HomeMy WebLinkAbout1988-01-04 Regular Meeting Park and Recreation Board January 4, 1988 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7 : 00 P.M. , Monday, January 4, 198P , in the Council Chambers of the Euless Municipal Puildinc* by Chairman Ernest. Other members present were Mrs . Felen T,irhtbody, Mrs. Mary Lib Saleh, Messrs. Ron Henson and Leon ilocjq. Also present were Julia Wakeley, Recreation Director; Rick Herold, Park Director; Jay Heilman, Director of Community Services; and Diretha Crockett, recording secretary. INVOCATION The invocation was given by Mr. Ron Henson. VISITORS Visitors attending the meeting were Mrs. Alice Ernest and Mr. Victor Baxter. MINUTES The minutes of the regular meeting dated December 7 , 1988 were approved as written. OLD BUSINESS BOARD MEMBERS REPORTS OBJECTIVE UPDATE - AREA AND FACILITY Mr. Leon Hogg reported that the Parks Department had two volunteers (over the Christmas holidays) , working 48 hours each, total of 96 hours. He will have the total update of the volunteer hours, at the next meeting. Mr. Hogg further reported that the Civic Center and Community Building are his areas of responsibility. The buildings are well maintained and active as usual. Mrs. Helen Lightbody, liaison for Midway Park and Blessing Branch, reported a lot of activity at the parks for the weather to be so cold. Mr. Marland Ernest, liaison for McCormick Park and Bear Creek Park, reported that occasionally driving by the parks, he found the parks most satisfactory. Mrs. Mary Lib Saleh reported that she had visited Del Norte Park, and was very impressed with the appearance of the park. Before the holidays, West Park had a lot of children playing in the area. The bad thing about West Park, is there is no place Regular Meeting, Park and Recreation Board, January 4 , 1988 , Page 2 for the mothers to park, when they drive their small children there to play. They still have some potholes in the back of the park, and along the driveway of the park. The park is very neat and clean. She further reported that the Wilshire Park continues to be empty since the pool closed, just a quiet little park. Mrs. Saleh voiced her concern for the need for a walking trail at the Wilshire School. Mr. Ron Henson, liaison for Lakewood, reported that like the other parks, the children were using the park during the holidays. The park is in very good condition. TREE BOARD Mr. Ron Henson reported that at this point in time, the activity of the Tree Board is, waiting to receive the certification. GOLD MEDAL AWARD UPDATE Mrs. Mary Lib Saleh reported that the committee met twice in December. The City Council approved the motion that the Park and Recreation Department could enter the Gold Medal Award Contest this year. We will enter in 1988 and the deadline is March 1 , 1988 . To enter on that date, we have to have a list of 12 questions that has to be submitted. Our sponsor is Bill Forester, owner of Stephens Sports Equipment Co. of Dallas. There will be a Gold Medal Award Contest workshop meeting, January 23, 1988 , 9: 00 A.M. , in the conference room at City Hall. Reminders will be mailed out. "PARK PARTNERS---PRIDE REDUCING CRIME" Mr. Rick Herold stated that plans are to start this program in March. There will be more positive information at the next meeting. NEW BUSINESS I. CONSIDERATION OF RESOLUTION SUPPORTING THE VILLAGES OF BEAR CREEK GRANT Mr. Pick Herold introduced guest speaker Mr. Victor Baxter, Architect with Schrickel Rawlings and Associates. Mr. Baxter reviewed the requirements of the Villages of Bear Creek Grant. The application needs to be submitted to the Texas Parks and Wildlife by January 31, 1988 . Regular Meeting, Park and Recreation Board, January 4 , 1988 , Page 3 After some discussion regarding the Villages of Bear Creek Park Grant, Mr. Ron Henson made the motion that we pass the resolution as prepared. Mr. Leon seconded the motion and the vote was: Ayes: Messrs. Henson, Ernest, Hogg, Mrs. Lightbody and Mrs. Saleh. Nays: None II . RECREATION DIRECTOR' S REPORT Mrs. Julia Wakeley reported that the month of December, is when the Recreation Department does a lot of behind the scenes work ( bridge, preschool, City Employees Luncheon, Senior Citizens Luncheon, Police Department Banquet and Fire Department Banquet) . • The Recreation Department Staff made their own decorations for their Christmas tree. The tree was moved from Simmons to the gym, to Ruth Millican Center and back to the gym, for different Christmas functions. We had approximately 15 calls to Santa Claus (where parents send in the requests and information that we call their child) . Rick Herold made some of the calls, where the parents wanted the calls on tape. We are taking registration now for our Basketball League. We are trying to get a Winter league started. We are in the 2nd season of the Mid-Cities Golf Association, with approximately one hundred members. In the month of January we will be meeting with Mr. Dick Hight, Lions Club contact person, concerning the 10K Run. Registration for the Recreation Program started today. We're expecting a big turn out. III. PARK DIRECTOR' S REPORT Mr. Rick Herold reported that the creek at South Euless has been cleaned out. Some work has been done at Simmons as well . Both places really look nice. He stated that there will be improvements at West Park by the next board meeting. At the Van Riet Soccer Complex, the dirt work is completed, and they will come back in early February, with the seeding of winter rye. The Parks Department has received two new mowers and a tractor. Some trees have been replanted by the playground equipment at Midway Park. Regular Meeting, Park and Recreation Board, January 4 , 1988, Page 4 The Parks Department has had a gentleman (from North Texas) working with us for the last couple of weeks. Hopefully we can use him as an intern, this summer. He is a senior in the Park and Recreation Department at North Texas State. We are hopeful that Jimmy Beck will be back with us in a couple of weeks. The majority of this month we will be at West Park, South Euless and Midway. Some work will be done at Del Norte Park, due to a continued drainage problem, near the horseshoe area. At South Euless, there is a lot of poison ivy. Some of the men from the Parks Department, (while working in the area) had to go to the doctor for medication. IV. BEAUTIFY EULESS EVERYDAY COMMITTEE Mrs. Alice Ernest reported they had a very quiet month. There was no meeting in December. Our awards from the Governors Achievement Awards Contest has been placed in concrete, on either side of the sidewalk, coming into the courtyard from Ector Drive. They are mounted on concrete slabs, and placed on the grassy area, on either side of the Sesquicentennial Clock. -- Beautification projects are still going on at Wilshire Elementary School, as a result of Waste-N-Place. They have purchased trees and plants from the city, to beautify their school ground area. The funds have been made available through the PTA. The Chamber of Commerence Leadership meeting was held in Euless at the city greenhouse. Mr. Bob Phillips gave the Chamber of Commerence Leadership Committee a tour of the greenhouse. Mr. Bob Phillips and Mrs. Carolyn Park spoke to the Committee. Mr. Tom Hart had hand out sheets, that was given to him, which covered, City of Euless Beautification Program. The fact that they have won the Governors Achievement Award for 2 years, and that we are Tree City USA. At the request of Keep Texas Beautiful, Mrs . Ernest stated that Beautify Euless Everyday has contributed 5 new ideas . They were featured in the Keep Texas Beautiful, Inc. , Winter 1987-1988 Newsletter. V.
