HomeMy WebLinkAbout1986-09-08 Regular Meeting Park and Recreation Board September 8 , 1986 CALL TO ORDER • The regular meeting of the Park and Recreation Board was called to order at 7 :oo P. M. , Monday, September 8 , 1986 in the Council Chambers of the Euless Municipal Building by Chairman Zahn. Other members present were Mrs . Helen I,ightbody, Mrs. Mary Saleh, and Messrs . Marland Ernest, Ron Henson, and Richard McNeese. Also present were Julia Wakeley, Recreation Director; Bob Phillips, Park Director; K. B. Fuller, Personnel Director; and Diretha Crockett, recording secretary. VISITORS None INVOCATION The invocation was given by Chairman Zahn. Chairman Zahn introduced Mary Saleh, the new board member appointed in June, she filled the position vacated by Mr. Rod Ashford. APPROVAL OF MINUTES The minutes of the regular meeting dated August 4 , 1986 , were approved as written. OLD BUSINESS I. AREA AND FACILITY REPORTS Mr. Ron Henson, liaison for Midway Park, reported the lights have been fixed on the tennis courts . On Labor Day, several small teams (girls) were playing softball , but all three of the smaller fields were being used. The park was being used by picnickers, and the park is in excellent shape. Mr. Marland Ernest, liaison for the Recreation Center, had nothing to report, since he has been out of town, most of the month. Chairman Zahn reported that Carr Park is very busy, and new sawdust has been put on the jogging trail. The buildings have been removed from Kiddie Carr Park, and the park looks much better without the buildings with all the graffiti on them. Mr. Richard McNeese reported his areas are, South Euless, Euless Junior High, Lakewood, and Wilshire. There is activity in all the parks , and the rains have helped the parks tremendously. Regular Meeting, Park and Recreation Board, September 8 , 1986 , Page 2 Mr. Richard McNeese forther reported, the parking lot at South Euless School has been completed, and the road to the park (which was closed some, during completion of the work on the parking lot) , is now open. At Euless Junior High, there has been some tennis and basketball being played there, but it is the least used area. Mrs. Helen Lightbody stated that she has West Park, and at the times she has been by there, from appearances everything seems to be fine. Chairman Zahn stated that the Board would like for MarySaleh, if she would so be inclined to take over the two areas , (Bear Creek Park and McCormick Park) for the areas and facility report. II . OBJECTIVE REPORTS Mrs . Helen Lightbody stated her objective is coordinating a joint meeting between the H.E.B. boards and commissions , and it is an area important enough that we need to pursue it. She further stated that she would entertain that we review the objectives and have our needs become more functional . Mr. Richard McNeese stated his objective is: Promotion of the city through increased awareness of it' s parks and recreation facilities. He proposes : 1 . requesting from the Board, a letter of welcome to the new comers in the area 2 . a grid, where the parks are located, what facilities are there 3 . a telephone number in the letter for additional information 4 . most recent publication of the program He further stated that some of the programs be placed at apartment complex offices for distribution. Chairman Zahn stated his objective is volunteers in association with the Parks Department, with Mr. Leon Hogg not at the meeting, he would yield his report, with no report. Mr. Ron Henson, who has volunteers in association with the Recreation Department, also yielded with no report. Mr. Marland Ernest stated there would be a report on the teleohone survey this next month. It is being put on the city computer. III . RECREATION DIRECTOR' S REPORT Mrs. Julia Wakeley reported that the attendance at the Ruth Millican Center was 1 , 157 and 962 at the Simmons Center, total of 2 , 119 . All three swimming pools have been winterized, and we have started preparation on a new comprehensive "POOL STAFF SEMINAR" for all pool employees next summer (prior to employment) . The 2; day seminar Regular Meeting , Park and Recreation Board, September 8 , 1986 , Page 3 will feature a wide range of important topics and feature a variety of presenters. We believe this is unprecedented anywhere in our area. Our Fall 1986 Softball Campaign has started. There are 63 teams battling in 7 leagues. We have also initiated a weekly newsletter to keep teams informed on statistics , local tournaments and other related information. We have bid for 2 state T.A.A.F. Softball Tournaments for 1987: Girls Minor Slowpitch, Girls Junior Slowpitch. They will be awarded next Monday at the state T.A.A.F. convention in Abilene, September 14-16 . Golf registration is going well for our 1st "ULTRA GOLF CLASSIC" . We expect the 60 team field to fill around October 1 , 1986. Movies-in-the-Park, over 150 people attended our last movie in the park for 1986 , Gay Purree. We received excellent compliments about the movies and hope to expand them next year. We are planning a Movie Blockbuster series for selected Saturdays during the year, inside the Ruth Millican Center. The first free blockbuster is The Muppet Movie, scheduled for October 18 , 1986 . The Murder Mysteries has captured Euless. The department recently sponsored a train mystery. We were able to secure actual trains at the State Fair for the fun-packed evening. NOTE: The Murder Mystery program in our Fall brouchere, was one of the first to fill. The Euless Recreation Department has just finished details which should result in additional programs, participants and revenue. We have packaged a variety of our classes and special events and can provide them at local apartment hospitality rooms for their tennants. This will be called Rec-On-Wheels. We are beginning test marketing at the Villages of Bear Creek and down the road we may be able to expand to local businesses and churches . We had 32 Seniors participating in the "2nd Annual Carolyn Park 42 Tournament" . There were 37 Seniors attending the luncheon, held at the Black Eyed Pea Restaurant. On August 25 , 1986 , class registration began for our Fall I program, and class enrollment has been great. Preraration has begun for the City of Euless 2nd Annual Spook House, to be held October 25th at Ruth Millican Center. IV. PARK DIRECTOR' S REPORT Mr. Bob Phillips reported that they have put Crepe Myrtles in the concrete pots and installed new park benches along Euless Main Street. Regular Meeting, Park and Recreation Board, September 8 , 1986 , Page 4 The Parks Department Employees have installed a new irrigation system at City Hall, as well as making the old system automatic. They have also put 60 yards of sandy loam and spread it around under the playground equipment at Lakewood Elementary School. The Parks Department Workers have been pulling weeds and trimming schrubs out at the growing nursery. Due to vandalism at Bear Creek (on the north side) , the Parks Employees have had to put up a new fence and repair the old fence at Bear Creek Park. Mr.Bob Phillips further reported that they have had quite a few areas on extra median strips that they had to do some mowing on last month. The mowing crews are still mowing at 100% capacity. He went on to say, we have had some rain, but before the rains we were still using the watering truck 3 or 4 times a week, to keep everything alive down Highway 10 and at our tree that we planted last year. V. INPUT FROM CITY COUNCIL MEMBERS None • VI . INPUT FROM VISITORS John Baker (a teenager) was there to represent some of the kids of Euless , and to voice their concern for: 1 . Quarter pint - place to ride their skateboards 2 . Bicycle ramp Chairman Zahn suggested a reevaluation of the Boards objectives and facilities , and he would include an area in the agenda for the next meeting (for a discussion) .
