HomeMy WebLinkAbout1989-04-03 REGULAR MEETING PARK AND RECREATION BOARD APRIL 03, 1989 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7:03 P.M. , Monday, April 03, 1989, in the Council Chambers of the Euless Municipal Building by Chairman Ernest. Other members present were Mrs. Helen Lightbody, Mrs. Bonnie O'Brien (alternate), Messrs. Leon Hogg, Richard McNeese, and Jerry Robinson (alternate). Also present were Julia Wakeley, Recreation Director; Rick Herold, Park Director; Jay Heilman, Director of Community Services; and Ann Hajek, recording secretary. INVOCATION The invocation was given by Mr. Jerry Robinson. VISITORS Visitors attending the meeting were Messrs. Tom Hart, Sonny Gonzalez and Butch Potvin. MINUTES The minutes of the regular meeting dated March 06, 1989 were approved as written. Mr. Tom Hart addressed the board about the management transition within the City. He said there would be some positive change and the City will try to give the citizens the best return on their tax dollar. He noted that he has three goals for the City: customer service, communications, and pride in working & living here. OLD BUSINESS BOARD MEMBERS REPORTS Mr. Leon Hogg reported that Highway 10 had 50 volunteer hours, BEE Committee had 177.5 hours, and the Easter Egg Hunt had 6 volunteer hours for a total of 588.5 hours thus far this year. This amounts to a savings (at $5.00 per hour) of $2,942.50. Since the volunteer program was started in 1985 there has been a savings of $100,951 (some at less than $5.00 per hour). Leon also commented that his parks look great. Mrs. Helen Lightbody reported that there has not been much activity at McCormick or Bear Creek parks. Helen also commented that in the future she believes Hurst, Euless, and Bedford will be working together for the purpose of recycling. - Park and Recreation Board Meeting Minutes April 03, 1989 Page 2 Mr. Richard McNeese reported that his areas are Midway Park and Blessing Branch. The parks are in good shape and there has been a lot of activity. The Tot Lot looked good at Midway and all of the ball fields were being used. He also noted that the area around the new building has been cleaned up a lot. Richard commented that the grass has come out at Van Riet and there were a few people out. Mr. Marland Ernest reported that the dumpster has been overfilled at Van Riet and there is a lot of trash north of the buildings. He asked Board Members to meet at Van Riet, Monday, April 10, 1989 at 7:00 P.M. to pick up trash. This would be timely in relation to the BEE Committee submitting their application for the Governor's Community Achievement Award. Marland also reported that Del Norte is in top notch shape. Mr. Jerry Robinson reported that the Lakewood Tot Lot has been busy and the kids seem to love the sand. The trail looks good at Bear Creek but there are some shingles off of the pavilion. Mrs. Bonnie O'Brien reported that her areas of responsibility, South Euless and Euless Jr. High, look good. She mentioned that J. A. Carr Park looks very good. Bonnie also commented that she has walked at night at J. A. Carr Park on the trail and feels very safe with the lights and there are usually other people walking. TREE BOARD REPORT Mr. Richard McNeese gave an update for the months of February and March. The number of man hours spent on tree projects was 152.5 for a yearly total of 371.5. Man hours times a dollar figure of $12.75 per hour total $1,944.38 for the month and $4,736.63 for the year. The valuation of new tree plantings total $300.00 for the month and $6,720.00 for the year. Miscellaneous tree and plant purchases total $191.82 for the month and $191.82 for the year. Chemical purchases total $1,378.62 for the month and $2,397.95 for the year. Pro-rated estimate of tree related employees salaries plus benefits total $10,000.00 for the month and $15,000.00 for the year. Total for February and March is $13,814.812. Yearly total is $29,046.40. Richard said he feels that we are right on track to meet the qualifications for Tree City next year. NEW BUSINESS I. INPUT FROM DIRECTOR OF COMMUNITY SERVICES Mr. Jay Heilman reported that a lot of time has been spent processing applicants for additions to the recreation staff. The concessions will be ready for baseball. Mr. Rick Herold and Mrs. Julia Wakeley will be presenters at the National Park and Recreation convention in San Antonio in October. Euless has been chosen as one of only ten cities in the state and only 55 cities nationwide that will make a presentation at the convention. • Park and Recreation Board Meeting Minutes April 03, 1989 Page 3 Jay said he has not heard anything on the Arbor Convention. He thanked the recreation staff for the employee breakfast and for cooking at the Trash Off. Jay also mentioned that next year for the Trash Off citizen participation will be encouraged. A person has been chosen to start working at the recycling center. Jay encouraged board members to promote citizen volunteerism for our special events. II. PARK DIRECTOR'S REPORT Mr. Rick Herold stated that in reference to multi-use play, Westpark is used by five different sports associations. The key is to continue looking at park land in the future. He mentioned that the Gametime telephones for the Tot Lots has been a disappointment because they are not vandal proof. Gametime will be asked to review their materials used in the telephones. Rick thanked Mary Lib for her help with the How-To-Grow Lawn and Garden Show. He also thanked the BEE Committee for the Trash Off and the Recreation Department for their help with the How-To-Grow Lawn and Garden Show. Midway #2 baseball field is waiting for pillars to be poured to start building the backstop. Rick commented that the Parks Department is very excited about the How-To-Grow Lawn and Garden Show. He hopes it will be a source of pride for the city for years to come. III. RECREATION DIRECTOR'S REPORT Mrs. Julia Wakeley reported that attendance for the month of March was: Gym 3,654, Ruth Millican Center 767 and Simmons Center 437 for a total of 4,858. Attendance for March 1988 was: Gym 3,815, Ruth Millican Center 634 and Simmons Center 460. Julia thanked Mary Lib for her help with the Little Lads Shindig and the Easter Egg Hunt. There were 13,000 eggs and 150 prizes distributed at the hunt. Approximately 500 children attended. The Employee Breakfast was held March 17. Mr. Tom Hart, his staff and division heads served omelets for two hours. Approximately 75 employees attended. The Spice-Of-Life Kitchen Band played three times last month and has three performances scheduled for April. Mary Lib is providing a spaghetti dinner and bingo party for the seniors on April 20. The senior's Easter party was held March 23. Park and Recreation Board Meeting Minutes April 03, 1989 Page 4 Basketball leagues have finished as have Flag Football leagues. Whataburger will furnish the shirts for the 10k. David Pryseski, our new employee, can furnish a mailing list of 400 names for the 10k. Softball signups are going well. Over 50 teams are registered in five leagues. For the month of March there were two rentals, five workshops, eight employee city usage, three gazebo and Bear Creak pavilion rentals. The Gold Medal Award entry will be ready to be mailed before April 10. Coming attractions: Ultra Golf Tournament, April 15; Battle of the Bands, April 20; Lawn and Garden Show, April 29, and deadline for the recreation program brochure, April 28. IV. BEAUTIFY EULESS EVERYDAY REPORT The Trash Off went well. The report for the Governor's Community Achievement Award is due in Austin by April 30, 1989. Grand Opening for the Recycling Center should be held sometime in April. V. INPUT FROM CITY COUNCIL MEMBERS None. VI. INPUT FROM VISITORS None.
