HomeMy WebLinkAbout1986-10-06 Regular Meeting Park and Recreation Board October 6 , 1986 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7 : 00 P. M. , Monday, October 6 , 1986 in the Council Chambers of the Euless Municipal Building by Chairman Zahn. Other members present were Mrs. Helen Lightbody, Mrs. Mary Lib Saleh, and Messrs . Marland Ernest, Ron Henson and Richard McNeese. Mr. Michael Chance and Mr. Leon Hogg, alternate members, attended the meeting. Also present were Julia Wakeley, Recreation Director: Bob Phillips , Park Director: and Diretha Crockett, recording secretary. INVOCATION The invocation was given by Mr. Ron Henson. VISITORS Visitors attending the meeting were Mrs . Alice Ernest, Mayor Pro Tem Carolyn Park, and John Baker. MINUTES The minutes of the regular meeting dated September 8 , 1986 , were approved as written. OLD BUSINESS I . AREA AND FACILITY REPORTS Mr. Ron Henson liaison for Midway Park, reported that until last week the park has had plenty of use (the rains have dampened some of the usage) . The park is in good shape. Mr. Marland Ernest liaison for the Recreation Centers , reported the centers are very busy, and that Mrs. Julia Wakeley has some interesting things to report on special events coming up in the future . Chairman Zahn reported that Carr Park and Kiddie Carr Park continue to be busy. The Beautification Program of Euless had a nice get together at Kiddie Carr Park Pavilion, a couple of weeks ago. Carr Park is looking good, the jogging trail has been worked, and is being well used. Mr. Richard McNeese reported his areas of responsibility are South Euless , Euless Jr. High, Wilshire, and Lakewood. The rains helped all of those areas, and there is activity in all the parks. There has been a decline in the areas that have pools , and with school being in full session. All the parks look good. Regular Meeting, Park and Recreation Board, October 6 , 1986 , Page 2 Mrs. Helen Lightbody reported her area is West Park, although she is not there during much of the actual activity time, everything appears to be going fine. Mr. Richard McNeese added to Mrs. Lightbodys report (since he was at West Park during activity time) . The BESA has started rotating the usage of the soccer fields a couple of nights a week, and the children love the grass on the fields . Mrs. Mary Lib Saleh reported she had two parks assigned to her at the last meeting, (Bear Creek Park and McCormick Park) . She was happy to report on Bear Creek Park since she is familiar with the park, especially during the activity time. A lot of her friends use the park during the activity time and she had a few comments to make concerning the park. It really is a nice park, it is in a low area, and there is a drain- age problem. The parking area is too dark at night. She has driven there at night, (by herself) at times to attend softball games, and if she comes between games and has to park at the end, she doesn' t feel that safe walking to her car. She further stated its the largest park we have , and has the potential of attracting the most residents in Euless , but it is the most unattractive park we have to enter. It is most difficult and most hazardous to exit. It is not the most interesting park to enter, if it were landscaped more attractively as you enter the park, it would probably be more conducive to visitors to come in and use the park. She reported that at McCormick Park it looks like only about six or eight cars could park there. It looks like a private park for those houses , it is a gorgeous park, very beautiful . It looked like a storm had come through, probably the night before. There was a lot of destruction (a lot of limbs and trees in the area needed some attention). and there was a lot of standing water all over the park. She inquired about there being only one entrance into the park. Mr. Bob Phillips explained there was suppose to be another entrance to the park, but the residents would not let them come in there, (it was to be a main entrance) . He went on to explain that at Bear Creek on Highway 157 , the county is now coming in with a new county road. We knew this road was coming, and there was no use in trying to come in there with any landscape . Chairman Zahn added to the McCormick Park and the situation, that the developer put that park in, and gave us the park. Mr. Bob Phillips replied, the developer gave us the land, put up the fence , put up the landscape , did the irrigation, all we had to do was bring in some dirt. We had to bring in several yards of dirt to raise this up. Regular Meeting, Park and Recreation Board, October 6 , 1986 , Page 3 II . —° DISCUSSION OF OBJECTIVES FOR PARKS AND RECREATION AREAS Mrs . Julia Wakeley suggested two areas she could see some need, from the recreation point of view, would be the senior citizens and special events. Mrs . Helen Lightbody stated she had talked with Mr. Tom Hart concern- ing the Joint City Effort with the Commissioners of H.E.B. , and it was his feeling that we maintain it as an objective. • Mr. Marland Ernest requested a list of the senior citizens activities and the special events of the year. Discussion centered around the, "Designation as Tree Board" and "Statewide Recognition of City of Euless . " Mr. Zahn announced in lieu of the discussion