson, Marland Ernest, Alice Ernest, and two
out-of-town friends of the Ernest's.
INVOCATION
The invocation was given by Richard McNeese.

The minutes of the regular meeting dated June 03, 1991 were approved as
written.
AWARDS PRESENTATION
Mr. Marland Ernest was presented with the Volunteer of the Month Award.
Marland thanked the board.
OLD BUSINESS
Bill Tarin said that his areas of responsibility are Bear Creek and Lakewood.
Both parks are in great shape.
Helen Lightbody reported that her two areas of responsibility are South Euless
and Ruth Millican Center. They look fine.
Richard McNeese said that his parks are Del Norte and Van Reit. The parks
look good. Soccer is beginning to taper off a bit at Van Reit.
Leon reported that his parks are Westpark and Wilshire. The pool at Wilshire
is in full swing. Westpark is tapering down on softball and looks great. He
did report that there is a light on field #1 that shines directly into the
batter and scorekeeper's eyes.
No volunteer hours have been reported. Hours from the 10k will be reported
next month.
Jerry Robinson said that J.A. Carr Park, Kiddie Carr Park, and Oakwood Terrace

all look good. There are two sections of fence out at J.A.Carr Park.
Charlie Miller reported that Blessing Branch and Midway both look fine.
Stephen O'Brien said that he did not make it by Villages of Bear Creek but
that McCormick park looks good.
NEW BUSINESS
I.
PARKS REPORT
Julia Wakeley gave the Parks Report for Rick Herold who was attending another
meeting.
Julia told the board that if they were interested in touring the Villages of
Bear Creek Park to please contact Rick. There have been some changes in the
design for two reasons: to create better soccer fields and to reduce
tree-cutting and tree-moving.
The report on Sports Associations has been delayed to next month. All of the
relative information has not yet been received from all of the associations.
The report on 1 + 1 = 2 accounts was picked up but it was not current so this
report also will be ready by the next meeting.
Leon Hogg showed the board plans for a new golf driving range that will be
built in Euless. It will be located next to the bowling alley on Hwy. 10.
This is a private sector facility and will not be city operated. It has
been approved by the Planning & Zoning Board and will go before Council at
their next meeting.
II.
LEISURE SERVICES REPORT
Building usage for Midway Recreation Center was as follows: Meeting Rooms -
Sports Associations, 4; Rentals, 4; City Usage, 6. Gymnasium - Square Dance,
1; Senior's Dance, 1. Ruth Millican Center had the following building usage:
Senior's Dance, 4; City Usage, 20. The Simmmons Center had two rentals. J.A.
Carr Gazebo wad used 3 times, McCormick Gazebo was used once, Bear Creek
Pavilion was used 14 times and Del Norte was reserved once.
Recreation Units for Midway Recreation Center was as follows: Racquetball,
293; Gym, 3,634; Track, 579; Game & Snack Area, 2,465; Weight Room, 541. This
is a total of 7,512 for Midway for the month of June. The increase can be
accounted for with Midway Madness, 2,345 units, and Summer Basketball League.
Recreation Units for Simmons Center was 830. Recreation Units for Ruth
Millican Center was 1,061.

