EULESS CITY COUNCIL
Tuesday, April 9, 2019
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:36 p.m. on Tuesday, April 9, 2019, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Council Members
Jeremy Tompkins, Eddie Price, Harry Zimmer, and Salman Bhojani. Mayor Pro Tern Tim
Stinneford arrived at 4:38 p.m. Council Member Linda Eilenfeldt was absent due to a
prior commitment.
During the Precouncil meeting:
Council Member Salman Bhojani advised that he attended the Boy Scouts of America
Mayor's Breakfast held Thursday, March 28, 2019, and the Northeast Leadership
Forum (NLF)Annual Meeting and Awards luncheon held Friday, March 29, 2019, and
advised that both were wonderful events.
Council Member Harry Zimmer advised that he attended a recent Governor's Citizens
Roundtable and learned more about taxing legislation being proposed during the
current legislative session.
Mayor Linda Martin advised that she attended the A Rock Around the Park Concert
featuring The Vinyl Stripes held Friday, April 5, 2019, at the Texas Star Pavilion and
had a wonderful time.
Deputy City Manager Bob Freeman reviewed the regular agenda.
Recreation Superintendent Elizabeth Johnson provided an update on the Arbor Daze
festival scheduled to be held Saturday, April 27, 2019, at Midway Park and advised
of new events including a ninja warrior course, escape room, and food eating
contests.
Fire Chief Wes Rhodes presented the Fire Department update for the period ending
March 31, 2019, including response times, total dollar loss, Fire Marshall statistics,
Baylor-Grapevine.Hospital EMS training, and presented images from the City's new
drone program of a recent fire.
Assistant to the City Manager Betsy Deck presented the Community Powered
Revitalization (CPR) update regarding the CPR Blitz held Friday, April 5, 2019. The
second day of the blitz has been rescheduled for Saturday, April 27, 2019.
Additionally, she provided a Marketing update including the progress on the City's
website redesign, a Plant and Seed Swap event to be held Saturday, April 13 and
Saturday, May 11, 2019, in conjunction with the Heritage Park open house, as well
as upcoming drowning prevention events, and the Youth in Government program.

Finance Director Janina Jewell presented the Financial update and advised that car
rental tax collections are down two percent over the same period last year (February)
and overall collections year to date is down two percent.
Assistant City Manager Chris Barker provided the Transportation update and advised
that, due to an ongoing highway expansion project, there will be a total closure of the
southbound exit to Industrial Boulevard (FM 157) from State Highway 121 beginning
Monday, April 15, 2019, for at least one month.
RECESS FOR INDUSTRIAL DEVELOPMENT AUTHORITY MEETING
Mayor Martin recessed the Precouncil session for an Industrial Development Authority
meeting at 6:30 p.m.

Police Chief Mike Brown gave the invocation.
PLEDGES OF ALLEGIANCE
Council Member Salman Bhojani led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Director of Public Works and Engineering Hal Cranor introduced Assistant Director of
Public Works James Whitt. James was accompanied by his wife, Laurie, and members
of the Public Works Department. Mayor Martin presented James with a service pin
commemorating his 5 years of service with the City.
Fire Chief Wes Rhodes introduced Battalion Chief/EMS Coordinator George Grim.
George was accompanied by members of the Fire Department. Mayor Martin presented
George with a service pin commemorating his 15 years of service with the City.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Council Member Tompkins presented a proclamation proclaiming April as National
Donate Life Month.
Donate Life Texas Community Volunteer Rozina Dossani expressed her appreciation to
the Mayor and City Council for issuing the proclamation.
CONSENT AGENDA (items 3 through 5)
Mayor Martin asked Assistant City Manager Chris Barker to read each item into the
record.
Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 3
through 5.
Council Member Tompkins seconded the motion.

