PARK AND RECREATION BOARD
DECEMBER 5,1988
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to order at
7:00pm, Monday, December 5, 1988, in the Council Chambers of the Euless
Municipal Building by Chairman Ernest. Other members present were Mrs. Helen
Lightbody, Mrs. Mary Lib Saleh, Mrs. Bonnie O'Brien (alternate), Messrs Ron
Henson, Leon Hogg and Jerry Robinson (alternate).
Also present were Julia Wakeley, Recreation Director; Rick Herold, Park
Director; Jay Heilman, Director of Community Services; and Diretha Crockett,
recording secretary.
INVOCATION
The invocation was given by Mrs. Helen Lightbody.
VISITORS
Visitors attending the meeting were Mrs. Marge Crow, Mrs. Alice Ernest and Ms.
..� Marna Haga. Also, in attendance were Messrs. Bud Hand, John Ledbetter and Daniel
Dearborn.
AWARDS PRESENTATION
Volunteer of the Month Award was presented to Mrs. Alice Ernest a resident of
Euless for twenty one years. Which time she has been active in several
organizations including Beautify Euless Everyday Committee for five years (2
years as Chairman).
MINUTES
The minutes of the regular meeting dated November 7, 1988 were approved as
written.

OLD BUSINESS
BOARD MEMBERS REPORT
Chairman Ernest liaison for Van Riet Soccer Complex and Del Norte reported that
all of the areas are in very good shape. Mrs. Mary Lib Saleh liaison for the
Community Building and Special Events reported on the large turn out for the
Seniors Thanksgiving Luncheon and an even larger attendance for their Christmas
Luncheon. Several of the board members attended the luncheons.
She further reported that in January of 1989, a meeting is scheduled between the
board members and the youth athletic association presidents of this area (to
discuss plans for the coming year).
Chairman Ernest announced that the next Park and Recreation Board regular
scheduled meeting will be January 9, 1989.
Mr. Jerry Robinson liaison for Bear Creek reported that the park is in good
shape and the native pecans are plentiful.
Mrs. Helen Lightbody, who has been out of town, did not have her new area and
facility assignment. She reported that at WestPark and Wilshire, there was very
little active at the time she went by, but that the parks are well maintained.
Mr. Leon Hogg liaison for Kiddie Carr Park, Carr Park and Oakwood Terrace
reported that the parks are in good shape.
The Volunteer hours for October are BEE Committee 128 hours and Highway 10 49
hours, for November, BEE Committee 425 hours and Highway 10 48 hours. This gives
us a total for the year 9,958 volunteer hours for a total savings of $49,790.00.
Mr. Hogg complimented Rick Herald for the living Christmas tree and for a job
well done.
Mrs. Bonnie O'Brien liaison for South Euless stated that the park was in good
shape. She also stated that she used the trail at Carr Park, and the park is
very active.
TREE BOARD
Mr. Ron Henson reported that through the month of November approximately
$90,000.00 was spent on tree projects. He further stated that we have to have
our application in by the end of the year to be recertified.

NEW BUSINESS
I.
INPUT FROM DIRECTOR of COMMUNITY SERVICES
Mr. Jay Heilman passed around a brochure for all the board members to view,
concerning the color scheme of the new play ground equipment.
The City Council approved the play ground equipment (Top Town at Lakewood and
Midway) and (Elementary size at Midway, South Euless and Simmons) also ten park
benches to be distributed at several of the parks. They further approved the
jogging trail to be extended to one mile and to improve the surfacing.
The recreation center is on schedule and Mr. Lenn Shackelford is getting bids
for furnishing the building.
Mrs. Julia Wakeley is getting information and bids for the weight equipment.
II.
PARK DIRECTORS REPORT
Mr. Rick Herald introduced two of the park employees: John Ledbetter who has
graduated from Texas A&M Turf Management School held in Dallas and Daniel
Dearborn who has recently attended irrigation school and will be receiving his
licenses.
Mr. Herald spoke with Mr. Beau Bass and the state will not hear about the park
grant until after the first of the year.
Some drastic changes have been made at Bear Creek Park. The part of the park
that was unused has been improved plus a quarter mile jogging trail with a pecan
shell base. A new sign will be installed to improve the appearance of the park
and more parking spaces has been added.
Last week the mowing crew cleared up the right-of-ways (12 truck loads of
trash).
MAJOR PROJECTS
1) Repair concrete breaks in entire Bear Creek Jogging Trail.
2) Poured concrete entrance to Del Norte Jogging Trail.
3) Continued removal of dangerous trees at all City property.
4) Refurbishment and reclamation at Bear Creek Park.
5) Installed Christmas Decorations.

6) Picked up trash through-out Right-of-Way System (12 loads of trash)
7) Installed new trees through-out system.
UPCOMING
1) Creation of 1/4 mile jogging trail for runners at Bear Creek.
2) New, brighter lights at Midway Playground and Picnic area.
3) Additional lighting of Bear Creek Parking lot. Additional defined parking
at Bear Creek. New, major sign at Bear Creek.
4) Playground equipment anticipation at 5 Euless Parks.
5) Simmons Trail Improvement.
III.
RECREATION DIRECTORS REPORT
Mrs. Julie Wakeley reported the attendance for the month of November was: Gym
4,522, Ruth Millican Center 1,342 and Simmons 851 for a total of 6,715. We had
two Bear Creek pavilion rentals and two outside usage for the Gazebo. Ruth
Millican Center was used once for a Police Dept. workshop.
Our Fall softball is officially over and we're getting ready for a big Spring
registration. We will be hosting the Co-Rec State Softball Tournament this
coming summer.
The Thanksgiving Luncheon we had 70 seniors and guests. Bonnie O'Brien was our
liaison from the board (she was out of town and unable to make it). She gave
all the seniors a Thanksgiving prayer on cards.
The Kitchen Band has been practicing every Tuesday for their upcoming
performances. They have also been entertaining at some area nursing homes.
Mrs. Mary Lib Saleh made the center pieces for each table for the Christmas
Luncheon. A job well done - the Seniors really appreciated it.
Our structured classes will end December 23 and our next session will begin the
30th of January.

IV.
NEW RECREATION CENTER PROGRAM REPORT
This report was discussed in item I. of the agenda.
V.
BEAUTIFY EULESS EVERYDAY REPORT
Mrs. Marge Crow announced that they will be continuing with the programs started
this last spring.
In October we had our annual Barbecue to honor the volunteers on Highway 10 and
Main Street.
We will enter the Governors Community Achievement Award this year.
At our last meeting we had a group to present us with a check for a tree (we
have to decide where to plant the tree). We are glad some of the organizations
are recognizing us for some of the things we do.

INPUT FROM THE CITY COUNCIL MEMBERS
None.
VII.
INPUT FROM VISITORS
Mr. Bud Hand (a regular runner at Carr Park) voiced his concern about the asphalt
on the jogging trail.

There being no further. business to conduct, the meeting adjourne. at 8:30pm with
a closing prayer by Chairman Ernest.
