HomeMy WebLinkAbout1986-05-05 Regular Meeting Park and Recreation Board May 5, 1986 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7: 10 P.M. , Monday, May 5, 1986 in the Council Chambers of the Euless Municipal Building by Chairman Zahn. Other members present were Mrs. Helen Lightbody, and Messrs. Marland Ernest, Ron Henson, and Richard McNeese. Mr. Michael Chance and Mr. Leon Hogg, alternate members, attended the meeting. Also present were Bob Phillips, Park Director; K.B. Fuller, Personnel Director; and Diretha Crockett, Recording Secretary. VISITORS Councilwoman Carolyn Park attended the meeting. INVOCATION The invocation was given by Chairman Zahn. APPROVAL OF MINUTES The minutes of the regular meeting dated April 7 , 1986 , were approved with the following correction requested by Alternate Leon Hogg: Page Three, Paragraph Four, change the tabulated hours of 2301 to 1193 . Chairman Zahn read a piece of correspondence from Mrs. Willie Mae McCormick. He stated that the Board appreciates Mrs. McCormicks concern and her interest in the Board' s activities. Chairman Zahn also read the letter to the Mayor and City Council, from the Park and Recreation Board. In recognition of Julia Wakeley, Bob Phillips , Betty Yarbrough, and Carolyn Park. For their dedicated efforts on the Special Event on April 5, 1986. OLD BUSINESS I . KEEP TEXAS BEAUTIFUL REPORT Mrs. Helen Lightbody reported that the members of the Beautification Program (BEE) met April 28 , 1986. Their official entry into the Governor' s Beautification Program competition for the City of Euless was completed, reviewed and delivered to the judges in Austin, Texas on May 30 , 1986. Carolyn Park and members of the committee worked very hard to assemble the necessary data (some 30 pages of activities) . There were around 200 entries by cities in this competition. Regular Meeting, Park and Recreation Board, May 5, 1986, Page 2 The youth group projects for "BEE" are still in progress and Ron Tipton is handling the activities in this area. We hope to give some recognition to the outstanding youth group with the most worthwhile performance effort and that there will be some kind of City recognition for this group. We would like to see the winning youth group participate in the next Governor' s Beautification Program in Austin which is where all other yourh groups are recognized by the Program. Mrs. Carolyn Park suggested that the Park and Recreation Board draft a letter to Mr. Ron Tipton for his work with the youth volunteers on the Keep Texas Beautiful Program. Mrs. Carolyn Park made mention she was pleased with the beautifi- cation of Highway 10. Mr. Bob Phillips explained, he had talked to all the volunteers on the phone. He felt sure all the volun- teers would be back again this year. Mrs. Helen Lightbody further reported the "Yard of the Month" program was started again for this year, and the first area award was given to the Trailwood area, for the month of May. - We discussed our "BEE" program for the future years and determined that this be a continuing program within the City gearing primarily toward a "quality of life organization" . We are planning for our next Arbor Day program, January 16 , 1987 , we anticipate this year will be most effective and unusual. Mrs. Helen Lightbody went on to say, they have had very good cooperation with Donna Hibbits relative to our "Waste in Place" program in the school curriclum. We are working with her for a future 2 hour in-service program to which we will invite speakers relative to recycling and other beautification projects. The "BEE" program has had much carry over in the community. We are especially pleased at the visible response and true interest shown by home owners and businesses in our community. This builds pride in our community and it is what makes our project worth- while. The results are gratifying. II. AREA AND FACILITY REPORTS Mrs. Helen Lightbody reported her area is West Park, and the fields have been lined, the softball players are using the fields. The grass looks good, but not completely filled in yet. Some new playground equipment has been installed and will be a tremendous asset. Mr. Richard McNeese stated his area of responsibility is South Euless, Lakewood, Euless Jr. High, and Wilshire. With the beautiful weather, cool in the morning, there is activity in all the parks. At South Euless , all the broken glass is gone, and all the parks look great. Regular Meeting, Park and Recreation Board, May 5, 1986 , Page 3 Chairman Zahn reported that Carr Park has seen plenty of activity due to joggers and walkers utilizing the jogging trail. At Oakwood Terrace, the trees are coming out, and during the summer, they will provide some shade on the park. He added that there is still no activity at Kiddie Carr Park. Mr. Marland Ernest, liaison for the Community Building, stated that the building is not finished yet. He added that we lost one of our star performers , Betsy Bloxom, she will be moving to New Braunfels, Texas. Mrs. Carolyn Park commended Betsy Bloxom, for painting the BEE on the Keep Texas Beautiful notebook, and for a job well done. Mr. Ron Henson, liaison for Midway Park, mentioned that the park is being used quite a bit. He added that he has been down there at night, and some of the lights are out on the tennis