Swimming Pools had the following attendance for a total of 8,891: Midway,
5,013; South Euless, 2,559; and Wilshire, 1,319.
Julia reported that the Lion's Pride 10k was run on June 8. 136 runners
competed.
Twenty-six teams are registered in the N.C.A.A. Sanctioned Women's Summer
Basketball League. The league is the largest N.C.A.A. Sanctioned Women's
League ever to be held in Texas.
Euless will host the T.A.A.F. 1991 Women's Church State Tournament at Bear
Creek Park, Midway Park and possibly at West Park on July 12 and 13. Twenty
to thirty teams are expected.
The first summer class session had 622 participants.
Senior participation continues to grow with over 280 units for the month of
June.
The senior's took a trip in June to Palestine to ride the train to Rusk. In
August they will be going to Eureka Springs, Arkansas.
The Spice of Life Band played five times in June and have many more
engagements on their calendar.
Airport Freeway Church of Christ has asked 1 + 1 = 2 to present a program to
over 100 youth in their Vacation Bible Program. Nick, Jimmy and Woody will be
there on July 8.
III.
BUSINESS OF THE TREE BOARD
Expenditures for Tree City U.S.A. is $67,532.50.
Richard encouraged the board to help with ideas to help the Tree Board be more
effective.
Leon read a list of current 1 + 1 = 2 members and explained the 2000 Club
Membership.
Helen inquired about whether or not staff or board are tracking the trees that
individuals plant. Leon said that this would be very hard to do. He said
attempts are being made to track the trees given away to school children.
IV.
FURTHER BUSINESS
The Board was presented a draft of Rules and Regulations for Beautify Euless
Everyday. A discussion was held over changes and rewording of the draft.
Richard McNeese made a motion that the board approve the Rules and Regulations
with the discussed corrections. Bill Tarin seconded the motion. It was
passed unanimously. The approved version reads as follows:

Rules and Regulations for Beautify Euless Everyday (B.E.E.)
1. Beautify Euless Everyday, otherwise referred to as B.E.E. , is a
sub-committee of the Euless Parks and Recreation Board. All B.E.E.
members are volunteers and are not appointed.
2. B.E.E. holds its' regular meetings the third Monday of the month at 7:00
p.m. at the Simmons Senior Citizen Center. Meetings will be conducted
according to Roberts Rules of Order.
3. The B.E.E. annually elects officers in September for one year terms.
It's officers are as follows: Committee Chairperson
Committee Vice-Chairperson
Secretary/Treasurer
Historian
4. At each regular Euless Parks and Recreation Board Meeting (the first
Monday of each month), a B.E.E. Officer or Representative will inform the
Board as to it's undertakings. Each month a place will be uniformly
left on the Park and Recreation Board Agenda for this briefing.
5. Each month the Parks and Recreation Board will receive a financial
statement of expenditures.
6. No expenditure of $500 may take place with out prior Euless Parks and
Recreation Board approval, and must conform to the City of Euless
Purchasing Regulations.
7. Formal minutes will be kept at each B.E.E. meeting and forwarded to the
Euless Parks and Recreation Board and then incorporated into the Park and
Recreation Board minutes and forwarded to City Council.
8. The B.E.E. Committee must submit an official line item budget, per city
of Euless regulations each year. This budget will contain projects for
the upcoming fiscal year (October thru September), and must be submitted
to the Parks Board who will approve the budget and forward to the City
Manager's office. THis budget must be finalized and delivered to the
City Manager's office by June 15 for budget consideration.
9. The B.E.E. Committee will adopt the following as objectives:
Education, Waste-in-Place, Law Enforcement, Public Awareness
Active Involvement, Adopt-An-Area Programs, Recycling,
Yard of the Month, Monthly Beautification Awards, Youth
Participation
All new plans/projects outside of the original objectives of the B.E.E.
Committee should be submitted to the Parks and Recreation Board for
approval. Other objectives and needs will be forwarded to the Euless
Parks and Recreation Board.

10. Each year the B.E.E. Commiteee will enter the Governor's Beautification
Awards.
11. The Committee is urged to take part in all state-wide programs as
established by Keep Texas Beautiful.
12. At least one officer or representative of B.E.E. should attend the State
Keep Texas Beautiful Convention each year.
13. Appointed staff members of the Parks and Leisure Services Department will
assist the Committee as to City and Park Board regulations.
The Euless Parks and Recreation Board strongly supports the B.E.E. program,
its' past history and numerous accomplishments. Euless is known statewide for
its' beautification programs. Working together, the city of Euless will
continue as one of Texas' shining gems, and one of the Dallas/Ft. Worth
Metroplex's finest addresses.

Jerry asked about the weeds on the berm at 183. Rick is checking into the
grant to see if we can make any changes.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 8:30 PM
with a closing prayer by Chairman Hogg.
