PARK AND RECREATION BOARD
JANUARY 07, 1991
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at 7:05
P.N. , Monday, January 07, 1991, in the Council Chambers of the Municipal Building by
Chairman Hogg.- Other members present were Mrs. Bonnie O'Brien, Mrs. Helen
Lightbody, Messrs. Richard McNeese; Jerry Robinson,` Charlie Miller `(alternate) , and
Stephen O'Brien.
Also present were Rick Herold, Director of Community Services; Julia Wakeley, Parks
and Leisure Services Manager; and Ann Hajek, Recording Secretary.
INVOCATION
The invocation was given by Mr. Jerry Robinson.
VISITORS
Visitors included Mr. Mike Daniels and Mr. Harland Ernest.
MINUTES
The minutes of the regular meeting dated December 03, 1990 were approved with the
correction that Mr. and Mrs. Jerry Robinson were not present at the December 03 ,
1990 meeting.
AWARDS PRESENTATION
Leon asked the board to think about some people for volunteer awards.
OLD BUSINESS
BOARD MEMBERS REPORTS
Helen Lightbody reported that Midway Center was very busy during the holidays.
Jerry Robinson reported that his parks look good. He has heard a lot of comments
from people that are enjoying Midway Recreation Center.
Leon reported that McCormick Park is in good shape.
Volunteer hours for the month of December total 550. There are still some hours to
be turned in for 1990 so a total for the year is not available yet.
Bonnie O'Brien reported that Wilshire is very quiet and there are a lot of dead
limbs on the ground. She asked Rick about the possibility of refurbishing some of
the signs. Rick said that would be possible.
Richard McNeese did not have a report.

PARKS REPORT
Rick said that the Capital Improvement Projects at Westpark will begin in the next
few weeks. All of the parking lot will be totally resurfaced and restriped. On
January 15 bids for lighting will be opened. He also reported that the new jogging
trail is in at Bear Creek with a new eight station exercise circuit and new signage.
The pile of limestone at Bear Creek is for the new track at Wilshire.
The irrigation equipment will be out for bid this Friday. Bids on picnic tables and
porta-potties are on the council agenda for January 08, 1991.
Next year Midway Park will get new fencing. It will also receive new lighting on
all fields except #2.
The Christmas tree recycling was very successful . Over 3,000 trees were dropped
off.
Rick told the board that a woman was accosted at the Villages of Bear Creek Park.
He thinks this is one of the reasons the park should not be lit. It would not be
possible to sufficiently light the whole park and just a few lights would encourage
people to use the park at night. Early curfews will be placed on the park and
signage will be installed to that effect.
Rick thanked Helen for participating in the Christmas Tree Contest judging.
Rick pointed out the opportunity for corporate sponsors for Leisure Faire. KLIF
will be broadcasting live Saturday and doing cutaways on Sunday. There will also be
extensive advertising on KLIF before the event.
The parks department is nearing a full year of no time lost due to injuries.
Recreation Revenue is up almost 72% for 1990 over 1989.
Jerry asked why Whataburger had dropped their sponsorship of Leisure Faire. Charlie
Miller said that the home office said that they want to stay with high visibility,
T.V. type packages. Julia said that we are checking out other corporate sponsors.
II.
LEISURE SERVICES REPORT
Julia Wakeley reported building usage for the month of December as follows: Midway
Recreation Center, Multi-purpose room had 2 rentals, 1 usage by athletic asso-
ciations, 1 city usage; the gym had 1 rental and 3 city usages.
Simmons had 2 rentals and the Seniors Christmas Dinner. Ruth Millican Center had 2
rentals and 1 other usage. Attendance for Midway Recreation Center: Gym, 2,892;
Racquetball, 378; Track, 433 ; Weight Room, 412; Other, 513 ; Total, 4,628 .
Thirty adult basketball teams are registered. They are playing at Euless Jr. High
and Midway Recreation Center. Winners will advance to the T.A.A. F. Regional
tournament in February. Registration will begin this week for winter volleyball.
Leisure Times went out last week. Class start January 14. There are many new
youth and adult classes available.