of the objectives , he would provide in the agenda an area for discussion, next month. Chairman suggested that we maintain the volunteer aspect of the objectives . Mr. Marland Ernest reported that twenty eight of the telephone surveys had been put on the computer, but it wouldn' t be conclusive until all the surveys had been entered. -- Mr. Richard McNeese reported his objective is, Promotion of the city through increased awareness of it' s parks and recreation facilities. He gave a brief summary of what his plans are for contacting the newcomers of the city. Mr. Leon Hogg reported we are at the same place with the volunteers, but some hours have not been turned in. Chairman Zahn reviewed the objectives , and went on to say, at the next meeting, we would choose the objectives we would like to work in. NEW BUSINESS III . PARK DIRECTOR' S REPORT Mr. Bob Phillips reported the Parks Departments mowing crew cleared the right-of-way easement drainage area off Aransas Street. At Carr Park, the reparation of the jogging trail with wood chips by rototilling and subsequent packing. At Midway Park, the replacement of the aluminum footrails is "- completed, and have begun the replacement of the same at Beat Creek. The soccer fields have been mowed twice and have been re-lined three times this month. Regular Meeting, Park and Recreation Board, October 6 , 1986 , Page 4 g The barn at Kiddie Carr Park was painted in preparation of the beautification volunteer picnic of September 27 , 1986. The Parks Department is continuing its maintenance of all the parks and the mowing crews are remaining in full operation. At Bear Creek, the repair and replacement of the exiting retaining wall is continuing. In addition, a new retaining wall is being constructed adjacent to the exiting wall to aid in its support. The water truck is being used twice a week. Highway 10 right-of-ways have been mowed and litter has been removed along the five mile strip twice this month. He went to report that the repair of the fence at the new well site on North Main Street was completed along with the addition of a new gate. At City Hall, the Parks Department planted Pompass grass in its continued development of that area. Insecticide was also applied for insect control. Several dead trees were removed as a safety precaution at Bear Creek Park. At the City Hall complex, new plants in new containers have been distributed to add to the beauty, comfort and decor of the offices. IV. RECREATION DIRECTOR' S REPORT Mrs . Julia Wakeley reported the attendance at the Ruth Millican Center was 1 , 817 , at the Simmons Center 940 , Gym (Square Dancers-special) 300 , with a total of 3 , 057 . The breakdown of structured classes for Fall I Session with 282 adults, and 228 children, total of 510 . Approximately 115 Senior Citizens have participated the month of September in the Euless Recreation program. She went on to report about The Ultra Classic Golf Tournament, for Saturday, October 11 , with approximately six team openings. Everything from games , to music, to ice cream. On Saturday, October 18 , at 2: 00 P.M. , at Ruth Millican Center, the Original Muppet Movie , will be shown. The 2nd Annual Spook House is Saturday, October 25 , from 7 : 00 P.M.- 11 : 00P.M. , come join the SCREAM TEAM. Rick Herold attended the TAAF Conference in Abilene , he bid on and was awarded the Junior Girls State Slow Pitch Tournament, he won the bid over Conroe , Corpus Cristi, Clute and College Station. Regular Meeting, Park and Recreation Board, October 6, 1986 , Page .5 The Adult Men' s Tennis League is finishing up and a seeded post -- season classic will conclude the season. Future programs to be added to Fall II program are a variety of Life-time sports: 1 . walking club 2 . continued bowling instructions 3 . new golf association 4 . continuing tennis opportunities On September 19 , 1986 , "Back to School" Day at North Texas State University, was attended by four Recreation Staff Members, Julia Wakeley, Rick Herold, Cheryl Jones, and Teresa Coffey. The Recreaiton . and Leisure Study Department, conducted a very enlightening program on Trends , New Concepts , Philosophies and Creative Programming. The major address was delivered by Dr. James Muro, Dean of the Education Department. Mrs. Julia Wakeley stated, she had attended a seminar in Waco, Texas , October 6 , 1986 , sponsored by Texas Park and Recreation Society and Texas park and Recreation Foundation for the purpose of foundation and grant seeking. Vr INPUT FROM CITY COUNCIL MEMBERS None VI . INPUT FROM VISITORS Mrs. Alice Ernest reported that BEE (Beautify Euless Everyday) is alive and well, and they have received funding for this next year, from the city, (Community Betterment Fund) . She further reported at the meeting on September 15 , 1986 , they decided to officially enter the Governors Community Achievement Awards program, and the emphasis this year is on anti-litter. • The Arbor Day festivity will be held in Euless on January 16 , 1986 . Euless will be up for Tree City USA. Mrs. Carolyn Park and Mr. George McKinney have worked up a forty five minute work shop which will be presented to three levels of school teachers, one in October, November and January. This will facilitate their teaching of Waste and Place in public schools .
