HomeMy WebLinkAbout1988-06-06 REGULAR MEETING PARK AND RECREATION BOARD June 6, 1988 CALL TO ORDER The regular meeting of the Park and Recreation Board'was called to order at 7:00 PM, Monday, June 6, 1988, in the Council Chambers of the Euless Municipal Building by Chairman Ernest. Other members present were Mr. Ron Henson, Mrs. Mary Lib Saleh, Mr. Richard McNeese, Mrs. Helen Lightbody, Mr. Leon Hogg and Mrs. Bonnie O'Brien (alternate). Also present were Julia Wakeley, Recreation Director; Rick Herold, Park Director; Jay Heilman, Director of Community Services; and Diretha Crockett, recording secretary. INVOCATION The invocation was given by Mr. Ron Henson. VISITORS Visitors attending the meeting were Messrs. Dick Hight, Bob Wordinger, Tim Rolen, Beau Bass and Herschel Lindley. Also, in attendance were Mrs. Jan Hogg, Mrs. Dana Jo Rolen and Ms. Ann Hajek. AWARDS PRESENTATION Volunteer of the Month Awards were presented to Mr. Tim Rolen and Mr. Dick Hight. They received a t-shirt with "Euless Park Partners - Volunteer of the Month" logo. A Certificate of Recognition was also awarded to the volunteers. MN FES The minutes of the regular meeting dated May 2 were approved as written. OLD BUSINESS Board Members Reports: Ron Henson reported that the park off 183 had very little activity the two or three times that he went by. The Van Riet facility also had very little activity even on week-ends. Mr. Henson reported that both are very well kept. This concluded his report. Park and Recreation Board Minutes June 6, 1988 Page Two Mary Lib Saleh reported that there was a lot of construction work going on at Midway Park. She reported that the park was being utilized in great numbers. Mrs. Saleh reported that on the day she visited Midway that there were approximately 300 children at the park. Mrs. Saleh reported further that there was quite a lot of litter in the playground area and particularly the ditch. She suggested that maybe litter signs in the park would be beneficial Mary Lib also voiced some concern over the exposure the children in the park have with leftover hot coals in the grills and that some of the bottoms of the grills looked like they needed repair. Leon Hogg added that there were 26 trees in the area of construction at Midway. He reported that Rick Herold was able to relocate 23 of those trees. Mrs. Bonnie O'Brien reported that Carr Park was very active. Bonnie O'Brien further reported that the park looked great with the exception of the high grass across the creek which does not belong to the City. Richard McNeese reported that Bear Creek had a lot of activity and McCormick Park had some limited family activity. Mr. McNeese reported that the water fountain at Bear Creek does not function correctly. Mr. McNeese stated that both the parks looked very good. Helen Lightbody reported that the community centers were very busy. Leon Hogg reported that South Euless Park was very active due mainly to the opening of the swimming pool and good weather. Lakewood was also very active and the new tennis court surfaces should be completed within the next 40-45 days. Mr. Hogg reported that Euless Junior High was real active due to the sports practices. Mr. Hogg further reported all the parks were looking good. Leon reported that Highway 10 had 52 volunteer hours; BEE Committee had 194-1/2 hours; the 10K had 75 volunteers @ 3 hours each for a total of 225 hours. Mr. Hogg reported that 2,166 volunteer hours have been spent and that @ $5.00 per hour this total would be $10,830.00 to date through May. This concluded Mr. Hogg's report. Tree Board: Mr. Henson reported during May, Rick and his crew spent 101 hours on tree projects for approximately $ 1,300.00. New trees were planted that were valued at $2,560 and tree and plant purchases totaled approximately $175.00. Ron Henson reported that Rick Herold used over 11,000 gallons of water which when accumulated with the other expenses would mean we have already spent approximately $22,000 which does not include the horticultrist or green house. At this rate, Mr. Henson believes we will easily qualify Euless for the Tree City USA again. Park and Recreation Board Minutes June 6, 1988 Page Three Gold Medal Award Contest Update: Mary Lib Saleh reported that Euless did not place in the contest. There is no additional information regarding this contest as Euless was not notified by the Gold Medal Award representatives. "Park Partners -- Pride Reducing Crime" Rick Herold reported that this program was given a personal response from Senator Graham's office. NEW BUSINESS: I. Final Report (Master Plan) Mr. Bo Bass presented an update on the Final Report on the first phase of the Master Plan. II. Park Director's Report Mr. Rick Herold reported that American Airlines would supply all of the 55 gallon drums in the future (50 per month) . Mr. Herold reported that during the month