Park and Recreation Board
October 5 , 1987
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called
to order at 7 : 05 p.m. , Monday, October 5 , 1987 , in the Council
Chambers of the Euless Municipal Building By Chairman Ernest.
Other members present were Mrs . Mary Lib Saleh, Mrs . Helen
Lightbody, Messrs. Ron Henson, Richard McNeese and Leon Hogg.
Also present were Julia Wakeley, Recreation Director; Rick Herold,
Park Director; Jay Heilman, Director of Community Services; and
Diretha Crockett, recording secretary.
INVOCATION
The invocation was given by Mrs. Helen Lightbody.
VISITORS
Visitors attending the meeting were Alice Ernest, Marie Haga,
and Bud Hand.
MINUTES
The minutes of the regular meeting dated September 14 , 1987 were
approved as written.
OLD BUSINESS
BOARD MEMBERS REPORTS
OBJECTIVE UPDATE
Mrs. Mary Lib Saleh liaison for Westpark and Wilshire, reported
that she visited Westpark and all the facilities were neat and
clean. She further commented how interesting the park is .
She suggested that at Wilshire Park, it being such a popular area,
how great it would be to have a walking or jogging trail .
Mr. Richard McNeese liaison for Carr Park, reported the park is
in good shape and well maintained. He went on to voice his concern
for the safety of entering and exiting the park.
Mr. McNeese reported that at Oakwood Terrace, the park gets a
lot of utilization with soccer and football practice.
Mr. Ron Henson, liaison for Lakewood Elementary, reported it is
very busy with soccer and football practice. It is now recovering
from the trail that was made when they were building the addition
to the school . THe playground has a lot of usage. Even at
night when the lights for the tennis courts are on, part of the
park can be used by some participating in flag football .

Mr. Rick Herold reported that the responsibility of the Parks
Department is as follows : Oakwood Terrace, play ground equipment;
Lakewood Elementary, play ground equipment and tennis courts.
Mr. Leon Hogg gave an updated report on the Volunteer Program:
Highway 10, total of 51 hours; Beautify Euless Everyday Committee,
from April 26, 1987 - September 21 , 1987 total of 11831 . Total
hours for this year 6, 1411, savings of $24 , 566 . 00 .
Chairman Ernest reported his areas are Bear Creek and McCormick
Park, and they are both well maintained.
TREE BOARD
Mr. Ron Henson gave a report on the expenditures of the city in
reference for the Tree City USA.
After some discussion, Mr. Leon Hogg made the motion that Jay
Heilman be elected as the Tree Agent.
Mr. Ron Henson seconded the motion and the vote was:
Ayes : Mrs. Helen Lightbody, Mrs. Mary Lib Saleh, Messers.
Ron Henson, Marland Ernest, Leon Hogg, Richard McNeese.

NEW BUSINESS
I .
PARK DIRECTOR' S REPORT
Mr. Rick Herold reported that by the following week we should
know if we are getting the 40 . 9 acres (Village of Bear Creek flood
plan property) which is being donated to the City of Euless .
He went on to report that as of October 1 , 1987 , they have designated
two officials for the Safety Program within the department: Jerry
Crane, Safety Coordinator and Johnny Greene, Park Safety Officer.
He further reported that the section of the slide (at Lakewood) was
unreplaceable, so they have removed both of the slides. New
equipment has been ordered to replace the slides .
Horticulture report for September 1987:
1) fertilized all flower beds.
2) fertilized all Crape Myrtles.
3) sow bermuda seed at Del Norte.
4) pruned shrubs at City Hall, Ector, Service Center, Midway.
5) fertilized rose gardens at Simmons and City Hall .
6) removed and repaired car damaged trees (3 Cedar Elms on Raider,
removed, that had been hit by cars) . Staked a tree that was
run over on Tibbits. Repaired 3 damaged Crape Myrtles on
Highway 10 that. had been hit by cars.
7) removed road hazard limbs on 2 Cottonwoods from Fair Oaks Blvd.
8) removed dead trees at Midway Park and. Simmons .
9) fertilized turf areas at City Hall .
10) sprayed St. Augustine grass at City Hall for brown patch fungus.