court. Mr. Bob Phillips made mention that when they fix the lights on the rest of the fields , they will have a ladder truck out, that is when they fix the lights. III . OBJECTIVE REPORTS Mr. Ron Henson stated his objective report is volunteers and Mr. Leon Hogg has already talked about the volunteers, and there is nothing to add to the report since the last meeting. Mr. Leon Hogg stated that since the Volunteer Program had done so well, maybe we could extend it into another area, such as, Adopt a Park Program. (Pick up litter in the park once a week) Ron Tipton has coordinated the youth aspect of volunteers for Keep Texas Beautiful Program. Mr. Leon Hogg said he will talk with Ron Tipton and will have more to report next meeting. Mr. Marland Ernest had no report at this time, but needed to get with Julia Wakeley, on how to best analize the data on the telephone survey, concerning the usage of our parks and recreation, and have some results at the next meeting. Chairman Zahn stated his objective was park volunteers and it had already been covered. Mr. Richard McNeese stated his objective is , promotion of City through increased awareness of it' s Parks and Recreation facilities, and he apoluzed for not having a report. Mrs. Helen Lightbody did not have anything to report on coordination of Hurst, Euless , and Bedford. Regular Meeting, Park and Recreation Board, May 5 , 1986, Page 4 NEW BUSINESS IV. RECREATION DIRECTOR' S REPORT, Mrs. Julia Wakeley Mr. K.B. Fuller gave the following report for Recreation Director Julia Wakeley who is on vacation. The Spring session of classes ended April 26th, we are now in our second week of the mini-session, which will end May 24th. The Summer session registration will be May 27th through June 6th. • We had 36 Seniors attending the bi-monthly covered dish luncheon on April 24th. A total of 26 Euless Seniors will be attending the Texas Senior , e Games to be held May 21st through May 24th. We will have 18 participants for the 42 tournament, 1 participant for bowling, 1 participant for bicycling and 6 participants for bridge. The Euless Athletic report is as follows: Adult Spring Sofrball is in their 7th week of play. Boys Baseball Jamboree was held May 3rd, with 520 boys registered. Girl ' s Softball begin their season May 6th, with 225 girls ._. registered. Adult Spring Tennis concluded their season April 28th. Adult and Youth Soccer is in their 10th week of play. Summer Track Program begins June 2nd. Summer Tennis Program begins June 2nd. The swimming pools in Euless will open Friday, May 30th and will close Friday, August 15 , 1986 . We have made a verbal confirmation for Movies in the Park this summer, they are as follows: June 13 - The Jungle Book June 27 - Chitty Chitty Bang Bang July 11 - Jack and the Beanstalk (animated) July 25 - Melody Time Aug. 08 - Rebecca of Sunnybrook Farm Aug. 22 - Gay Purree NTRA sponsored a Spook House Seminar on Friday, May 2nd, at the Wax Museum in Arlington, Texas. The attendance was 85, and two, were from our own Recreation Department. The attendance at the Ruth Millican Center was 2 , 605 and 823 at the Simmons Center, total of 3 ,428 . V. PARK •DIRECTOR' S REPORT, Mr. Bob Phillips Mr. Bob Phillips reported that all the flower beds on Highway 10 have been planted with Lantanas and Periwinkles. Regular Meeting, Park and Recreation Board, May 5, 1986, Page 5 He reported on all the pools in Euless, as follows: 1. Midway Park - The parks department have cleaned up the area around the pool, painted the bottom part of the pool, and filled in the cracks with a rubber compound. 2. South Euless - The Parks Department have cleaned up around the pool, fixed all of the shower leaks, and acidized the pool. 3. Wilshire Park - The bottom of the pool has been painted, cleaned up around the pool, and fixed the showers. The Parks Department has received 15 barrels from the Boys Baseball Association, we painted the cans and wrote on them, "Euless Athletic Association Supports Beautify Euless Everyday" . Mr. Bob Phillips further reported that at McCormick Park, the Park Department have installed a new 50 foot cyclone fence, and are going to extend it another 100 feet close to the creek. The play- ground equipment is being moved to another location in the park. At Carr Park the Parks Department have repainted the gazebo, white and have planted 15 roses , in the rose garden, that were donated by Jackson Perkins to the City of Euless. At Midway Park, a new irrigation system and a new controller have been installed between baseball fields No. 1 and No. 2 , and a new drinking fountain has been placed on the T-Ball field. At the growing nursery, the irrigation drip system has. been increased to 1000 outlets, and the entire area has been sprayed for all types of insects. VI. INPUT FROM CITY COUNCIL MEMBERS Mrs. Carolyn Park thanked all the Park and Recreation Board Members for their support of the Keep Texas Beautiful Program. Mrs. Carolyn Park also suggested having some mini concerts in the park, maybe before the movies in the park. VII. INPUT FROM VISITORS Mr. K. B. Fuller passed out a copy of a memorandum, from Mr. W. M. Sustaire , to Capital Improvement Task Force, concerning the bond sales in Euless . The discussion that followed, centered around the possibilities concerning a new recreation center.
