HomeMy WebLinkAbout1987-11-02 Regular Meeting Park and Recreation Board November 2 , 1987 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7: 05p.m. , Monday, November 2 , 1987 , in the Council Chambers of the Euless Municipal Building by Chairman Ernest. Other members present were Mrs . Helen Lightbody, Mrs . Mary Lib Saleh, Messrs. Richard McNeese and Leon Hogg. Also present were Julia Wakeley, Recreation Director; Rick Herold, Park Director; Jay Heilman, Director of Community Services; and Diretha Crockett, recording secretary. INVOCATION The invocation was given by Mrs . Mary Lib Saleh. VISITORS None MINUTES The minutes of the regular meeting dated October 5, 1987 were approved as written. OLD BUSINESS BOARD MEMBERS REPORTS OBJECTIVE UPDATE Mr. Leon Hogg gave an update report on the Volunteer Program as follows: Highway 10 , total of 46 hours ; Beautify Euless Everyday Committee , total of 149 hours; Spook House, total of 423 hours . Total hours for this year 6 , 759 , savings of $27 , 038 . Mr. Hogg liaison for the Community Centers reported that the gym and the Simmons Building are always busy as usual . He further reported that while he was at Ruth Millican Center observing the Spook House special event, some comments from the crowd, was that it was one of the best Spook Houses in the area. Mr. Richard McNeese liaison for Carr Park, reported that the park was very well maintained. The roses are in full bloom and very pretty this time of year. While walking through the greenhouse, he was amazed at the size of some of the trees . They are a real asset to the city. Also, there are some excellent plants at the greenhouse . He commented how nice it would be if we could get some out and about in the city. Mr. Marland Ernest liaison for Bear Creek and McCormick Park reported that both parks are in excellent shape. Mrs. Mary Lib Saleh reported that she had visited Wilshire Park Regular Meeting, Park and Recreation Board, November 2 , 1987 , Page 2 during the month of September. It is a very pretty park, but very little activity while she was there. The tennis courts at Wilshire School were unused, but the area around the courts was well maintained. At West Park, there were a number of people, (a lot of Mothers with their children) and a lot of people eating their lunch. She commented how nice it would be if some of the picnic tables could be placed in that area of the park. Overall it is a very attractive park. TREE BOARD After some discussion concerning the application for recertification, Mr. Leon Hogg made the motion that we submit to the State Forestry (as written with correction) the application for recertification Tree City USA. Mrs . Mary Lib Saleh seconded the motion and the vote was: Ayes: Mrs . Lightbody, Mrs . Saleh, Messrs. Ernest, McNeese and Hogg. Nays: None OTHER Discussion centered around the tree (which is on private property) and the visibility at the corner of Evans and Marlene. NEW BUSINESS I . RECREATION DIRECTOR' S REPORT Mrs . Julia Wakeley reported the overall attendance at the recreational centers was 5 , 812 (Ruth Millican Center-1 , 235; Simmons- 713; Gym-3 , 864) . On October 10th, Rick Herold was helping the Trinity Troy-Anns with fund raising bingo at the Euless gymnasium. The Troy-Anns have to go to a contest and they are trying to raise their own money. They had over two hundred in attendance. The Spook House was a great success with attendance of 350 going through it, not counting the volunteers. We couldn' t have done it without some of the other departments of the City, and the volunteers. A special thanks to Mrs . Helen Lightbody for her help with the Exorist scene. The third softball season of the year has just been completed. We have also completed the early Fall Mens Flag Football . We are taking registration for Winter Flag Football . We are starting Volleyball registration November 5-November 18 , with league play starting December 2 , and will continue for 8 weeks. We are preparing for our 2nd Annual Turkey Shoot at the gym. The Seniors have had a busy month . Rick came down and played Halloween Bingo with them, the only stipulation was that they had to wear their prizes . Regular Meeting, Park and Recreation Board, November 2 , 1987 , Page 3 The Seniors are having their Thanksgiving Luncheon November 19th. The Board Members will all receive an invitation through the mail . Our new program will be coming out after the first of the year, with a lot of changes . II . PARK DIRECTOR' S REPORT Mr. Rick Herold commented about the dilemma of the surface of the jogging trail , in finding a happy medium for the walkers and runners . He suggested to Chairman Ernest that he might want to give the Van Riet Park and Del Norte Park for one of the Board Members to report on. He announced that we will probably have the grand opening of the Del Norte Park prior to the December Board Meeting. Things to be completed at the park: 1) outfield fence put up 2) horse shoe pits 3) three hole golf course 4) picnic tables- (with a twenty year guarantee) Around three hundred Ligustriums and Pine trees (from the greenhouse) have been been planted at Del Norte Park. At the Van Riet Park, we have been hauling off concrete that has been dumped on the facility. It will be ready for the Spring Soccer Season of 1988 . The City Council did approve appropriation of $4 , 500 . 00 to commence plans on the official grant park of forty one acres . At Bear Creek Park we had some vandalism over the Halloween week- end (eggs broken everywhere) . It took three of the parks employees all day to clean it up. In the parks,the trash cans are being repainted in one of the City colors (royal blue with white painted on logos) . He also asked if the Board Members were aware of any faulty play- ground equipment, to please notify the Parks Department. The equipment ordered for Lakewood and Oakwood Terrace will be delivered sometime in December. Chairman Ernest stated that he would check with Bonnie O' Brien about the assignment of the two parks. Chairman Ernest asked for an update report on our new Recreation Center, to be presented at the next board meeting. III . INPUT FROM BEAUTIFY EULESS EVERYDAY COMMITTEE Regular Meeting, Park and Recreation Board, November 2 , 1987, Page 4 Mrs . Alice Ernest reported that approximately fifty people attended the barbeque hosted by the BEE Committee . The volunteers for Main Street and the flowerbeds on Highway 10 , received certificates (signed by Mayor Samuels and Mr. Sustaire) for their dedicated efforts. The volunteers seemed very pleased by the recognition. Mr. George McKinney was also honored that night . He was given a proclamation from the City. That day was declared George McKinney Day by the Mayor (he was totally surprised) . It was because of him that we have the Beautification Committee and we have won the Governors Achievement Award, twice . We have a wooden sign on Main Street, honoring our volunteers . Southwestern Bell will start their landscaping this month, on North Main and Mid Cities Blvd. Mr. Bob Phillips met with fifty two third graders at Oakwood Terrace School. He used our public awareness screen to show about the Beautification Committee and handed out brochures (that BEE had published to take home to their parents) we have received thank you notes from each one . Our $60 , 000. 00 landscaping project that we won as a result of winning the Governors Achievement Award, is off the drawing board. Bob Phillips son has come up with a plan for the Airport Freeway, between Ector and 157 . He has mainly used Pampas Grass, Red Oaks , and Crepe Myrtles. He will be bringing a video, (on the computer) which will show step by step growth from planting through maturity. She stated that the Highway Department will have to approve the plan. IV. INPUT FROM CITY COUNCIL MEMBERS None V. RECREATION GOLD MEDAL AWARD CONTEST Chairman Ernest made a recommendation that they (the Board) submit a written request to the City Council for entry and participation in the NPRA Gold Medal Award Contest. The motion was made and seconded that they (the Board) take affirmative action relative to this award contest. VI . INPUT FROM VISITORS None ADJOURNMENT There being no further business to conduct, the meeting adjourned at 9 : 05 P. M. , with a closing prayer by Chairman Ernest.
