REGULAR MEETING
PARK AND RECREATION BOARD
MARCH 04, 1991
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00 P.M. , Monday, March 04, 1991, in the Council Chambers of the Euless
Municipal Building by Chairman Hogg. Other members present were Mrs. Helen
Lightbody, Mrs. Bonnie O'Brien; Messrs. Bill Tarin; Jerry Robinson; Richard
McNeese,Charles Miller' (alternate), and Stephen 0'Brien'(alternate).
Also present were Rick Herold, Director of Community Services; Julia Wakeley,
Parks and Leisure Services Manager; and Ann Hajek, Recording Secretary.
VISITORS
Mr. Mike Daniel was present.
INVOCATION
The invocation was given by Mrs. Bonnie O'Brien.
MINUTES
The minutes of the regular meeting dated February 04, 1991 were approved as
written.
AWARDS PRESENTATION
Leon said he would look into people from the Athletic Associations. Bonnie
suggested the award be quarterly instead of monthly.

Charlie Miller did not have a report.
Bonnie O'Brien said that South Euless and Ruth Millican Center look great. A
new sign would look nice at Ruth Millican.
Richard McNeese said that his areas are J.A. Carr, Kiddie Carr, and Oakwood
Terrace. He reported that J.A. Carr is receiving a lot of activity. He is
looking forward to the irrigation at that park.
Leon Hogg reported that Midway and Blessing Branch look good as always. He
asked if the board members had seen the new Texas sign on the berm. Everyone
commented that it looks great.

report volunteer hours.
Jerry Robinson said that his area is Special Events. He said that he thought
everyone had a great time at the Bar-B-Que Dinner.
He also reported that he had attended the Mid-Cities/Youth Activities Council
meeting. He said he was quite impressed with it. He explained that the
Council is trying to coordinate the school system, cities and youth
organizations to work together.
Helen Lightbody reported that Westpark is paved and graded with a new sign.
There is no activity at Wilshire. She said that she wondered if the pool was
worth the cost of maintaining it. Julia Wakeley said the biggest expense is
lifeguards. Bonnie asked about a walking trail at Wilshire. Rick said one
will be going in at the school.
Bill Tarin reported that Del Norte and Van Riet look good. He asked if
signage could be better from Fuller-Wiser. Rick said he would look into it.
Richard asked if there has been any change in the status of the land at Van
Riet. Rick said not so far.
NEW BUSINESS
I.
PARKS REPORT
Rick said we have received final approval of Villages of Bear Creek. Bidding
will go out on the ampitheater, grade work, identification plaques, and two
stone signs. The following work will be done inhouse: two 30 x 56 pavilions,
two 16 x 16 shade pavilions, 16 picnic table, 16 grills, 1 large portable
grill, 3 playgrounds, 500 I.D. plaques, and 22 focal points.
At least five more Texas signs will be going up.
Rick thanked the board for the bar-b-que dinner. Staff had a wonderful time.
Rick invited the board to the greenhouse before their April meeting. The
board will meet in the Council Chambers at 6:30 and be driven by bus to the
greenhouse. They will return to the chambers for their meeting at 7:00 PM.
Rick thanked Julia for working on the Mid-Cities Youth Activities Council.
They have done a good job.
Rick invited the board to the Leisure Faire Kick Off Luncheon on March 20 from
Noon to 1:30 at Midway Recreation Center.
The Don't Bag It meeting will be held Friday, March 8, at Midway Recreation
Center.

II.
LEISURE SERVICES REPORT
Julia Wakeley reported that Midway Recreation Center attendance was as
follows: Racquetball, 613; Gym, 2,902; Track, 847; Game & Snack Area, 527;
Weight Room, 727. Building usage for Midway was as follows. Multi-Purpose
Room: sports associations, 9; rental, 1; city usage, 4; A.A.R.P. Tax
Service, 4 (saw 28 people). Sports Associations used the arts & crafts room 8
times. The gymnasium was used for the Appreciation Dinner, the Police & Fire
Association Dinner and a Square Dance. Building usage for Ruth Millican
Center was as follows: Umpire School, 9; Square Dance, 4; Bridge, 6; City
Usage, 1; Rental, 1; Seniors, 8. Simmons Center is under renovation.
Session I classes are still meeting. Registration begins March 6 for Session
II.
The Senior's had a Valentine's Party that 28 attended. The Kitchen Band
performed 4 times. 12 people attended bingo and 11 people attended the movie
this month. The Seniors have a bake sale scheduled for March 27. Proceeds
will go toward summer trips.
Softball registration will run through March 6. Volleyball and Winter Flag
Football Leagues are mid-way through their seasons.
The City of Euless in conjunction with the City of Grapevine, hosted the 1991
T.A.A.F. Region 4 Six Foot and Under Regional Basketball Tournament. A team
from North Richland Hills won the tournament. Euless Broncos Sports Bar came
in second and Euless Prime Time came in Third. First Baptist of Euless placed
fourth in the Men's Church Regional Tournament. In the Women's Open Division,
Euless scored a clean sweep with all three teams advancing to the state
tournament being from Euless.
Over 250 attended the Appreciation Dinner.
Mid-Cities Youth Activities Council is a go. This organization will enhance
what we already have and maybe get some kids to participate that have not
participated before.
June 1 is set for the Ultra. It will be in Lewisville. 128 slots are open.
March 16 is the Seniors Dance. It will be $3.00 per person.
III.
BUSINESS OF THE TREE BOARD
Richard showed the board the Tree City U.S.A. award. It will be presented to
the Council at the March 26 meeting.
Expenditures for Tree City through March 3 are $18,548.00.
Richard encouraged the board to encourage people in the community to join 1 +
1 = 2 program. "Tree Talk" will be out March 25.

IV.
OTHER BUSINESS
Leon asked the board for a date for the groundbreaking at the Villages of Bear
Creek. The board decided March 18 at 6:00 P.M. if the council can break from
their worksession.

DISCUSSION OF VOLUNTEER COMMITTEE
It was decided to put off discussion of this subject for the time being.
VI.
BEAUTIFY EULESS EVERYDAY REPORT
Euless Clean Sweep will be held March 9.

INPUT FROM CITY COUNCIL
None.
VIII.
INPUT FROM VISITORS
Mike Daniel said that he thought the Mid-Cities Youth Activity Council meeting
was good. He said the council is important because they have everyone
communicating.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 8:07
P.M. with a closing prayer by Chairman Hogg.
