PARK AND RECREATION BOARD
SEPTEMBER 10, 1990
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00 PM, Monday, September 10, 1990, in the Council Chambers of the Euless
Municipal Building by Chairman Hogg. ' Other members present were Mrs. Bonnie
O'Brien (alternate), Messrs. Marland Ernest, Richard McNeese, Jerry Robinson, -
and Bill Tarin (alternate).
Also present were Rick Herold, Community Services Director; Julia Wakeley,
Park and Leisure Services Manager; and Valerie Keelen, Recording Secretary.
INVOCATION
The invocation was given by Mrs. Bonnie O'Brien.
VISITORS
None.
APPROVAL OF MINUTES
The minutes of the regular meeting dated August 06, 1990 were approved as
written.
OLD BUSINESS
Mrs. Bonnie O'Brien reported that her parks look great.
Mr. Jerry Robinson reported that his parks look good. He inquired about the
sign that used to be on Main Street for South Euless Park. Rick Herold
responded that the sign was taken down to be painted and will be put back up.
Mr. Leon Hogg reported that volunteer hours for the month of August were 64
hours for the TML Dinner; help on RMC - 4 hours; BEE Committee - 227 1/2;
clean up of Main and Mid-Cities - 35 hours. The year-to-date total is 3,236
1/2 hours for a savings of $16,182.50 (at $5.00 per hour).
Mr. Richard McNeese did not have a report.
Mr. Bill Tarin said that his parks look good.
Mr. Marland Ernest said that Bear Creek and Lakewood look fine.
NEW BUSINESS
I.
PARKS REPORT
Mr. Rick Herold said that the Villages of Bear Creek Park plans will be

presented at the next meeting for comments and review. Flooding has been
taken into consideration in the park planning (i.e. all tables, etc. will be
bolted down and affixed to the ground in some manner. )
Rick also reported that City Council is favorable on the 1 + 1 = 2 program.
Funding request is scheduled for the next council meeting. 35% of the
community betterment funds are being requested.
The City Council funded $320,000 in parks infrastructure repair. $14,000 of
this will be spent on irrigation systems. New lighting on Westpark is needed.
The lighting is weak at best. New parking at Westpark and Bear Creek are also
needed. Also, 100 picnic tables will be added throughout the city in addition
to about 35 grills.
Rick said that the PLEASE program has begun and he is very glad to see this
type of program being run in the City of Euless.
Rick also invited the board to tour the greenhouse before the next meeting.
The tour of the greenhouse will begin at 6:00 PM with the board meeting to
follow at 7:30 in the Council Chambers.
Rick mentioned that there is an artist designing entrance signs for the city.
II.
LEISURE SERVICES REPORT
Usage for Midway Recreation Center was as follows: Racquetball, 557; Gym,
3,478; Track, 542; Game Area, 984; Weight Room, 620; TML Dinner, 275; Airport
Meeting, 750; Class Participants, 282. This is a total of 7,488. Simmons
Center had 314 units for the month. Swimming pool attendance was as follows:
Midway, 2,649; Wilshire, 490; South Euless, 732.
The afterschool program, PLEASE, has begun. Oakwood Terrace has 12
participants and South Euless has 28 participants.
Midway Recreation Center had 18 facility uses outside of classes for the month
of August. Ruth Millican Center had 4 uses.
Leisure Times will be mailed this week. New classes will begin the week of
September 24. We had over 900 participants in our summer classes.
The senior's had a great time on the Amarillan Adventure. 22 seniors
participated in the trip. More trips are being planned, the next one being a
trip to the State Fair for "Senior Citizen Day". The Spice of Life Band
performed last month at the Airport YMCA to an audience of 100 youth.
Softball begins August 20 with 52 teams. Flag Football will begin this
Thursday. Play will be held at Westpark and Pennington Field.
The City of Euless was one of the 5 finalists for the statewide T.A.A.F.
member city award. Euless placed third.

Andy Tarkington will be attending the State T.A.A.F. Conference next week.
Fall Volleyball registration will begin this Wednesday and continue through
September 24. The entry fee will be $110 per team. Games will be played at
Midway Recreation Center.
Diana Arca, Senior Citizen Coordinator, has found another job at D/FW Airport.
Tim Rolen will be taking over that position.
III.
DISCUSSION OF 1 + 1 = 2
One more source has been added to funding sources in hopes that more business
will be interested in participating.
Leon reported on the breakdown of the Community Betterment Fund since
inception. Revenues = $235,438; Expenditures = $216,796; Incumbencies =
$3,000; Balance = $15,642; Average Monthly Receipts = $2,102.
Expenditures are as follows: Midway Recreation Center $72,080; Del Norte,
$5,000; Play Ground Equipment, $41,500; Senior Citizens, $2,000; Books/Videos,
$19,662; Library Remodeling, $21,471; BEE, $20,000; Lakewood Tennis Courts,
$2,083; Midway/157 Signal Light, $33,000.
Procedure for receiving these funds is through the City Manager's Office and
then through City Council for approval.
IV.
BUSINESS OF THE TREE BOARD
Richard McNeese reported that year-to-date expenditures for Tree City
requirements are $32,906. After salary and benefits for a nurseryman of
$18,135 is added the grand total comes to $51,041. We have met our goal for
re-certification of Tree City.

VII.
FURTHER BUSINESS
Leon Hogg mentioned that Rick will be ordering the videotape "How to Survive
as a Park and Recreation Board Member" from NRPA.
Marland Ernest made a motion that Dottie McKinney receive the Volunteer of the
Month Award for October and that Marge Crow receive the award in November.
Jerry Robinson seconded the motion. It was approved unanimously.
Rick Herold asked that Mark Brandsma receive a special award in the month of
October for all of his help with the 10k. Marland Ernest made a motion that
Mark be recognized in October. Richard McNeese seconded the motion. It was
approved unanimously.
