PARK AND RECREATION BOARD
OCTOBER 02, 1989
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at 7:00
P.M. , Monday, October 02, 1989, in the Council Chambers of the Euless Municipal
Building by Chairman Hogg. Other members present were Messrs. Richard McNeese,
Marland Ernest, Jerry Robinson, and Bill Tarin (alternate).
Also present were Julia Wakeley, Recreation Director; Rick Herold, Park
Director; Jay Heilman, Director of Community Services; and Ann Hajek, Recording
Secretary.
INVOCATION
The invocation was given by Mr. Richard McNeese.
VISITORS
Visitors attending the meeting were Mrs. Willie Byers, Mr. Bill Byers, Mrs.
Boyce Byers, Mr. Randy Byers, Mr. David Byers and children, and Mrs. Jan Hogg.
AWARDS PRESENTATION
Mrs. Willie Byers was presented with the Volunteer of the Month award for the
month of September by Mr. Richard McNeese.
A video was shown of the Senior's Dinner Club held the previous Friday. The
videotape was then presented to Mrs. Byers.
MINUTES
The minutes of the regular meeting dated September 11, 1989 were approved as
written.
OLD BUSINESS
BOARD MEMBERS REPORTS
Mr. Marland Ernest had no report.
Mr. Richard McNeese reported that at his areas of responsibility, West Park and
Wilshire, there was not much activity. Both parks look well kept and in good
shape.
Richard also gave the Tree Board Report saying that we had far exceeded the
amount needed to qualify for Tree City. That amount is $40,000 and we have
spent $76,538 for the year to date.

Mr. Bill Tarin reported that South Euless looks good as does the new playground
equipment there. The only problem he noticed was that the grass around the
swimming pool might need to be mowed.
Mr. Jerry Robinson reported that Blessing Branch and Midway Park look good.
Midway is getting a lot of use and the shrubbery around the building looks good.
Mr. Leon Hogg reported that his parks look good. He has received a lot of calls
appreciating the new walking trail at Ruth Millican Center.
Leon reported that for the month of September, Highway 10 had 49 volunteer
hours. The BEE Committee had 1,013 hours. The Senior's Dinner had 70 hours.
The grand opening had 129 hours. This brings the year-to-date total to 10,181
hours for a savings (at $5.00 per hour) of $50,905.
NEW BUSINESS
I.
INPUT FROM DIRECTOR OF COMMUNITY SERVICES
Mr. Jay Heilman reported that the BEE Committee's Appreciation Barbecue will be
held this Saturday (October 07, 1989) at 7:00 P.M. at Ruth Millican Center.
II.
RECREATION DIRECTOR'S REPORT
Mrs. Julia Wakeley reported that for the month of October the Gymnasium had
2,611 recreational units; structured classes had 567 units; racquets had 389
units; track had 344 units; other usage accounted for 913 units; square dancers
had 195 units; and the grand opening had 300 units; RMC had 145 units; and
Simmons had 419 units for a monthly total of 5,583 recreational units.
Flag Football has started with seven teams. Softball continues through October
with 45 teams. They should finish late in October. Coed volleyball starts
tonight with eight teams. Basketball registration will run from October 23
through November 07 for a 10 game schedule.
The Spice of Life Kitchen Band played twice this month. The seniors held a
covered dish luncheon on September 28 and visited the Kiwanis Senior Crafts Fair
on September 29.
III.
PARK DIRECTOR'S REPORT
Mr. Rick Herold reported that the Midway Tot Lot is going in and is almost
complete. This will be the last of the new playgrounds.
There are two other construction projects still to be done. One is the fence
around Midway #2. The other is to construct a new obstacle course for the
Police and Fire Departments.

The appraisal on the Villages of Bear Creek Grant have come in. One appraiser
came in at $10,500 per acre. The second appraiser came in at $8,000 per acre.
These have been forwarded to the state Texas Parks and Wildlife Department where
they will be viewed. They will give us what the state will allow in matching
funds for the land which we should have back in the next two weeks. If we don't
contest that, we can register the deeds which we already have. We can then
officially take over and everything will happen very quickly from that point.
A new attendance record has been started. Four men, Jerry Massey, Steve
Wiltshire, Cary Stevenson and Jimmy Beck, did not miss a day in the past year.
50% of the Parks Department missed two or less days.
The berm has been weeded. Four people from a temporary manpower agency were
acquired. These four men with one lead man, Jerry Massey, cleaned up both berms
in three days. Well over 300 bags were accumulated.
The trail has been finished at Ruth Millican Center. The signage is not up yet.
Lights will be going up this week.
Mowing is slowing down.
