PARK AND RECREATION BOARD
AUGUST 07, 1989
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at 7:03
P.M. , Monday, August 07, 1989, in the Council Chambers of the Euless Municipal
building by Chairman Ernest. Other members present were Mrs. Helen Lightbody,
Messrs. Richard McNeese, Leon Hogg, Jerry Robinson (alternate) and Bill Tarin
(alternate).
Also present were Rick Herold, Park Director; Julia Wakeley, Recreation
Director; Jay Heilman, Director of Community Services; and Ann Hajek, Recording
Secretary.
INVOCATION
The invocation was given by Mr. Richard McNeese.
VISITORS
Attending the meeting was Councilmember Mary Lib Saleh.
Board members and Park and Recreation staff members introduced themselves to Mr.
Bill Tarin.

The minutes of the regular meeting dated June 05, 1989 were approved with a
correction.
OLD BUSINESS
BOARD MEMBERS REPORTS
Mrs. Julia Wakeley inquired as to how much of Euless Junior High is the
responsibility of the city. Mr. Rick Herold replied that all of that property,
including the tennis court, is now the responsibility of the school district.
Mr. Leon Hogg reported that Highway 10 had 45 volunteer hours for the month of
June and 48 hours for the month of July. The BEE Committe did not meet.
Special events had no volunteer hours. The Working Connection volunteered
861 1/2 hours for the month of June and 800 1/2 hours for the month of July.
This amounts to a total of 8,363 1/2 hours for the year with a savings (at $5.00
per hour) of $41,817.50.
Leon commented that his two parks are Van Reit and Del Norte. He said they both
looked very good.
Mrs. Helen Lightbody reported that her areas of responsibility are Bear Creek
and Lakewood. She inquired about concrete and some large trash cans in Little
Bear Creek. Rick said that Public Works has been working on the creek as creek
beds and channels are their responsibility. Helen also asked if all of our

parks are marked with signs stating "No Alcohol". Rick said that the signs do
need to be improved and some effort may be made toward improvements coming into
the next budget year. Helen also mentioned that Lakewood looks good.
Mr. Richard McNeese reported that his two areas of responsibility are Wilshire
and Westpark. He said that there has been very little activity at the parks but
that they are in good shape. He asked if the speed limit signs would be
replaced. Rick replied that they are on order. Richard also mentioned the
erosion at Westpark.
Mr. Marland Ernest stated that the grass looks very good at Westpark.
Marland Ernest reported that his areas of responsibility are J. A. Carr, Kiddie
Carr and Oakwood Terrace. He did not have a report on those parks but did
inquire as to whether any of the new playground equipment will be placed in
South Euless. Rick replied that new playground equipment would be placed at
South Euless within two weeks -- by the time school starts. Mr. Richard McNeese
mentioned the terrible glass breakage problem at South Euless. Rick said they
would keep an eye on it and perhaps install a new trash receptacle.
Mr. Jerry Robinson reported that Blessing Branch looks good but there is not
very much activity there. Midway Park looks better all the time. A fence is
going up around Field #2. He mentioned that his daughter used the multi-purpose
room for her rehearsal dinner. He commended the staff and the facilities.
TREE BOARD REPORT
Mr. Richard McNeese gave an update for the months of June and July. The total
was $21,319.00 for a year-to-date total of $64,256.00. As reported before, we
have already met the criteria to qualify for Tree City.
NEW BUSINESS
I.
RECREATION DIRECTOR'S REPORT
Attendance for the months of June and July was 24,622. Free play accounted for
17,500 recreation units, raquetball is averaging about 8 reservations a day
which totals to 472. Basketball league brought in 1600 units. Structered
classes accounted for 4,550 units. One special event was held, the wrestling
match, which had 500 units.
June rentals and workshops over and above scheduled classes and open hours:
Simmons 9; Ruth Millican Center 10; Bear Creek Pavilion 7; South Euless Pool 1;
McCormick Gazebo 1; and J.A. Carr Park Gazebo 1.
July rentals and workshops over and above scheduled classes and open hours:
Simmons 3; Ruth Millican Center 2; Bear Creek Pavilion 8; Wilshire Pool 1; J.A.
Carr Park Gazebo 1; and Midway Recreation Center 5.
There was a total of 79 classes with 803 registrants: Swimming lessons 203;
Tennis 31; Track 81 (30 went to the Texas Games); Various other classes 488.

