HomeMy WebLinkAbout1987-04-06 Regular Meeting • Park and Recreation Board April 6, 1987 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7: 05 p.m. , Monday, April 6 , 1987, in the Council Chambers of the Euless Municipal Building by Acting Chairman Helen Lightbody. Other members present were Mrs. Mary Lib Saleh and Messrs. Marland Ernest, Ron Henson, and Richard McNeese. Mr. Michael Chance, alternate member, attended the meeting. Also present were Julia Wakeley, Recreation Director; Rick Herold, Interim Park Superintendent; and Diretha Crockett, recording secretary. INVOCATION The invocation was given by Mr. Ron Henson. VISITORS Visitors attending the meeting were, Alice Ernest, Mary Smith, Sherry Kirby, Annette Ibarra, Sonny Gonzalez, Jack Connell , and Jan McCormick, Sr. MINUTES The minutes of the regular meeting dated March 2, 1987, were approved as written. OLD BUSINESS I. INPUT FROM OBJECTIVES, Board Members Mrs. Helen Lightbody stated that due to personnel lay offs, some of the departments are a little short of help. She suggested that the board members think of how they can assist, volunteer wise. II. AREA AND FACILITY REPORTS, BOARD MEMBERS Mrs. Mary Lib Saleh, liaison for Simmons Center, J. A. Carr Park and Oakwood Terrace reported that the parks are well mowed. The jogging trail is in good condition, a lot of people use the trail . The parking lot at Simmons is nice and clean. She went on to report that the stream at J. A. Carr Park has grocery carts, debris, and trash in the drain ditch. The stream goes all the way around to the greenhouse. • Regular Meeting, Park and Recreation Baord, April 6, 1987, Page 2 Mrs. Saleh voiced her concern for the safety of the children falling on the fence at the back of the apartments (back where the sewage tank is at) . Since we have so many trees and plants, maybe we could plant a breaker across that area, to make the park more attractive. That way you are not looking in the back of the stores and apartments in that area. She further reported that behind the Dairy Queen, in the park area, there is a big tree split in half (probably broken from a storm) . Mrs. Saleh recommended we have signs in the parks stating that it is unlawful to litter. Mr. Richard McNeese inquired about what we are going to do about grass on the soccer field at West Park. Mr. Rick Herold replied that we are working with the City of Bedford, because they have a hydro-mulch machine. In return maybe in the wintertime we can help them with some of their tree moving. Mr. McNeese reported that he had visited all the parks in the city, and found them considerable usage and they were extremely well maintained. Mr. Marland Ernest, liaison for Blessing Branch, asked if there had been any discussion relative to utilization of the park other than what it is right now. Mr. Ron Henson, liaison for Bear Creek Park, reported that the park was getting plenty of use as far as softball activity. It is also a well groomed park, like the one on the other side of Main Street (McCormick Park) . NEW BUSINESS III . PARK DIRECTOR' S REPORT Mr. Rick Herold reported that the Park Department is trying to come up with a concervative numbers system, so as to obtain numbers of usage of the parks and at what times. He went on to report that there has been some construction at South Euless. The School District is having sewer lines put in from the gym area, and a new road is being put in. Which will probably give us more access to the swimming pool and the playground equipment, without having to go through the parking lot. When the road is completed, we will put new signs up. On Spring break, the vandals came back to Bear Creek, and tore some shingles off the pavilion, and did some more damage to the park. Mr. Herold thanked the Sports Associations for doing their part, in keeping the areas and parks clean. Regular Meeting, Park and Recreation Board, April 6, 1987 , Page 3 He went on to report some of the things the Park Department has done during the month of March: - continuing with the fungicide and heibicide programs - planted 490 Bufford Hollys on Highway 10 - unloaded 3 truck loads of supplies at the greenhouse that the BEE Committee had received from the state grant - planted a new rose garden at city hall, which will add some color to the City Hall Complex - expanded 300 feet of ballfield fence at West Park (10 feet high) for the softball seasons, mainly for the adult softball - in the process of building 200 feet of six foot fence at the Service Center, to take care of their compound area - added approximately 35 tons of crushed limestone base at West Park and expanded the parking lot - put 250 feet split rail fence along the little girls field - the water truck has been modified to a one man operation, instead of the normal two - two of the Park Department employees attended the Turf Conference The area with the most man hours used for the month of March were (924 - Grounds Maintenance; 435 - Fixtures Maintenance; 140 - Ballfield Maintenance) . IV. RECREATION DIRECTOR' S REPORT Mrs. Julia Wakeley reported the overall attendance at the recreational centers was 7, 047 (R.M.C. - 1 , 713 ; Simmons 1 . 212; Gym 4 , 122 with 32 open hours per week) . The hours at the Ruth Millican Center have been changed to 4 : 00-9 : 00 , Monday-Thursday and 9 : 00-1 : 00 on Saturday. The reason we 're doing this is to cut back 7 hours a day. We had 56 individual classes and workshops offered this time and 18 were cancelled, due to lack of participation. Our 6th Annual Easter Egg Hunt will be Wednesday, 15, at Midway Park at 4 : 00 p.m. The total participation for Senior Citizens, for the month of March was 174 . The Senior Citizens had a covered dish luncheon and invited the Haltom City Senior Kitchen Band to join them. Since that time we now have a total of 10 members in our kitchen band. Cole Brown, one of our firemen, comes in on his day off to coach the band. The Trinity River Symphony will be playing April 26, at Trinity High School . This is in conjunction with Euless Recreation and Trinity Art Council. The Trinity Arts Council is also sending over some entertainers to perform before our movies in the park this summer. Our Golf Tournament is April 25th in Lewisville. We have about $1 ,500 . 00 in prizes, food, and good time. Regular Meeting, Park and Recreation Board, April 6, 1987, Page 4 The Mid Cities Golf Association has 70 members and next week they will be playing at North Texas State, with a dinner to follow. The Euless Recreation and the Euless Lions Club will sponsor a 10K Run on Memorial Day, May 25th, with race time at 9 : 00am, and Fun Run at 9 : 10am. The softball teams are into their third week, with only two rain- outs. The Euless swimming pools are scheduled to open Monday, June 1st. We will have Coca Cola products at the pools , and the lifeguards will wear Coca Cola bathing suits (the bottling company has con- tributed some money toward the cost of the suits) . V. INPUT FROM CITY COUNCIL MEMBERS None VI. INPUT FROM VISITORS Mrs. Mary Smith, President of the Girls Softball Association, and Sherry Kirby, attended the meeting and gave an update on their activity schedule. They were concerned about their low registration. Mr. Sonny Gonzalez and Annette Ibarra of the Boys Baseball Associa- tion voiced their concern about the lights on the fields. Mr. Gonzalez stated that they need more fields for the fourteen and fifteen year old boys to play on. Mr. Jack Connell and Mr. Jan McCormick, Sr. of the Bedford-Euless Soccer Association, voiced their concern for availability of the fields. Mrs. Alice Ernest, Chairman of the Beautification of Euless, gave an update on the activities of the Beautification Committee. She voiced the committees appreciation of Mrs. Julia Wakeley and Mrs. Cheryl Jones, for the one page "BEE" advertisement in the Recreation Summer I Program. Mrs. Helen Lightbody stated that all of the "BEE" activities is volunteer activities.
