PARK AND RECREATION BOARD
JUNE 03, 1991
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00 PM, Monday, June 03, 1991, in the Council Chambers of the Euless
Municipal Building by Chairman Hogg. Other members present were Mrs. Bonnie
O'Brien, Mrs. Helen Lightbody, Messrs. Bill Tarin, Jerry Robinson, Stephen
O'Brien, and Charles Miller (alternate).
Also present were Rick Herold, Director of Community Services; Julia Wakeley,
Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary.
VISITORS
Mike Daniels was present.
INVOCATION
The invocation was given by Stephen O'Brien.
MINUTES
The minutes of the regular meeting dated May 06, 1991 were approved with the
following changes: include the new park assignments and correct spelling
errors on the visitors names.
AWARDS PRESENTATION
Mrs. Helen Lightbody was presented with the Volunteer of the Month Award for
many years of volunteer work.
OLD BUSINESS
Charlie Miller said that Blessing Branch and Midway Park look fine.
Bonnie O'Brien did not have a report.
Jerry Robinson said that everything looks great at J.A. Carr Park, Kiddie Carr
Park and Oakwood Terrace. He asked about the pavilion at Kiddie Carr Park.
Rick Herold said that eventually it will be torn down. Jerry asked if we
would be getting rid of the see-saws at Oakwood Terrace. Rick said not
immediately. Maintenance is watched closely on the see-saws.
Leon Hogg reported that he is glad to have the new lights at Westpark.
The Ultra Golf Classic had 500 volunteer hours. The HEB Fest had 28 volunteer
hours.
Stephen O'Brien reported that home plate at Bear Creek is about six inches
below the level of the playing field.

Helen reported that there is not much activity at Ruth Millican Center. She
asked if the adjoining park is maintained by the city. Leon said yes it is.
Bill Tarin reported that Van Reit and Del Norte look good.
NEW BUSINESS
I.
LEISURE SERVICES REPORT
Julia Wakeley reported that building use outside of normal use for Midway
Recreation Center for the month of May was as follows: the meeting rooms had
4 rentals, 2 city usage, 11 sports association usage, and 5 TOPS meetings; the
gymnasium had 2 senior's dances, 1 square dance, and 1 rental. Ruth Millican
Center had 1 senior dance and 17 city meetings. Simmons center had 2 city
meetings. J.A. Carr Gazebo was used 6 times. Bear Creek Pavilion was used 13
times. McCormick Gazebo was used 1 time.
Recreation Units for the month of May were as follows: Simmons, 685; RMC,
952; Gymnasium, 2,856; Racquetball, 472; Walking Trail, 857; Midway (Total)
5,617.
Julia reported that there were 152 golfers in the Ultra Golf Classic.
The 10k has been rescheduled for Saturday, June 8.
Julia said she had a wonderful time on her trip.
II.
PARKS REPORT
Rick Herold commended Julia on her trip.
Rick said that this is a very busy time of year for the Parks and Leisure
Services Department. He encouraged the board to please report anything out of
the normal to the department.
He reported that the contracts on the Villages of Bear Creek should be ready
any day.
Nick Mitchell has received his A.A. degree in Horticulture from Tarrant County
Junior College.
Rick reported that the department had turned in its budget requests. It is a
streamlined budget. Computer equipment for the control booth was requested.
The City Council will receive the budget following the City Manager's
recommendations.
Rick said that staff would like to do a thorough examination of our athletic
programs. He asked the board if they would authorize staff to request
extensive data from the various athletic organizations.

A discussion was held on facilities throughout the Hurst-Euless-Bedford area,
including school district facilities. Board members expressed that they would
like to see these groups working closer on facility use. Leon asked the board
if they would be interested in inviting the Hurst and Bedford Park Boards to a
joint meeting. Board members said that they would be interested in this.
Rick congratulated Julia and her staff on the smooth transition while Julia
was out of town.
Rick reported that there will be a lot of changes in Leisure Faire next year.
He said it would be a three day event on the last weekend of April to coincide
with Arbor Day. This should allow the event a lot of media coverage. The
event will be moved to the City Hall complex. He would like to have a
Business Expo in place of the Lawn and Garden Show. He said a letter has been
written to Senator Phil Gramm asking him to come and help kick off the event
with a speech and assist in the ground breaking for the Historic Forest.
Rick explained that the Historic Forest will be made of seedlings which have
been propagated from trees from the homes and estates of famous Americans. He
would also like to start a Texas Historic Forest. A letter has been written
to Nolan Ryan asking if he would be willing to send a few seeds or acorns from
a tree on his ranch in Alvin.
Bonnie O'Brien made a motion to authorize staff to request data from the
various sports organization for their report. Bill Tarin seconded the motion.
It was approved unanimously.
Jerry Robinson mentioned the problem of the sand pit getting too hot at Midway
Pool. He asked if it would be possible to get some type of awning put up.
Rick said he would ask Jerry and Johnny what they could come up with.
III.
BUSINESS OF THE TREE BOARD
4,950 trees have been given away to date. Expenditures for Tree City U.S.A.
validation to date are $44,500.58.
Leon reported that he and Rick handed out booklets to the City Council
updating the 1 + 1 = 2 program.

INPUT FROM VISITORS
Mike Daniels said that the Euless Athletic Association is affiliated with
Texas Teenage Baseball. EAA has been awarded two regional tournaments and one
state tournament.
VII.
FURTHER BUSINESS
Charlie Miller said that 3 or 4 area Lion's Clubs have talked about sponsoring
the National Rib Cook Off . He asked if staff or board would mind if the
Lion's Club took it on. Leon said the board would not mind. Rick said that
the city has definitely decided not to take on the project.
Leon suggested that the board consider Mary Smith for Volunteer of the Month.
Jerry made a motion that Mary Smith receive the Volunteer of the Month Award.
Bill seconded the motion. It was approved unanimously.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 8:45 PM
with a closing prayer by Chairman Hogg.