The fall program will be in the home September 10 with classes beginning
September 18. Classes will run through October 27. Second session will run
from November 6 through December 15. A whole new look has been promised for the
program.
Seniors have picked up some exercise classes and are playing bingo weekly.
Diana may begin teaching Spanish to the seniors. Spice of Life Kitchen Band had
8 performances during June and July. They have performed to about 250 people
this summer and have 3 engagements coming up. Willie has received an invitation
for the band to play at the McKinney Pioneer Days in September.
Summer softball has ended. Women's basketball has playoffs and the championship
game left. Coaching staff from several colleges have visited these basketball
games. Flag football will start September 6. We will also have two coed
volleyball leagues this fall. We will host the T.A.A.F. Coed Major state
tournament the last part of August.
Movies in the Park have gone well. We have had between 250 - 300 people attend.
We have completed 5 and have 1 remaining.
Open house for Midway Recreation Center will be September 16.
The Hats Off To You Club Ritz Supper Club will be held for the Seniors,
September 22, at the Ruth Millican Center.
Julia presented a certificate of achievement from the Texas Recreation and Parks
Society to Rick Herold.
II.
PARK DIRECTOR'S REPORT
Mr. Rick Herold presented an award of merit from the National Sports Foundation
to Julia Wakeley. He stated that this is one more rung up the ladder in the
National Gold Medal Contest.
The construction crew has been working at Midway Park on the irrigation system
at the new recreation facility. Landscaping is slowly coming in to play at
Midway.
1000 cubic yards of dirt have been brought in to Field #2. It is going to be a
premium sports system. The irrigation should be in by the end of the week and
then seed will go in and the fence will go up.
The Working Connection program was cut to 8 people this year. They were such
outstanding people that the four of them have found full-time regular employment
this summer. Their primary responsibility was the right-of-ways and they have
done a good job on them. The chemical program on the right-of-ways is one-third
finished.
Concerning the Villages of Bear Creek grant, within a month we should have

taken official deed of the property. A lot of compromises have had to be made
especially with all of the flooding. The state will let us appraise the
property with out the improvements (that are in disrepair due to the flooding).
The areas involved in the turf improvement program are all looking very good.
Bermuda growth has increased tremendously. The areas that look much better are
in front of the library, Midway #1, Midway #4, Westpark, and Van Reit.
Rick reminded the board of the National Recreation and Park Association
convention in San Antonio in mid-October. Euless will be one of only two cities
from Texas presenting at the convention.
Whataburger is interested in moving the 10k run from Memorial Day to be held in
conjunction with the Lawn and Garden Show.
Some members of the Parks staff will be attending pesticide training. The
pesticide training laws have gotten stricter. Also, the Second Annual Parks
Training Seminar was held at the University of North Texas. Some excellent
speakers were available and Leon Hogg filmed it all.
III.
INPUT FROM DIRECTOR OF COMMUNITY SERVICES
Mr. Jay Heilman reminded the board of the Employee Ice Cream Social to be held
August 18 at 3:00 p.m. at the Simmons Center.
Euless won 3rd place in the Keep Texas Beautiful Presentation. It was one of
four awards the city received at Keep Texas Beautiful.
John from the Austin Tree Board will meet with the board at the September
meeting.
The city was involved in the Arlington-based Association for Retarded Citizens
(ARC) Summer Youth Program. Three of the participants worked on a landscaping
program at the Ruth Millican Center. There has been a drastic change of
appearance for RMC. The landscaping looks very good.
The BEE Committee is putting together the twelve days of Christmas. It will be
put on plywood and displayed in front of the Municipal Complex along the service
road. It will be put out over a couple of days period of time.
The old iron bridge at South Euless is approaching its 100 year anniversary. It
is time to start planning some events in conjunction with this anniversary. It
is hoped that programs can be presented to the schools. A historical marker may
be applied for.
A decision on weight equipment for Midway Recreation Center has been set aside
until we know what monies are available for the project.

IV.
FURTHER BUSINESS
Chairman Ernest inquired as to the Midway Mulla program being used for
discipline at the Recreation Center. Mrs. Wakeley explained that the kids can
work for Midway Mulla and then this "money" can be used to purchase snacks at
the concession stand.
Marland asked for a volunteer to pursue some plans for the old iron bridge
anniversary. Mr. Richard McNeese volunteered to start looking into it and Mr.
Leon Hogg volunteered to assist him.
Marland asked what had happened with the driving range. Rick said that the
planning and zoning department determined that there had to be a final plat on
the property as to not waive any of the zoning ordinances for the city. The
cost of a final plat was around $12,000. It became an economical issue. Other
land will have to be found.
Leon Hogg suggested that Linda Lux and Reggie Cast should be honored as
volunteer of the month. Mary Lib Saleh suggest Willie Byers. It was decided
that Willie be recognized in September, Linda in October and Reggie in November.
Linda Lux and Reggie Cast, however, will be presented their awards at the same
time even though they are for different months.
V.
BEAUTIFY EULESS EVERYDAY REPORT
The Beautify Euless Everyday Report was included in the Director of Community
Service Report.
VI.
INPUT FROM COUNCIL MEMBERS
Mrs. Mary Lib Saleh said that she thought our participation in the ARC summer
program will be great for the Gold Medal next year. She thanked Mr. Leon Hogg
for representing the Park Board at City Council meetings.
She also said that out of all of the groups that had people apply to them, the
Park Board had more people than anyone else and all of the applicants were
outstanding.

VII.
ELECTION OF OFFICERS
The officers elected to serve on the Park and Recreation board for the ensuing
term were Mr. Leon Hogg - Chairman; Mr. Richard McNeese - Vice-Chairman; Mr.
Jerry Robinson - Secretary.
VIII.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 8:47 P.M.
with a closing prayer by Chairman Ernest.
