Park and Recreation Board
July 6 , 1987
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called
to order at 7 : 00 p.m. , Monday, July 6 , 1987 , in the Council
Chambers of the Euless Municipal Building by Acting Chairman
Helen Lightbody. Other members present were Mrs. Bonnie O' Brien,
alternate member, Messrs . Ron Henson, Marland Ernest, Richard
McNeese and Leon Hogg.
Also present were Julia Wakeley, Recreation Director; Rick Herold,
Interm Park Superintendent; K. B. Fuller, Director of Community
Services; and Diretha Crockett, recording secretary.
INVOCATION
The invocation was given by Mr. Richard McNeese.
VISITORS
Visitors attending the meeting were Mrs. Alice Ernest and Mrs. Jan
Hogg.
The "Spice of Life" Golden Age Group of Euless, (kitchen band)
performed for the board members.
MINUTES
The minutes of the regular meeting dated June 1 , 1987 , were
approved as written.
Mrs. Helen Lightbody introduced the new alternate board member,
Mrs. Bonnie O' Brien.
OLD BUSINESS
I .
INPUT FROM OBJECTIVES
Mr. Leon Hogg gave an update report on the volunteer hours:
BEE Committee, January - April 3 , 614 hours; Movies in the Park,
5 hours; Highway 10 , January - present 284 hours. A total
of 4 , 343 hours at $4 . 00 per hour, saving the City a total of
$17, 372 . 00 .

AREA AND FACILITY REPORT
Mr. Ron Henson, liaison for Bear Creek Park and McCormick Park,
reported that Bear Creek Park is in excellent shape, and is
being well used with softball and tennis. The restrooms looked
like they had been abused, and there was no handle on the water
fountain.

Mr. Marland Ernest, liaison for Midway Park and Blessing Branch,
reported that Midway is extremely busy with all the ball diamonds
and activity. Conversely at Blessing Branch there is never anyone
there. Although, both parks are maintained and in good shape.
Mrs . Helen Lightbody stated her areas were Lakewood, Euless Jr. High
and South Euless. At Lakewood there was a lot of debris in the
dumpster, which could be from the construction in the building. She
went on to report that one section of the slide was missing.
Mrs. Mary Lib Saleh was not at the meeting, but submitted a written
report, which was read by Mrs. Helen Lightbody. J. A. Carr Park is well
used by all ages. The parking lot always has cars and sometimes not
enough space to park cars.
She went on to report that a most noticeable problem is broken and
and fallen tree limbs. There are many large dead branches in the
trees and the large old mulberry tree needs some attention. The roses
look good and beds well manicured. The grass is consistently well cut.
The Simmons Center seems to be a hub of activity with phones ringing
constantly and a stream of people coming and going.
The new format for the Recreation Program is much more readable and
interesting. The personal credits are a plus . The parks map is much
too small to read, but otherwise a great improvement.
At Kiddie Carr Park, the street entering the nursery area needs
repairs. The large chuck holes are unsightly and dangerous. The
parking lot and pavilion area had large pieces of debris , as well as
the creek area.
The park area at Oakwood Terrace was empty and the grass needs
cutting. This park seems rarely used except when there is a ball
game in the area.
Mr. Richard McNeese stated his primary objective is the Community
Center and Special Events. He reported that at South Euless Park,
the access road has added tremendously to the park, with the entrance
and exit. He made mention of some glass breakage on the tennis court.
There is a lot of activity at the pool--and the grounds are well
maintained. He inquired about the sign for the park.
Mr. Leon Hogg, liaison for West Park and Wilshire, mentioned that
after the holiday weekend, there was no litter in either park.
He went on to voice his concern about the drainage ditch at West Park.
Also, on the end of one of the bleachers, there is a piece of metal
on the foot rest that needs repair.
At Wilshire, it was amazingly clean, freshly mowed, and the swing set
had been moved.

Mrs. Julia Wakeley reported that the overall attendance at the
recreational centers was 6 , 718 (Ruth Millican Center - 1 , 689 ;
Simmons - 1 , 031; Gym - 3 , 998) .
She went on to report that we have had six rentals at Simmons, with
four using the gazebo. The pavilion at Bear Creek has been reserved
nine times. THere was one pool party rental on the 4th of July.
About 250 square dancers met on the 4th of July at the gym(they meet
the 1st Saturday of each month) .
We have had two movies in the park. The first one we moved to the
gym, because of rain. The second one we had at the park with a
combined total of 589 in attendance. For our first movie, Mr. Leon
Hogg volunteered to run the projector.
Our registration for the Summer II Session is a little low, we feel
it is due to the holiday week-end. Due to this, we are keeping
registration open another week.
The senior citizens went out for lunch at Spurlocks with 36 participating.
In the month of June, the swimming pools were closed 2 times, due
to bad weather. The overall attendance at the pools was 6 , 744 (South
Euless 2 , 510; Midway 2 , 966 ; Wilshire 1 , 468) .
This next weekend we are having girls minor regionals. Also, the
regional track meet is at Pennington Field from 8 : 00 A.M. to 5 : 00 P.M.
We are having the State Junior Tournament July 25-26 , at Euless , we
are hoping for a 16 teams double elimination. We have commitments
from College Station, Corpsi Christi and Houston. The night before
there will be a hot dog bash at Bear Creek.
In the past we have hac only Spring and Fall Softball teams , this
year we have added a Summer league with 32 teams already signed up.
The Mid-Cities Golfers (12 members) went to Vegas, and (28 members)
went to TWU, to play in golf tournaments.
IV.
PARK DIRECTOR' S REPORT
Mr. Rick Herold mentioned that July 30 , 1987, at 8 : 00 P.M. , we will
be having our 1st Annual Baseball Game, the City of Euless Officals
Vs. Euless Umpire Association.
We replayed the church tournament, and the 1st Baptist Gray and 1st
Baptist Red will be going as our church representatives in the Regionals .
The vandals are back again, this time they are trying to destroy
the burm.
The new road at Bear Creek should really help us a lot. It will be
a lot easier to get in the park, and not so dark. Also, we are getting
a sign put up.
We have eliminated all of our dumpsters from the parks, except at
Regular Meeting, Park and Recreation Board, July 6, 1987 , Page 4
Wilshire (for the pool season) because they were being used as dump
grounds.
Mr. Herold mentioned that when there is a rental for the gazebo, the
recreation department notifies the parks department, and the men go
over and clean it up.
For the month of June we had 2 , 025 man hours: Grounds maintenance
1 , 109 ; city hall 150 ; Bear Creek 135; Midway 123; Highway 10 - 106;
McCormick Park 57; Right of ways 50; and Blessing Branch.
Until some agreement can be made, the city is mowing the area on Fuller-
Wiser near the Villages of Bear Creek (which is the Villages of Bear
Creek home owners responsibility.
V.
ELECTION OF OFFICERS
Officers elected to serve on the Park and Recreation Board for the
ensuing term were Mr. Marland Ernest, Chairman; Mrs . Helen Lightbody,
vice-chairman; and Mr. Leon Hogg, secretary.

INPUT FROM CITY COUNCIL MEMBERS

INPUT FROM VISITORS
Mrs. Alice Ernest gave an update on the activities of the Beautification
Committee. She had on display, The Governor ' s Community Achievement
Award plaque and a certificate , which was awardwd to the City of Euless .
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at
8 : 35 P. M. , with a closing prayer by Vice Chairman Helen Lightbody.
