HomeMy WebLinkAbout1988-05-02 REGULAR MEETING PARK AND RECREATION BOARD May 2, 1988 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7:00 P.M. , Monday, May 2, 1988, in the Council Chambers of the Euless Municipal Building by Chairman Ernest. Other members present were Mrs. Helen Lightbody, Messrs. Ron Henson, Richard McNeese and Leon Hogg. Also present were Julia Wakeley, Recreation Director; Rick Herold, Park Director; Jay Heilman, Director of Community Services; and Diretha Crockett, recording secretary. INVOCATION The invocation was given by Mr. Richard McNeese. VISITORS Visitors attending the meeting were Mrs. Alice Ernest, Mr. Herschel Lindley and Mr. Jim Seipes. MINUTES The minutes of the regular meeting dated April 4 were approved as written. OLD BUSINESS Board Members' Reports: Leon Hogg reported that Highway 10 had 48 volunteer hours; BEE Committee had 415 volunteer hours; Ultra Gold Tournament had 320 volunteer hours and the Euless "Trash-Off" had approximately 100 volunteers @ 2 hours each for 200 hours. The yearly total is 1,694.5 volunteers hours for a savings of $8,472.50. Mr. Hogg reported that South Euless Park is better than he has ever seen it. He reported that numerous small children were using the park. Euless Jr. High was clean and very active. Mr. Hogg reported that Lakewood was clean and he asked if the tennis courts would be resurfaced. Rick Herold responded that when the contractor resurfaced Midway, Lakewood would likewise be resurfaced. This resurfacing should be completed within three (3) months. Leon reported that a big mound of fire ants on the northside of the park should be checked out. Mr. Hogg reported that the playground equipment was in good shape with the exception of the merry-go-round which has a hole in it. Leon further reported that all of the parks were very active. This concluded his report. Park and Recreation Board Minutes May 2, 1988 Page Two Mrs. Helen Lightbody reported that the grounds around the Simmons Center were in very good shape. This concluded her report. Richard McNeese reported that McCormick Park was very well maintained and was being used by several families. He reported that there was one large tree that was blown over and needs to be cut and removed. Mr. McNeese reported that the third light has a screw missing from the inspection plate (contains the wiring for the light) and is opened. Mr. McNeese reported that Bear Creek was extremely active. This concluded his report. Mr. Ernest reported that he was able to see some of the parks crew working and he was very impressed with their work they were doing. Ron Henson visited the Van Riet Soccer Fields. He reported that the field is in excellent shape. Rick Herold reported that additional goals will being going in this park shortly and more activity will be visible. Tree Board: Mr. Henson reported that 38 manhours spent on tree projects for the month of April for a YTD total of $720.00. 12.75 per hour was spent ($485.50) for a YTD total of $9,103.00. Rick Herold planted some new trees that was valued at $400.00 and has planted additional trees and plants which was approximately $200. Chemicals were bought for the first time this year and spent just over $2,000.00 and 6,800 gallons of water was used. Total expenditures for the year is approximately $17,750.00 plus the other items not tabulated such as the nursery, water usage, etc. Gold Medal Award Update: May 15 is the deadline and should be hearing from committee sometime after the 15th. NEW BUSINESS I. PARKS MASTER PLAN UPDATE STATUS REPORT: Mr. Herschel Lindley and Mr. Jim Seipes of Schrickel, Rollins & Associates presented an updated status report on the parks new master plan. RECREATION DIRECTOR'S REPORT Mrs. Julia Wakeley reported that in the gym this month there were 3,231 units; Simmons, 365; and Ruth Millican, 542. At Simmons there were three workshops, one wedding reception and one family gathering. At Ruth Millican the Fire Department used the facility four times, Police Department used it twice and one other meeting was held there during the month. Three weddings were held in the gazebo. The Pavilion was used five times. The senior citizens had a covered-dish dinner this month. Mrs. Wakeley reported the the softball leagues are just about halfway through and Summer and Fall leagues will follow. Mrs. Wakeley further reported that they have been meeting every week with the Lions Club on the upcoming 10K. She reported that they have approximately 40 entries to date. Reebok has sent T-shirts for the first 10 finishers in each category. Whataburger is