PARK AND RECREATION BOARD
SEPTEMBER 11, 1989
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at 7:00
P.M. , Monday, September 11, 1989, in the Council Chambers of the Euless
Municipal building by Chairman Hogg. Other members present were Mrs. Helen
Lightbody, Mrs. Bonnie O'Brien (alternate), Messrs. Richard McNeese, Marland
Ernest, Jerry Robinson, Ron Henson, and Bill Tarin (alternate).
Also present were Rick Herold, Park Director; Julia Wakeley, Recreation
Director; Jay Heilman, Director of Community Services; Mr. John Giedraitis, City
of Austin; and Ann Hajek, Recording Secretary.
INVOCATION
The invocation was given by Mr. Marland Ernest.
VISITORS
Visitors attending the meeting were Councilmember Mary Lib Saleh; Jim Hickerson,
Assistant City Manager; Lynn Shackelford, Director of Administrative Services;
Jan Hogg; Linda Lux; Reggie Cast; Marge Crow; George McKinney; and Jerry Crane.
AWARDS PRESENTATION
Leon Hogg and Richard McNeese presented Linda Lux and Reggie Cast with plaques
in recognition of their outstanding volunteerism. Linda was presented the
Volunteer of the Month award for October and Reggie was presented the Volunteer
of the Month Award for the month of November.
Mr. Marland Ernest was presented with a plaque in recognition for his service as
Chairman of the Park and Recreation Board.
MINUTES
The minutes of the regular meeting dated August 07, 1989 were approved as
written.
CHRISTMAS TREE RECYCLING
Mr. John Giedraitis, of the City of Austin, presented a slide show on Austin's
Christmas Tree Recycling program. He stated that Austin was in the 5th year of
the project which started in 1985 when 10,000 trees were brought in. Last year
30,000 were collected. He explained that Christmas Tree Recycling is a high
visibility project that promotes recycling in general.
He also spoke briefly on the Treaty Oak and explained treatment methods being
used after its poisoning.

OLD BUSINESS
BOARD MEMBERS REPORTS
Mrs. Bonnie O'Brien reported that her parks are in great shape.
Mr. Bill Tarin did not have a report.
Mr. Ron Henson reported that the Midway Recreation Center is getting plenty of
use.
Mr. Jerry Robinson stated that Blessing Branch is fairly inactive. He also said
that Midway Park is looking good.
Mr. Marland Ernest stated that both Oakwood Terrace and Kiddie Carr Parks are in
good shape.
Mrs. Helen Lightbody said she had nothing new to report on Bear Creek.
Mr. Richard McNeese reported that Wilshire looks good. He also stated that the
grass at West Park looks good but the road is still in need of repair.
Richard also stated that he had spoken with Mr. Charles Hunt regarding the old
iron bridge. Also, Leon Hogg found the 100-year-old sign. This has been a fun
project and a celebration may be planned.
Mr. Leon Hogg stated that he was also excited about the bridge. The County
Commissioner's Court is helping with this project also. He stated that his
parks look good.
Leon reported that for the month of August Highway 10 had 48 volunteer hours.
The BEE Committee had 504 hours. Weeding the Berm on Highway 10 contributed 4
1/2 hours. This brings the year-to-date total to 8,920 hours for a savings (at
$5.00 per hour) of $44,600.
NEW BUSINESS
I.
INPUT FROM DIRECTOR OF COMMUNITY SERVICES
Mr. Jay Heilman said that in reference to the Christmas Tree Recycling Program
he had heard of one city that allowed the citizens to bring a bag to take some
of the wood chips home with them when they brought their tree in.
II.
PARK DIRECTOR'S REPORT
Mr. Rick Herold reported that new playground equipment has been installed at
South Euless. The equipment is similar to that at J. A. Carr Park. The park
has been bermed for drainage. There are still some signs that need to go up.
A new jogging trail has been installed at Ruth Millican.

Work has been finished outside the "Pagoda Room" at Midway Recreation Center.
Plants for the building are forthcoming for the grand opening.
Ballfield #2 at Midway Park still has grass coming in.
Rick also mentioned that in the last month of the incentive program Jimmy Beck,
Jerry Massey, and Steve Wiltshire have not missed a sick day this year.
III.
RECREATION DIRECTOR'S REPORT
Mrs. Julia Wakeley reported that there was a total of 8,919 recreation units
this month.
The Spice of Life Band will have and album forthcoming around Christmas.
Proceeds from the album will be used to support various band expenses.
The supper club planned for September 22 has been moved to September 29.
The T.A.A.F. Coed Major State Softball Tournament was held on August 26 and 27.
It was a success but couldn't have been done without the Parks Department and
their efforts to make the field look great.
The N.C.A.A. Sanctioned Women's Summer Basketball League finished its season on
August 10.
Fall Softball leagues have 45 teams participating.
Flag Football will begin September 14 with seven teams.
Two coed volleyball leagues will begin in October. One will be a competitive
league, the other will be recreational.
The pools are both closed now. We had tried to keep them open longer this year.
Wilshire closed earlier than expected due to staff returning to school. South
Euless closed on Labor Day.
Julia reported that she and David Pryseski attended "Back to School" at The
University of North Texas.
IV.
BEAUTIFY EULESS EVERYDAY REPORT
Marge Crow reported that the Christmas project is still in the planning stages.
An award banquet will be held for volunteers on October 7 at Ruth Millican
Center.
Helen Lightbody asked Julia and Rick to think about a solution to putting
aluminum can recycling boxes in Midway Recreation Center. The problem with the

last ones used was that kids were not finishing their canned drinks before
putting the cans in the box and it began to leak on the floor.
V.
INPUT FROM COUNCIL MEMBERS
Mary Lib Saleh said that she was looking forward to the grand opening of Midway
Recreation Center.
She invited the board and city employees to attend the Council meeting on
September 12. She said the council would be discussing and passing the budget.

INPUT FROM VISITORS
None.
VII.
FURTHER BUSINESS
A discussion of volunteer programs was held.
Julia reminded the Board of the Grand Opening of Midway Recreation Center
September 16.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 8:30 P.M.
with a closing prayer by Chairman Hogg.
