HomeMy WebLinkAbout1990-01-08 REGULAR MEETING PARK AND RECREATION BOARD JANUARY 08, 1990 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7:04 P.M. , Monday, January 08, 1990, in the Council Chambers of the Euless Municipal Building by Chairman Hogg. Other members present were Mrs. Helen Lightbody; Mrs. Bonnie O'Brien- (alternate), Messrs. Richard McNeese, Jerry Robinson, Marland Ernest, Ron Henson, and Bill Tarin (alternate). Also present were Rick Herold, Community Services Director; Julia Wakeley, Park and Leisure Services Manager; and Ann Hajek, Recording Secretary. INVOCATION The invocation was given by Mr. Richard McNeese. MINUTES The minutes of the regular meeting dated December 04, 1989 were approved as written. OLD BUSINESS BOARD MEMBERS REPORTS Mr. Marland Ernest did not have a report. Mr. Ron Henson did not have a report. Mr. Richard McNeese reported that Westpark looks fine. He inquired about the erosion problem. Mr. Rick Herold said that repairing the erosion problem has been put on hold until the street is redone. Mr. Leon Hogg reported that Van Riet and Del Norte both look good. There was very little activity at either park. Leon reported that for the month of December, Highway 10 had 36 volunteer hours. The BEE committee had at least 200 hours on the 12 Days of Christmas project. This brings the total hours for 1989 to 11,316 for a savings (at $5.00 per hour) of $56,580. Since the program was started in 1985 there has been a total of 34,051.75 hours of volunteer time for a savings to the city (3 years at $4.00 per hour; 2 years at $5.00 per hour) of $157,531. Mr. Jerry Robinson reported that Midway Park looks good. He said that he thought it looks better than it has in years. He stated that he noticed the "Gamefield Only" signs on Field #2. Mrs. Helen Lightbody reported that there was very little activity at Bear Creek. She asked about the leakage in the restroom. Rick Herold said that this was due to the freeze and he would check on it. • Park and Recreation Board Meeting Minutes January 08, 1990 Page 2 Mrs. Bonnie O'Brien did not have a report. Mr. Bill Tarin reported that South Euless looks good. There is not much activity there. TREE BOARD REPORT Mr. Richard McNeese said that the Tree City report was completed and has been submitted to the State Forrester. In 1990 the qualification expenditure will increase from $1.00 per capita to $2.00 per capita. Richard also said that he wanted to thank everyone that was involved in the Christmas Tree Recycling effort. OTHER BUSINESS Mr. Leon Hogg read a memo that was submitted to Mr. Tom Hart requesting that the name of the Park and Recreation Department be changed to Park and Leisure Services Department. He then read Mr. Hart's reply, approving the name change. RECOMMENDATION ON NAMING OF MIDWAY PARK BALLFIELD #2 Mr. Leon Hogg read a letter stating that $640.00 has been donated to Field #2 if the name change occurs. Leon read some of John's contributions and achievements. The $640.00 has been donated by family and friends. The figure would probably go well over $1,000 if the name change should happen. Mrs. Bonnie O'Brien said she thought it would be helpful to name the fields something other than Field #1, Field #2, etc. Mr. Marland Ernest inquired as to what changes would occur if the name was changed. Rick Herold said that a plaque would probably be placed at the field and that the funds would be used for special things and upgrading of that particular field. After some discussion there was no motion made. The board let the recommendation die. NEW BUSINESS The board voted to name the spring special event Leisure Faire '90. I. PARK DIRECTOR'S REPORT Mr. Rick Herold said that December is a time of assistance to other departments, i.e. getting the Christmas tree lights up, assisting in getting the Twelve Days of Christmas signs up, etc. Rick also mentioned that it is also a time of inclement weather when picnic tables and trash cans are painted Park and Recreation Board Meeting Minutes January 08, 1990 Page 3 and bleachers are refurbished. Rick also reported on the Christmas Tree Recycling. The event received great support by City Garbage Service and Texas Utilities who provided a chipper and people to run it. Approximately 2,200 - 2,500 Christmas trees were chipped from 8:30 a.m. - 2:30 p.m. This event provided 300 cubic yards of mulch. Rick