sponsoring the 10K. A meeting of volunteers will be held on May 25. USA Wet will supply the drinks for the the run. Mrs. Wakeley stated that the Midway swimming pool will be closed for rennovations this Summer, therefore, everything will be going to South Euless and Wilshire. She reported that they will be picking up 4 extra hours per pool or a night so they will be able to re-coup some of the open hours. Classes will be held in the mornings from 9:00 to 12:30. Additional classes will be held in the evenings from 5:00 PM to 6:45 PM to accommodate working parents. The normal pool hours have increased for all of the pools this year. Programs for the Summer include tennis league, track, softball and possibly some volleyball leagues. Mrs. Wakeley reported that this year's program contains twenty pages with some advertisement. Movies-in-the-Park will begin in June with two movies per month for June, July and August. These will be held at Simmons Park. Julia further reported that there were 128 golfers in Ultra Golf Tournament. Two of our City employees won places in the tournament, Lee Koontz and Ronnie Ambrose. This concluded Mrs. Wakeley's report. Park and Recreation Minutes May 2, 1988 Page Four III. PARK DIRECTOR'S REPORT Park Director's report was made by Rick Herold. Rick reported that they have just finished the first fertilization of the parks including Simmons which was also aerated with the new aerator. Mr. Herold reported on the 1-1/2 day workshop held which included 13 speakers. The workshop touched on areas of liability, safety, equipment keeping and a general philosophy of the field. Mr. Herold reported 608 mowing hours last month. He reported that the major project was getting Midway opened for baseball with all of the construction. He further stated that the concession stand made more money on "Opening Day" that any other time. Two new lots were built for softball. $1,000 worth of roses were donated from Jackson/Perkins and are to be placed at the Service Center in a new bed created to spruce-up other City facilities. Mr. Herold reported that irrigation this time of year is a real problem because of leaks. They have had problems at Midway. From April until July is a big maintenance upkeep time as well as liability. The Parks & Wildlife will let us know about the grant sometime in August. This concluded the Park Director's report. Iv. INPUT FROM DIRECTOR OF COMMUNITY SERVICES Mr. Jay Heilman reported that all of Julia Wakeley's and Rick Herold's people were all at the Golf Tournament from 7:00-10:00 AM until 7:30 PM working it. There were 128 entries at $42.50 per entry and everyone enjoyed themselves with food, drink and fun. Mr. Heilman further reported that a Stress Management workshop was had for the Department Heads and Directors. Julia Wakeley's people provided all the food and again did an outstanding job. Texas Trash-Off was held on Saturday where approximately 100 people participated. Next year's pick-up is already in the planning stages. It was a very good turn-out and effort by the City employees. Mr. Heilman reported that the speakers at Rick's workshop was all donated time from professionals in this field. Park and Recreation Minutes May 2, 1988 Page Five Mr. Heilman informed us that he no longer has Traffic Safety but does have the Greenhouse and Bob Phillips' group, which will go hand-in-hand with the Beautification Program. V. INPUT FROM BEAUTIFY EULESS EVERYDAY COMMITTEE Alice Ernest stated again on what a huge success the "Trash-off" was' thanks to the City employees. She reported that she received a $3,000 check from Southwestern Bell for the Beautification Program. It has not been decided on which project the donation will be used for. Four Certificates of Award were presented at the City Council Meeting to citizens who were instrumental in placing over 300 trees in the McCormick and Woodlands areas. The school litter program is having a very good response within the schools and should be instituted next year and result in litter cleaning being picked up on school grounds with grade levels competing with each other. A tree will be donated to the school with a notable plaque recognizing the winning class. VI. INPUT FROM CITY COUNCIL MEMBERS No input from City Council Members was noted at this meeting. Two volunteers were nominated for Volunteer of the Month, Tim Rolen and Dick Hight. They will be awarded next month at the regular meeting. VII. NEW RECREATION CENTER PROGRESS REPORT No update on the new Recreation Center was given. VIII. INPUT FROM VISITORS No visitor input for this meeting.
