PARK AND RECREATION BOARD
JUNE 05, 1989
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at 7:05
P.M. , Monday, June 15, 1989, in the Council Chambers of the Euless Municipal
building by Chairman Ernest. Other members present were Mrs. Helen Lightbody,
Mrs. Bonnie O'Brien (alternate), Messrs. Ron Henson, Richard McNeese, Leon Hogg,
and Jerry Robinson (alternate).
Also present were Rick Herold, Park Director and Ann Hajek, recording secretary.
INVOCATION
The invocation was given by Mrs. Helen Lightbody.
VISITORS
Visitors attending the meeting were Mr. Butch Potvin and Mr. Bill Kirkley.
MINUTES
The minutes of the regular meeting dated May 01, 1989 were approved as written.
OLD BUSINESS
BOARD MEMBERS REPORTS
Mr. Marland Ernest reported that his areas of responsibility are J. A. Carr
Park, Kiddie Carr Park and Oakwood Terrace. The high waters have washed a lot
of papers and trash in the creeks. The parks are in excellent shape and very
active and busy. Marland inquired about responsibility for mowing and
maintenance of Oakwood Terrace. Richard stated that we are only responsible for
upkeep around equipment. The rest of the land is the responsibility of the
school district.
Mr. Ron Henson reported that he had looked at the new Recreation Center but it
was not open when he went by.
Ron stated that the City of Austin will be here to talk to the Park and
Recreation Board and the BEE Committee sometime in August. Mrs. Helen Lightbody
suggested combining the August Park and Recreation Board meeting with the August
BEE meeting for the City of Austin presentation.
Ron continued with the Tree Board report. Expenditures for April and May were
$13,000. The year-to-date total is $43,000. This does not include water. We
have already qualified again for Tree City.
Mr. Jerry Robinson reported that Midway Park has been very busy. Field #2 was
quite dry for the amount of rain we have had. He did not have a report on
Blessing Branch.

Mrs. Helen Lightbody reported that she had been unsure exactly what areas to
observe at Bear Creek and Lakewood. She said that Lakewood looked good. She
inquired as to whether there was a lot of problems from the rain. Rick replied
that they had experienced severe problems from the rain. He said that 1/4 mile
of the jogging trail was washed. The Villages of Bear Creek also received
severe problems and is expected to be closed for some time.
Mr. Richard McNeese reported that his areas of responsibility are Westpark and
Wilshire. Westpark looked very good and well maintained. Both speed limit
signs have been stolen from Westpark. Wilshire was very busy due to the pool.
There was some trash in the park from the main trash barrel.
Mr. Leon Hogg reported that the 10k had 53 volunteers for 159 volunteer hours.
The BEE Committee had 46 hours. Highway 10 had 49 hours. Previously unreported
hours came to 380 hours. The year to date total is 6,608 1/2 hours. This
amounts to a savings (at $5.00 per hour) of $33,042.50.
Leon stated that his parks are Del Norte and Van Riet. He reported that five
lights were out at Westpark. It is hoped that some of the lighting can be
redone. He stated that some of the lights have plastic covers on them. This is
so they cannot be damaged by B.B. guns.
Leon said that Van Riet looks fine. He mentioned that it looks like there may
be a drainage problem beginning at Del Norte. He also remarked that there are
some stairs that may be a liability problem that were placed over the wall near
the James Robison offices. Also, the putting green has been used as a driving
range.
Mrs. Bonnie O'Brien reported on her areas, Villages of Bear Creek and McCormick
Parks. She was not able to get out to McCormick Park. She did mention that
there is a light pole down at J. A. Carr Park.
NEW BUSINESS
I.
PARK DIRECTOR'S REPORT
The Villages of Bear Creek Park Grant Land Donation process is still in
Sunbelt's court. The contract has not been submitted yet but will be soon. We
can submit it and if the land donation does not come through the contract will
be torn up.
Rick stated that the Villages of Bear Creek jogging trail is not maintained by
the city but rather by The Villages of Bear Creek Homeowner's Association.
He mentioned that he and Jimmy Beck went to the National Wildflower Research
Center in Austin. They attended an open house on a Saturday and had a nice talk
with Lady Bird Johnson. They have a lot of good information on native Texas
plants.