11) plant inspections (all areas) .
12) ran water truck 58 hours.
13) turned on manual irrigation at City Hall (14 hours) .
14) Answered 16 calls on the new HORTO-HOTLINE.
15) sprayed Crape Myrtles at City Hall , Police Station and Ector, for
Aphid Control .
16) fertilized Red Cedar (Christmas Tree) at City Hall . The tree
has continued to improve with internal and external growth.
At Del Norte we will have the grand opening sometime this Winter.
We are very happy with the progress of this facility.
Mr. Vincent Minneno, County Extension Agent will be the host for a
couple of training sessions for the H.E.B. Parks Department,
(February24, 1988 , Park Training and March 2 , 1988 , Pesticides) .
The only vandalism we have had this last month, was at Del Norte.
We have some inhouse fencing and if necessary we will fence the
entire side of the property.
II .
RECREATION DIRECTOR' S REPORT
Mrs. Julia Wakeley reported the overall attendance at the
recreational centers was 5 , 072 (Ruth Millican Center-747 : Simmons-
691; Gym-3 , 634) .
Our class registration for the Fall session was August 31-September 12 ,
with nineteen classes making out of fourteen different varieties. We
have increased the prices of our classes, but it hasn't effected our
registration.
Mrs. Wakeley further reported she had attended a region 5-6 workshop,
and proceeded to pass out information concerning the 1988 Gold
Medal and Special Recreation Awards.
We have had two meetings with the Lions Club concerning the Memorial
Day 10K Run. We are trying to get some corporate sponsors and our
trail certified. It will be held in the same general area, but we
may have a different trail .
The Senior Kitchen Band had a performance on September 12 , with
Spanky McFarland. They will be performing again October 10 .
On September 25th, we took the seniors (by van) to the Craft Fair
in Haltom City.
The Seniors had their covered dish luncheon. September 24 .
On October 15th, they are having their 3rd Annual Carolyn Park
42 Tournament. Mrs. Park is having a spaghetti luncheon for them
with trophies for the winners.
We have three weeks left in our Fall Softball League.
Our Flag Football League is played at West Park.

Mrs. Wakeley introduced Jennifer Rike, Program Supervisor for the
Recreation Department.
Chairman Ernest stated that next month the 1988 Gold Medal and Special
Recreation Awards would be put on the agenda. Also, he will visit
with Julia concerning the matter.
III .
INPUT FROM BEAUTIFY EULESS EVERYDAY COMMITTEE
Mrs. Alice Ernest, Chairman of Beautify Euless Everyday Committee,
reported that with their Increase Leadership Base, they have three
new members .
October 3rd, the Committee met with Southwestern Bell CR Team. They
have adopted an area on Main Street, which they have landscaped and
maintained.
She further reported they have nineteen out of thirty four spots
adopted now for picking up litter,
We are striving for more businesses in the area to get actively
involved in the Adopt Main Street Program.
They will be planting 70 Crape Myrtles, North of Mid Cities Boulevard.
We had a reception at the greenhouse for the CR Team.
October 10th, we have a barbecue scheduled in honor of the volunteers
who have maintained the flowerbeds on Highway 10 and Adopt Main Street.
October 8th, we have an opportunity to speak to a third grade class
of fifty two students . It will be a public awareness type speech,
using the display we had at the last Park and Recreation Board Meeting.
They are still working onthe recycling area and have not as of yet
found a site or a trailer to receive the cans.
Jennifer Rike announced that the Spook House will be on Halloween
Night October 31 , 7: 30-12 : 00 , at Ruth Millican Center.

INPUT FROM CITY COUNCIL MEMBERS
None

VISITORS
Mr. Bud Hand voiced his concern about the surface on the jogging
trail at J. A. Carr Park.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned
at 9 : 05 P.M. , with a closing prayer by Chairman Ernest.