mentioned that a meeting needs to be held with the sports associations. A meeting will be called for January 29, 1990, 7:00 P.M. , at Midway Recreation Center. The Texas Parks and Wildlife Department grant has approved us and it looks like we will be receiving approximately $480,000. Rick mentioned that a recommendation will be brought before the Board on contract maintenance. Two positions are currently open in the Parks Department which will be contracted out. This will provide a higher level of maintenance for highly visible areas. This will also free up existing staff to pursue some other things. Rick also mentioned that a Parks and Leisure Services Appreciation Night will be held February 26. II. LEISURE SERVICES REPORT Midway Recreation Center attendance for the month of December was Gym, 5,386; classes, 522 (classes ended December 22); racquetball, 413; other, 1,094 (meetings and rentals, etc. ); track, 594. Basketball leagues and school being out boosted this December attendance. Simmons had 3 rentals and the Senior Banquet. The seniors sold over 50 of their tapes at the banquet. Midway Park had 5 room rentals (3 in the multi-purpose room and 2 in the aerobics room). The gym was rented twice and was also used for 3 banquets and the Nancy Leiberman clinic. Midway Recreation Center had a total of 15 rentals for the month. Simmons had 515 units to include senior citizens, preschool, bridge, and other meetings. Mrs. McCormick made a donation of $100.00 to the seniors with $25.00 of it going to the Spice of Life Band. We will be having the free tax service for the seniors again. It will be held at Midway Recreation Center this year. The program will be mailed on January 13 and should reach the homes January 16. The program is 16 pages this time with 2 pages going to the Mayor's Newsletter. The new user fees will go into effect January 15. The fees will be printed in the new program. Park and Recreation Board Meeting Minutes January 08, 1990 Page 4 The employee Eat A Fajita festival will be held February 16. The Park and Leisure Services Appreciation Dinner will be held February 26. Leisure Faire '90 will be held March 31. The Ultra Golf Tournament will be held April 21. It is hoped that a lifeguard training session will be held this year for potential lifeguards. A letter has been sent to Bill Forrester with Stephens Sporting Goods asking him to nominate us again for the Gold Medal Award. III. REASSIGNMENT OF PARKS AND FACILITIES The parks and facilities were reassigned as follows: Helen Lightbody: McCormick Park; Villages of Bear Creek Bonnie O'Brien: Midway Park; Blessing Branch Jerry Robinson: Westpark; Wilshire Richard McNeese: South Euless; Ruth Millican Center Bill Tarin: Special Events Ron Henson: J. A. Carr Park; Kiddie Carr Park; Oakwood Terrace Marland Ernest: Van Riet; Del Norte Leon Hogg: Bear Creek; Lakewood IV. ELECTION OF TREE BOARD OFFICERS A vote was held to determine the Tree Board chairman. It resulted in a tie. A motion was made by Mr. Ron Henson that the officers be appointed in descending order. Mr. Marland Ernest seconded the motion with the stipulation that this be done this year only. The motion was carried. Mr. Richard McNeese was moved from vice-chairman to chairman and Helen Lightbody was voted in as vice-chairman. V. NAMING OF NEW TREE AGENT Mr. Leon Hogg said that he thought that due to the fact that Mr. Rick Herold is over the whole program and is most closely involved that he be named Tree Agent. Mr. Marland Ernest made a motion that Rick be named Tree Agent. Mr. Richard McNeese seconded the motion. BEAUTIFY EULESS EVERYDAY REPORT Mr. Marland Ernest reported that the Twelve Days of Christmas project was a delight for everyone that was involved with it. The next BEE Committee meeting will be held January 15, 1990, at 7:00 P.M. , in the conference room. VII. INPUT FROM CITY COUNCIL MEMBERS None. VIII. INPUT FROM VISITORS None. IX. OTHER BUSINESS Mr. Jerry Robinson asked if there were any plans to build more tennis courts. Rick Herold replied that there was not at this time. Mrs. Bonnie O'Brien inquired about any developements in building a driving range. Rick said that a location may become available but it would have to go through the platting process, etc. Also, Schrickel, Rollins and Associates will be doing a feasibility study for a golf course in the city.