The Fort Worth Working Connection will be providing 12 employees this summer.
Jerry Massey will be the leading supervisor. The first project will be the the
drainage ditch on Midway Road. Next they will be working on all of the
right-of-ways.
A parcel of land at Fuller-Weiser and Hwy. 183 has been found which should be an
outstanding location for a driving range. The land, which is 9.42 acres, is
owned by Mr. Levin J. Van Riet. We will be able to lease the land for $800 a
month on a month-to-month basis. The city will not waive any Planning & Zoning
requirements so it will take a bit longer than expected to get the project off
the ground. The land is not platted so we will have to do that. We could go to
the Council and ask for seven variances but we do not want to do that. We feel
that a driving range is a need that is not currently being met in this area.
There is still nothing established on the grand opening of Midway Recreation
Center.
II.
INPUT FROM VISITORS
Mr. Butch Potvin of the Euless Athletic Association commended Rick Herold on
doing such a great job on the ball fields.
Butch also asked the Board for their support in going before the City Council
for permission to hold a carnival at Midway Park. The proposed date for this
carnival is July 8, 1989. It would run from approximately 11:00 a.m. - 6:00
p.m. The carnival will be a fund raiser for the Association.
A motion was made by Mr. Leon Hogg for the Board to support the Euless Athletic
Association in their endeavors. Mr. Richard McNeese seconded it. The motion
was carried.
III.
RECREATION DIRECTOR'S REPORT
Due to the absence of Mrs. Julia Wakeley, Ann Hajek presented Mrs. Wakeley's
report.
Attendance for the month of May was: Gym 3,132, Ruth Millican Center 165, and
Simmons Center 185 for a total of 3,482. The attendance for May 1988 was: Gym
3,127, Ruth Millican Center 225, and Simmons Center 3,127 for a total of 3,562.
There were 163 runners and 53 volunteers at this year's 10k.
Simmons building had 11 rentals. Bear Creek Pavillion was reserved 12 times.
J. A. Carr Park Gazebo was used 6 times and Del Norte was reserved twice.

Spice of Life Band performed three times in May. One of these performances was
in Haltom City for the second part of their Battle of the Bands. This
performance was video taped. The tape should be available through the
Recreation Department for $5.00. They only have one gig scheduled for June so
far.
Program registration is going well. There have been over 100 registrants after
just one week of registration. Registration will run for one more week.
The first women's basketball league will begin this summer. It is N.C.A.A.
sanctioned so that college players may participate thus bringing a higher
quality of play to the league. Over 100 players are expected which should make
it the largest women's basketball league in the metroplex.
South Euless and Wilshire pools opened May 29 and should remain open until
September 4. Sign-ups for swim lessons have been excellent. Lessons begin next
week.
Spring softball leagues will finish up this month. The city-wide post-season
tournament is scheduled for June 24 with each division's top teams advancing to
T.A.A.F. Regional Tournaments in July. Euless will host T.A.A.F. Regional
Tournaments on July 8 and 22 and will host the T.A.A.F. Coed State Tournament
August 26 and 27.

BEAUTIFY EULESS EVERYDAY REPORT
None.

INPUT FROM COUNCIL MEMBERS
None.
FURTHER BUSINESS
Chairman Ernest read a letter that was sent to Mr. Tom Hart from Donald Booth of
The Source Associates, Inc. The letter commended Rick Herold and his staff on
the Lawn and Garden Show. Rick mentioned that the video tape of the show should
be ready by next month.
Marland suggested that the July meeting by cancelled due to the July 4th
holiday. Also, the August meeting is tentatively scheduled to be with the Tree
Board visitors from Austin and the BEE Committee.
Mrs. Helen Lightbody inquired as to whether any study was being made within the
city concerning land available for future development. Rick Herold stated that
Schrickel and Rollins looked at all available land. Rick also said that the 40
acres across from the Villages of Bear Creek would be an important piece of land
for parks growth.
