CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7: 00 p.m. , Monday, September 14 , 1987 , in the Council Chambers of the Euless Municipal Building by Chairman Ernest. Other members present were Mrs. Mary Lib Saleh, and Mrs . Bonnie O' Brien, alternate member; Messrs . Ron Henson, Richard McNeese and Leon Hogg. Also present were Julia Wakeley, Recreation Director; Rick Herold, Park Director; K. B. Fuller, Director of Community Services; and Diretha Crockett, recording secretary. INVOCATION The invocation was given by Mr. Leon Hogg. VISITORS Visitors attending the meeting were Mrs. Alice Ernest and Mr. Jack Connell. MINUTES The minutes of the regular meeting dated August 3 , 1987 were approved as written. At this time due to a later meeting, Mrs. Alice Ernest gave her Beautify Euless Everyday Committee report. She stated that they are starting their new calendar year and proceeded to give us a list of their objectives for the coming year: 1) Strengthen the recycling efforts 2) Increase and Strengthen leadership committee 3) Develop a $60, 000 . 00 project 4) Attempt to draw in more business involvement 5) Increase public awareness Mrs. Ernest went on to show the display of BEE, that had been prepared to show at different functions. Mr. Ernest inquired about the Park Board viewing the Beautification video, during one of the board meetings. Mr. Jack Connell of the BESA, addressed the Board with a brief summary fo their activities for the 1987 Fall Season. There are 860 participants signed up for the Fall season, the first game is September 26 , (with additional sign ups at that time) . The field status are as follows: Three fields at Meadow Park, one active field at Boys Ranch, and two more proposed to move into this Spring. There is another park going up in the vicinity of Harwood and 157 , which will be strictly for soccer, with two fields, irrigation and parking for ninety cars. OLD BUSINESS Regular Meeting, Park and Recreation Board, September 14 , 1987, Page 2 BOARD MEMBERS REPORTS OBJECTIVES UPDATE Mr. Leon Hogg reported that his main concern is the drainage area at West Park, other than that the parks are very clean. Mr. Hogg proceeded to give an updated report on the Volunteer Program: Highway 10 ; total of 49 hours , Spanky McFarland Day; 15 volunteers, total of 113 hours (plus 7 staff members, time unaccounted) total hours for this year 4 , 907 , savings of $19 , 628 . Mr. Richard McNeese made mention that he had visited with Rick Herold one afternoon and they toured some of the unique areas, that Rick and his Staff have to maintain. Mr. Ron Henson stated that the entrances to Bear Creek, on both ends, have been made accessible. The parks are in good shape. Mrs. Mary Lib Saleh reported that the door to the softball field at Bear Creek is on one hinge. She also inquired about a telephone at Bear Creek, in case of an emergency. Mr. Rick Herold replied that there is a pay telephone at the concession facility. She went on to report at J. A. Carr Park, over all the park is clean, with very little debris and litter. There are four grocery carts in the creek. The West side of the walking trail , is washed away. A large tree has been uprooted on the North East side. By the drive way there is a broken limb. The rose garden, by the gazebo is in excellent condition. TREE BOARD Mr. Ron Henson reported that he had talked with Mr. Rick Herold, concerning the expenditures to date for 1987 , for the recertification of the Tree Board. By the end of September, we should meet the qualifications. Chairman Ernest mentioned that this was the month to rotate the area and facility reports , they are as follows: 1) Ron Henson- South Euless, Lakewood, Euless Jr. High 2) Marland Ernest- McCormick Park and Bear Creek Park 3) Leon Hogg- Community Building, . Ruth Millican Center, Special Events 4) Helen Lightbody- Midway Park and Blessing Branch 5) Richard McNeese- Carr Park, Kiddie Carr Park, Oakwood Terrace 6) Mary Lib Saleh- West Park and Wilshire NEW BUSINESS I . RECREATION DIRECTOR' S REPORT Mrs. Julia Wakeley reported the overall attendance at the recreational centers was 5, 264 (Ruth Millican Center-435; Simmons-617; Gym 4 , 212) . owl Regular Meeting, Park and Recreation Board, September 14 , 1987 , Page 3 The pools closed August 15 , 1987 , with the attendance of 1 , 350 for the month of August. Our registration started this week and has gone very well , although we have increased our prices for the first time in five years . We have an all time record of eight leagues, in our Fall Softball League. Our Spanky McFarland Day, was a great success. We had some 350 attending the special event. The position of Program Supervisor, has been filled. The young lady we hired is, Jennifer Rike, a graduate of Texas Tech. While in Littlefield, Texas, she served on the Park Board. She and her husband, (an Attorney) have relocated in this area. Rick Herold' s workshop (on standards and equipment) will be Monday, September 21 , 7 : 00 p.m. , at his office in Midway Park. The Seniors will have their 3rd Annual Carolyn Park 42 Tournament, on October 15th. Our Spook House is October 31 , and we always need all the help we can get. II . PARK DIRECTOR' S REPORT Mr. Rick Herold reported that they are trying to secure some property (behind Sherwin-Williams on Fuller Wiser) for soccer fields. He went on to report of the forty acres of land in the Villages of Bear Creek addition. It has been foreclosed to Sunbelt Savings . An initial contact has been made to Sunbelt Savings for a possible donation to the City. Which in turn we could get the land appraised and secure matching funds from the state of Texas for development. We have continued work at Del Norte, we call it an Ultra Park. It was a five year donated lease from Del Norte Corporation, in turn the City Council appropriated $5, 000 . 00 for park development. We have designed and built this entirely inhouse. This is a park that will be for churches, school reunions, businesses or neighborhood parties. It will include: Softball field, sand volleyball court, golf putting green, barbecue grill , horse shoe pits, jogging trail and new picnic tables. We have hydro-mulched ballfield #1 at Midway, Midway T-Ball, and West Park #3 as we continue with cost saving turf Program. The turf will be in infields as well as outfields. This reduces time spent on dragging fields and will reduce rain outs . The newspaper has written a nice story about Jimmy Beck, Horticulturist for the Parks Department. DISCUSSION OF EULESS TREE BOARD LONGEVITY OF OFFICERS Chairman Ernest announced there will be two officers, (a chairman and vice-chairman) and they will be elected simultaneously with the Park Board Officers (the first meeting after the appointment. TREE BOARD AGENT Discussion centered around the Tree Board Agent. It was decided to continue with this discussion at the next meeting. Also, to have the election of an agent. Mr. K. B. Fuller announced that he had an agreement from the School District on the Ash Lane property. The agreement states that the land has to be used for soccer. Chairman Ernest had received a letter from Cheryl Jones , and he read it to the Board Members. IV. INPUT FROM BEAUTIFY EULESS EVERYDAY COMMITTEE V. INPUT FROM CITY COUNCIL MEMBERS None VI .
