PARK AND RECREATION BOARD
JULY 02, 1990
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00 PM, Monday, July 02, 1990, in the Council Chambers of the Euless
Municipal Building by Chairman Hogg. Other members present were Mrs. Helen
Lightbody, Mrs. Bonnie O'Brien (alternate), Messrs. Ron Henson, Richard
McNeese, Jerry Robinson, and Bill Tarin (alternate).
Also present were Rick Herold, Community Services Director; Julia Wakeley,
Park and Leisure Services Manager; and Ann Hajek, Recording Secretary.
INVOCATION
The invocation was given by Mr. Jerry Robinson.
VISITORS
Visitors present were Marge Crow.
APPROVAL OF MINUTES
The minutes of the regular meeting dated June 04, 1990 were approved as
written.
AWARDS PRESENTATION
A discussion was held concerning appropriate candidates for Volunteer of the
Month Award. Bonnie O'Brien made a motion to recognize Mrs. Herold as
Volunteer of the Month. Jerry Robinson seconded the motion. The motion was
approved unanimously.
OLD BUSINESS
BOARD MEMBERS REPORTS
Bonnie O'Brien did not have a report.
Ron Henson said that there were lots of dry cracks in the trail at J. A. Carr
Park. There were also grocery carts and two oil drums in the creek. Also,
there have been two flood lights vandalized.
Richard McNeese said that his parks were South Euless and Ruth Millican
Center. There are not many joggers at Ruth Millican Center. Both parks look
very clean. The new equipment at South Euless is getting a lot of use as is
the pool.
Leon Hogg reported that Bear Creek and Lakewood both need rain. Wilshire pool
needs the old sign removed. Leon named park reassignments as follows:

The greenhouse has a new volunteer, Susan Newton, who has been watering
everything inside and outside on the weekends.
Movies in the Park had 8 volunteer hours for the month; Villages of Bear Creek
had 12 people working for 8 hours helping with the park. BEE Committee
reported 41 hours for the month. The year-to-date total is 2,890 hours for a
total savings (at $5.00 per hour) of $14,550.
Jerry Robinson reported that Westpark looks good. The trash barrels have been
turned over again.
Helen Lightbody did not have a report.
Bill Tarin said that everything in his parks looks good.
NEW BUSINESS
I.
PARKS REPORT
Rick Herold reported that it was very exciting that Euless won the adopt-a-
highway award. He recognized Marge Crow and Helen Lightbody as key to our
program.
He said that statewide leaders and local community leaders toured the Villages
of Bear Creek.
The parks department has a new employee, Anna Carlson.
The new Ector median has been completed. It should be much safer without the
high shrubs. The flowers and crepe myrtles will all be white.
The water truck was broken but Johnnie Green and Jerry Crane fixed it on a
Saturday.
Rick said that as we come to the end of the budget year he thinks it has been
a quite exciting year with the various changes and awards in the department.
The Greening of America program is in jeopardy. Rick urged the board to write
in support of the program and submit it by July 8.
The bond issue will be put off. As of the last council meeting $350,000 was
left in for immediate parks improvements.
IL
LEISURE SERVICES REPORT
Julia Wakeley told the board about trash cans that Texas prisoners are
making. The price is right and plaques are available for sponsors.
A total of 6,859 used Midway Recreation Center (not including class
attendance. ) Midway Recreation Center had 11 rentals and other uses. Simmons
had four rentals. Ruth Millican Center had 2 city uses. There were four pool
rentals. McCormick Gazebo was used once and Bear Creek Pavilion was used 13
times.
Registration for the second session of summer classes has started. Over 100
have participated in swim lessons thus far this session.
Our lifeguards will be going to class to be certified under the new
regulations.
Approximately 200 people attended last week's Movies in the Park. The Lion's
Club once again bought T-shirts to be given away.
Peter Krause is doing his internship working with the Senior's. They saw a
silent movie last month and went to Granbury. They are trying to do another
cookbook soon. The kitchen band performed 3 times last month.
Spring softball finished with a tournament last weekend. Registration for
fall softball will run July 23 - August 7. Regional track meet will be held at
Central Jr. High. N.C.A.A. basketball has started with 20 teams.
Wilshire pool will be open every afternoon. We are averaging about 30
participants a day at the pool.
A survey has been done at Oakwood Elementary and South Euless Elementary
concerning the after-school program. $50.00 a month will be charged for the
program which we hope will start next school year.
III.
DISCUSSION of trash cans, picnic table, etc...
The trash cans, discussed earlier, hold 55 gallon sacks and come with a
sponsor plaque. A suggestion was made that the board purchase several of
these so the board can look at the cans.
IV.
BUSINESS OF THE TREE BOARD
Expenditures for the month of June totaled $3,716.75 which brings the
year-to-date total to $23,715.03.
Rick said he hopes to set up a meeting in a few weeks concerning the 1 + 1 = 2
program.
Richard said that he felt that the purpose of the Tree Board could be better
communicated to citizens. He hopes that 1 + 1 = 2 will help accomplish that.
Rick reported that public works has now taken over intersection trees.
Leon made a motion to authorize staff to draft a letter for the Tree Board
Chairman to sign in support of the America the Beautiful program. Ron Henson
seconded the motion. The motion carried unanimously.

OTHER BUSINESS
Richard McNeese made a motion that a letter be drafted for the Park and
Recreation Board Chairman to sign in support of the America the Beautiful
program. Ron Henson seconded the motion. The motion carried unanimously.
VI.
BEAUTIFY EULESS EVERYDAY REPORT
Marge Crow reported that the BEE Committee would like to participate in the
1 + 1 = 2 program. She said that the beautification award was presented to
Del Norte. The recycling center is receiving plastic now. Marge said she
will no longer chair the committee. The new chairperson is Dee Heilman. She
said she really enjoyed the Keep Texas Beautiful convention in El Paso. There
was some excellent information available there.

FURTHER BUSINESS
Leon Hogg and Richard McNeese attended the City of Bedford Park and Recreation
Board meeting. It went well. They seemed quite interested in what the Euless
board members had to say.
Residents of Wilshire inquired of City Council that a track be layed at
Wilshire park. Leon asked that it come before the Park and Recreation Board
before any action was taken. Rick will bring the board a report on this
situation.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 8:45 PM
with a closing prayer by Chairman Hogg.