ITEM NO. 3. APPROVED A JOB ORDER CONTRACT
Approved a Job Order Contract (JOC) with GFC Contracting, 3816 Binz-Engleman Road,
Suite B125, San Antonio, Texas, for general construction and maintenance services
through the BuyBoard Cooperative Purchasing Network JOC Program #520-16. The
estimated expenditure is $95,000.
ITEM NO. 4. AUTHORIZED AWARD OF A CONSTRUCTION CONTRACT
Authorized award of a construction contract for the FY2019 Waterline Replacement
Project to Murphy Pipeline Contractors, Inc., 1876 Everlee Road, Jacksonville, Florida,
through the Education Service Center Region 19 Purchasing Allied States Cooperative.
The project consists of the replacement of 3,024 feet of six-inch cast iron main with an
eight-inch HDPE main along Kynette Drive from Canyon Ridge Drive to Wilshire Drive.
The project will be completed using trenchless technology, static pipe bursting method.
The estimated expenditure is $577,642.22.

ITEM NO. 6. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 19-
02-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2217
Mayor Martin opened the public hearing at 7:14 p.m.
Director of Planning and Economic Development Mike Collins presented the item to the
City Council and advised that the applicant, Excel Fitness DFW XIX, LLC dba Planet
Fitness, is seeking a Specific Use Permit at 1200 North Main Street. The property is zoned
Planned Development (PD) zoning district and under the PD created for this property, a
membership recreation and sports club requires a Specific Use Permit. The site was
originally developed as a grocery store and subsequently a retail dollar store and fitness
center. The applicant proposes to utilize 21,338 square feet of the interior space for a
membership recreation and sports club branded as Planet Fitness. The facility will be
staffed during operating hours. Additionally, the Planning and Zoning Commission
considered the Site Plan on March 19, 2019, and recommended approval by a vote of 7-
0-0.
Two representatives were available to address any questions.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:16 p.m.

Council Member Tompkins inquired about the possibility of upgrading the lighting in the
parking lot and around the building for safety reasons.
Mr. Collins advised that the applicant has agreed to review the options.
Council Member Tompkins motioned to approve Ordinance No. 2217, requesting a
Specific Use Permit in the Century Plaza Addition, Block 1, Lot 3, 1200 North Main Street
for a Membership Recreation and Sports Club in the Planned Development (PD) zoning.
Council Member Bhojani seconded the motion.

Price, Zimmer, and Bhojani

ITEM NO. 7. HELD PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2218
Mayor Martin opened the public hearing at 7:18 p.m.
Director of Parks and Community Services McDonald presented the item to the City
Council and advised that the Parks and Community Services Department, the Police
Department, and the Fire Department plan to offer elementary aged day camps for
children this summer. The Texas Legislature requires that certain municipal programs for
elementary aged children (5-13 years old) meet day care licensing requirements, or file
for an exemption (Section 42.02 (b) (14) of the Human Resources Code). In order to
receive exempt status, a municipality must submit a copy of the program standards,
notice of a public hearing for the programs, and the ordinance adopting the standards.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:19 p.m.
Council Member Price motioned to approve the first and final reading of Ordinance No.
2218, renewing the Youth Programs Standards of Care for the operation of youth-based
programs and services.
Mayor Pro Tern Stinneford seconded the motion.

Mayor Martin announced several upcoming events:
• Thursday, April 11, 2019, Aquaponic Gardening, City Hall, 7:00 to 8:30 p.m.;
• Saturday, April 13, 2019, Heritage Park Tours and Plant and Seed Swap, Heritage
Park, 1:00 to 5:00 p.m.;
• Sunday, April 21, 2019, Easter Brunch, Ravens Grille, 10:30 a.m. to 12.45 p.m.;
and
• Saturday, April 27, 2019, Arbor Daze Festival, Midway Park, 10:00 a.m. to 9:00
p.m.
Additionally, Mayor Martin announced that early voting for the May 4, 2019 Special
Election will begin Monday, April 22, 2019, and will continue through Tuesday, April 30,
2019, at the Euless Family Life Senior Center. She introduced Perry Bynum and
acknowledged Jared Hanhart who was not in attendance as candidates to appear on the
ballot.
