HomeMy WebLinkAbout1990-05-07 REGULAR MEETING PARK AND RECREATION BOARD MAY 07, 1990 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7:01 P.M. , Monday, May 07, 1990, in the Council Chambers of the Euless Municipal Building by Chairman Hogg. Other members present were Mrs. Helen Lightbody; Mrs. Bonnie O'Brien (alternate), Messrs. Richard McNeese, Jerry Robinson, Marland Ernest and Ron Henson. ALso present were Rick Herold, Community Services Director; and Ann Hajek, Recording Secretary. INVOCATION The invocation was given by Mr. Ron Henson. VISITORS Visitors present included Bobby Baker, Marge Crow, and Jan Hogg. MINUTES The minutes of the regular meeting dated April 02, 1990 were approved as written. OLD BUSINESS BOARD MEMBERS REPORTS Mr. Marland Ernest said that with all the rain the grass has gotten quite high in the parks but it makes you appreciate how they usually look. He said that he had not noticed any washing or any parks under water. Mr. Ron Henson has no report. Mr. Richard McNeese reported that there were not many people using the parks due to the weather. He did say that South Euless had quite a few people using it during the weekend. Mr. Leon Hogg reported that Bear Creek and Lakewood look good considering the weather. Leon reported that Leisure Faire '90 volunteer hours were in. The 10k had 50 volunteers for 5 hours. The Arts & Crafts area had 2 people for 20 hours and 2 people for 12 hours. The Lawn & Garden Show had 12 people for 12 hours. The Park and Recreation Board had 3 people for 12 hours. The Fire Department had 5 people for 12 hours. The V.I.P. room had 3 people for 2 hours. The Easter Egg Hunt had 2 people for 3 hours. The BEE Committee had 1,727 hours for the month. This brings the year-to-date total to 2,699 hours for a savings (at $5.00 per hour) of $13,494.00. Mr. Jerry Robinson reported that both trash barrels at Wilshire have been turned upside down. There is a washing machine in the creek at Westpark but there is not as much washing as would be expected. Mrs. Helen Lightbody did not have a report. Mrs. Bonnie O'Brien said that Midway had been quite active. Considering the rain everything looks good. TREE BOARD As of May 01, 1990 we have $17,260.15 in expenditures. NEW BUSINESS I. DONATION The Parks and Leisure Services Department presented a proposal to the board concerning what should be done with donations received by the board and the department. The program is called the "Parks and Leisure Services Stars Program". Ron Henson made a motion that the proposal be recommended to the council with an addition to read that the Parks and Leisure Services Department will have final approval on wording of plaques. Marland seconded the motion. The motion carried unanimously. II. BOND PACKAGE A discussion was held to clarify and explain staff priorities. Marland Ernest made a motion that we recommend to the City Council staff priorities as presented. Ron Henson seconded the motion. Motion was carried unanimously. III. PARKS REPORT Mr. Rick Herold reported that Euless was named "City of the Year" by the Texas Forestry Service. He and several staff members will be going to Houston to receive the award. Several area schools were visited on Arbor Day. Trees were planted and children were also given small Texas Red Oak Trees to take home with them. Nick Mitchell has received a promotion. The parks staff helped with the recent flood control efforts by filling sand bags. The crews should get caught up on mowing this week. IV. RECREATION REPORT Midway Recreation Center had attendance of 15,871 for the month of March and 9,368 for the month of April. Midway also had 17 rentals and workshops for the month of April. Ruth Millican Center had 5 uses. Simmons had 5 uses. McCormick Gazebo had 1 use. Bear Creek Pavilion had 8 uses. Summer classes will be offered in a four week format in order to accomodate citizens more. Tennis will be offered for both adults and youth. Athletics is behind due to the rain. The city has registered an all-time high of 127 teams with T.A.A.F. Athletic programs with registration in May include the Youth Track Program, a Men's Basketball League and the N.C.A.A. Sanctioned Women's Basketball League. Seniors will be going to Tyler and to the Senior Games. A discussion was held on fee increase proposal for swimming pools. Helen Lightbody made a motion to accept the proposal as written. Ron Henson seconded the motion. The motion carried by a vote of 3 - 2. Ernest, Henson and Lightbody approved the motion. McNeese and Robinson did not approve the motion. V. BEAUTIFY EULESS EVERYDAY REPORT The attendant at the recycling center is not working out. The city is trying to work the situation out with City Garbage. Keep Texas Beautiful asked Marge Crow to serve as a judge for the Governor's Community Acheivement Award. She regrets that she will not be able to. Concern was voiced over the newspaper bins in area parking lots. No one knows who owns them. VI. INPUT FROM CITY COUNCIL Bobby Baker addressed the board saying that he appreciates the opportunity to serve on the council and the support he received during the race. VII. INPUT FROM VISITORS None.