he had attended a meeting with the North Texas Council of Governments regarding funding and was approved by the Council for consideration by the State Parks and Wildlife Commission for the grant. He further reported that he had received tentative approval from the Trinity River Authority as far as the drainage and will not have to get back with them until the grant is approved. Mr. Herold reported that mowing was about 1 week behind due to the good rain and that the right-of-ways may show some growth from time-to-time. Mr. Herold stated that Van Riet Park is now beginning to look like a soccer area and that the goals are being moved and bleachers brought in. Rick further reported that some replacement playground equipment will be installed this next month; however, no big pieces of new equipment. Park and Recreation Board Minutes June 6, 1988 Page Four Mr. Herold also stated that new grills and picnic tables had been budgeted for the parks. Rick reported that the exercise equipment had been removed from Simmons but will be updated with some new good equipment. III. Recreation Director's Report Mrs. Julia Wakeley reported that the Lion's Club 10K was very successful. Mrs. Wakeley did not have all the final figures but feels like Parks & Recreation will be sending the Lion's Club League for Crippled Children's Camp a check for approximately $1,000. Mrs. Wakeley reported further that the total attendance for May is 3,562; Ruth Millican, 225; gymnasium, 3,127; and Simmons, 210. The Senior Citizens were taken out to lunch with 30 in attendance. Two of the Seniors, Don Armstrong and Willie Berra won first in state competition for "42". Julia stated that sign-ups for track looked real good, approximately 50 to date and this number is expected to double. This event will take place at Trinity High School. Mrs. Wakeley reported that Movies in the Park will kick off with "Muppets Take Manhattan" in Simmons Park. This concluded Mrs. Wakeley's report. IV. Input From Director of Community Services Mr. Jay Heilman restated that the 10K was an overwhelming success. The entries were doubled from last time. Mr. Heilman informed the Board that at the last Council Meeting for the month that he would be making a presentation to the Council dealing with the Parks & Recreation Department dealing with the Schrickel, Rollins report and some City ordinances relating to the parks. Parks and Recreation Board Minutes June 6, 1988 Page Five Mr. Heilman reported that Rick Herold had suggested that since baseball was a primary user of Midway Park that if softball was maintained at another location that temporary fields could be put up at Midway for the Baseball Association which would only be used 3 months out of the year and 9 months of the year the area could be used for open-play area, i.e. soccer, playground, tag football. Mr. Heilman suggested that the Board members take one of the special events held by the Parks and Recreation Department and make it a special interest and be involved individually in that special interest event. Jay informed the Board that Del Norte held their company picnic at Del Norte Park and that Del Norte commented that it was the best company picnic they had ever had and that they planned on continuing having it at Del Norte Park annually. Jay further commented that all Del Norte employees from 9:00 AM until noon will be policing and picking up trash at Del Norte. V. Input From Beautify Euless Everyday Committee Mrs. Alice Ernest reported that her committee is winding down for the Summer. Many of the committee members will be attending a "Keep Texas Beautiful" convention held in Galveston. Mrs. Ernest informed the Board that the Waste in Place Program is considered one of the best in the state. 5,000 "Don't Mess With Texas" drawstring litter bags were placed in nine of the elementary schools. 9,254 cards were distributed to each child in the HEB elementary schools saying that the child had completed a Waste in Place course. The Yard of the Month is on the second round of judging and a certificate presentation will be made soon. This was the end of Mrs. Earnest's report. VI. New Recreation Center Progress Report It was reported by Rick Herold that a fence was placed around the project. VIII. Input From Visitors Bob Weiringer at 411 Summer Ridge, in Euless introduced himself as the newly elected President of Bedford-Euless Soccer Association and thanked the Board for all of its support to the soccer program. Mr. Weiringer informed the Board that there are 1,000 girls and boys in both the Fall and Spring that play soccer. Chairman Ernest pointed out to the Board that the next scheduled Board meeting falls on July 4 and is rescheduled for July 11. Two volunteers, Ron Henson and Leon Hogg were appointed as the committee to oversee the selection and award presentation for the Volunteer of the Month program.