The seniors are getting ready to do a new cookbook. Last month they went on two
shopping trips, a Christmas light tour, played bingo and saw a movie at Midway
Recreation Center. The Spice of Life Band performed two times during December.
They have three engagements planned for January . All members were awarded a
proclamation from the Mayor and City Council at the Christmas Luncheon.
Julia thanked the staff for cooking for the Employees Christmas luncheon.
Leisure Faire '91 continues to grow. "Trout Fishing In America" will be playing
Saturday and "Asleep at the Wheel" will be playing Sunday. The antique cars will be
back. Discussion is being held on having a three-on-three basketball event.
Jerry Robinson asked when the sports association meeting will be held. Rick said it
will be held soon.
III.
BUSINESS OF THE TREE BOARD
Richard said that the application for recertification for Tree City has been turned
in. The expenses for 1990 totalled $87,305.00. Rick said we should hear something
in February .
Trees for the 1 + 1 = 2 program were given to schools today. This will continue
throughout the week. Rick said the Mid-Cities News came to the schools today and it
went great.
Bags have been found that exemplify the whole recycling idea. The bags themselves
are recyclable and they are printed with recycled ink. They are $2 . 25 each and will
hold up to 100 lbs.
Bonnie O'Brien reported an obstruction at Norma and Hwy. 10.
IV.
BEAUTIFY EULESS EVERYDAY REPORT
Helen said the BEE Commitee has had quite a few changes. She thanked Rick and the
park board for their help with the Christmas decorations.

INPUT FROM CITY COUNCIL BERBERS
None.
VI.
FURTHER BUSINESS
Leon asked the board to think about when they can work at Leisure Faire in the
Park Board Booth. He asked if the board would like to meet periodically with
some of the people involved in Leisure Faire '91. This will be discussed more
at the next meeting.

Discussion was held on the Appreciation Banquet. Rick and Julia agreed on February
9. The board then discussed awards to be given. Jerry and Richard volunteered to
be representatives from the Park Board for the committee to decide award recipients.
The committee will consist of Rick, Julia, Jerry, Richard, Jerry Crane and Peter
Krause. Richard made a motion that we use the six categories: Sports Association
Of The Year; Instructor Of The Year; Volunteer Of The Year; "Spirit" Award;
Community Organization of the Year; "Betsy Bloxom" Appreciation Award. Jerry
seconded the motion. It was approved unanimously.
VII.
INPUT FROI VISITORS
Harland Ernest said that Euless will be entering the Governor's Community
Acheivement Award this year. Part of the Beautification Section is about tree
planting programs. Harland asked if the Tree Board would consider BEE as a
participant in 1 + 1 = 2. Rick said that everything they have had printed lists 4
administrators of the program and one of those is the BEE Committee.
VIII.
REISSICIIEIT OF PARKS
The new park assignments will be as follows: Leon Hogg, Midway Park and Blessing
Branch; Helen Lightbody, Westpark and Wilshire; Bonnie O'Brien, South Euless and
Ruth Hillican Center; Jerry Robinson, Special Events; Richard McNeese, J.A. Carr
Park, Kiddie Carr Park, and Oakwood Terrace; Bill Tarin, Van Riet and Del Norte;
Stephen O'Brien, Bear Creek and Lakewood; Charlie Miller, McCormick and Villages of
Bear Creek.
II.
ELECTION OF OFFICERS
The following officers were elected for the Park and Recreation Board: Leon Hogg,
Chairman; Richard McNeese, Vice-Chairman; Jerry Robinson, Secretary. The following
officers were elected for the Tree Board: Richard McNeese, Chairman; Helen
Lightbody, Vice-Chairman.

There being no further business to conduct, the meeting was adjourned at 8 :50 PM
with a closing prayer by Chairman Hogg.
