Park and Recreation Board
April 7, 1986
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to
order at 7: 00 P.M., Monday, April 7 , 1986 in the Council Chambers
of the Euless Municipal Building by Chairman Zahn. Other members
present were Mrs. Helen Lightbody, and Messrs. Marland Ernest,
Ron Henson and Richard McNeese.
Also present were Julia Wakeley, Recreation Director; Bob Phillips,
Parks Director; K.B. Fuller, Personnel Director; and Diretha
Crockett, Recording Secretary.
VISITORS
None
INVOCATION
The invocation was given by Mrs. Helen Lightbody.
APPROVAL OF MINUTES
The minutes of the regular meeting dated March 3 , 1986 were approved
as written.
OLD BUSINESS
I .
KEEP TEXAS BEAUTIFUL REPORT
Mrs. Helen Lightbody reported that members of the "BEE" program, (Ron
Tipton, Todd Tipton, Marge Crow, Marland and Alice Ernest, George Zahn,
Helen Lightbody, Bob and Patsy Phillips and Carolyn Park) met on Friday
night, April 4 , 1986 to decorate the float.
She further reported that Bob Phillips and the Park Crew, put lantana
and waxleaf on a flat, painted the exterior of the flat,and put handouts
of trash bags , bumper stickers, and round (to its) for the girls walking
along with the float, to give to people watching the parade.
She went on to say that Betsy Bloxom of the Recreation Department,
made a banner for members of "BEE" , to carry in the parade.
The costumes worn in the parade were Woodsy the Owl (John Park) ,
Smokey the Bear (Ron Tipton) , and Bee (Helen Lightbody) . The Owl and
Bear costumes were furnished by the Texas Forestry Service.
Mrs. Helen Lightbody stated that the schedules for Sparkle Weeks are
being shown on Channel 10 every five minutes and shows for 2 minutes.
"- The Seniors at Carr Park were asked to help make people aware of city
trash pick up. The Bee members placed signs in their neighborhoods
indicating the date large trash objects will be picked up. She announced
that Waste-in-Place is being taught in the Public Schools.

Storer Cable is also showing the "Don' t Mess With Texas" song
for us, and George McKinney had it edited with "BEE" , Beautify
Euless Everyday on it.
Keep America Beautiful Week kickoff is Friday, April 18 , 1986 ,
5: 00 P.M. , at Adams Middle School in Grand Prairie, Texas. Any
youth group that would like to participate, should contact
Carolyn Park.
In addition, a special thanks is given by "BEE" and Park and
Recreation Board to Jan Lynch who did all the tedious work in
arranging the "Euless on Parade" , she did a good job.
II .
AREA AND FACILITY REPORTS, BOARD MEMBERS
Mr. Richard McNeese stated that his area of responsibility is
South Euless, Lakewood, Euless Jr. High and Wilshire and there
is activity in all the parks , kite flying, frisbee throwing,
picnics, all the facilities are in use especially with the March
and April weather. All the areas look fine, except for South
Euless , and there was glass breakage around the play ground
equipment.
Mrs. Helen Lightbody reported her area is West Park, and new play-
ground equipment has been installed at the park. The field at
West Park cannot be used, due to more seed being put down, (hybird
fescue, and it is suppose to take hot weather) .
Mr. George Zahn reported his areas are Carr Park, Kiddie Carr Park
and Oakwood Terrace , and all are in good shape. Kiddie Carr Park
looks good, the equipment is in good shape, but no activity. Mr.
Bob Phillips put picnic tables and cooking grills in, but none
have been used.
He further reported the trees that went into Oakwood Terrace are
going to be a real asset, they are all green and will give some
shade in that area for the picnic table.
Carr Park is busy, with the warm weather, and we still have a
parking problem.
Discussion centered around the problems of the parking areas
around Carr Park.
Mr. Marland Ernest reported he has the Recreation Centers and
Special Events , and since he has been in Euless , Saturdays
Event, (Euless on Parade) was the biggest Special Event, that
he' s aware of. He went on to say, everyone he has talked to,
said it was tremendous .
He recommended that our Board draft a letter of appreciation
to the City Council or Mayor concerning the effort of (Bob
Phillips, Julia Wakeley, Carolyn Park
naand BettyiYarbrough) .
They represented our Board in Parks
well , preparing of the floats, preparing of the beautification
activity, and Julia, the overall coordination of the program.

Mr. Ron Henson reported his area is Midway Park, and that Mr. Bob
Phillips is responsible for a lot of trees being planted in the park.
Mr. Bob Phillips has done a lot of work, and the park is in excellent
shape. He further reported the park is getting well rounded use,
with different activities, such as, picnics, tennis, and people
with their golf clubs .
He also added his commendations about the event, how nice and big
the Euless on Parade was.
Discussion centered around the accuracy and performance of the parade,
and the excellent help given by the Euless Police Department.
III.
OBJECTIVE REPORTS, BOARD MEMBERS
Mr. Ron Henson stated his objective is half of the volunteers, and
that Mr. Leon Hogg contacted him, with his report on the volunteers.
There were 13 volunteers for the Easter Egg Hunt, with a total
of 331 hours. He also has a tabulation of 2301 hours (so far recorded)
from the Keep Texas Beautiful Committee.
Mr. George Zahn stated there had been no park volunteer activity
so far, but with Spring coming soon, we will have a need for
volunteers.
He further stated the volume of hours will be much greater with
the Keep Texas Beautiful Committee,once everyone turns all their
hours in. There is a lot of effort put into the Keep Texas Beautiful
Program and the Sesquicentennial Committee.
Mr. Marland Ernest stated his objective is facility Park and
Recreation usage, and the telephone survey has been extended Until
tonight, and he had not had a chance to get a report on the
results, from Julia.
Mrs. Helen Lightbody did not have anything to report on coordination
of Hurst, Euless , and Bedford.
Mr. Richard McNeese stated he would like his objective to be,
Promotion of city through increased awareness of it' s Parks and
Recreation facilities.
NEW BUSINESS

MORRISDALE AREA PARKS
Mrs. Helen Lightbody expressed a concern for Morrisdale residents and
their lack of neighboring City of Euless Park and Recreation facilities.
She further stated her desires that the City Council and Planners
be sensitive to this problem.
Mrs. Helen Lightbody suggested that even though we have good advertisement
through the Recreation Bulletin, more awareness of facilities through
other sources should be considered, for example, the Mayor' s Newsletter,
Welcome Wagon, and other information sources.

Mrs. Helen Lightbody asked Mrs. Julia Wakeley to report an approximate
percentage of Morrisdale residents participating in the recreation
program, at our next Park and Recreation Board Meeting.
The Board suggested Mrs. Helen Lightbody might want to get a Citizen
Committee of Morrisdale residents to study and express their needs.
V.
PARK DIRECTOR' S REPORT, Mr. Bob Phillips
Mr. Bob Phillips reported at West Park, they have installed new wood
playground equipment on the east end, and may install a rail fence
around the area to keep cars from running over the equipment. They
have seeded another 200 pounds of fescue grass seed on the field.
At West Park, Carr Park, Kiddie Carr Park, and South Euless Park, all
of the low hanging limbs have been trimmed.
The concrete jogging trail at McCormick Park has been completed.
The Parks Department has purchased 30 new 55 gallon drums and distributed
them to all od the city' s parks.
On Highway 10 , Parks Department workers are working on landscape timbers
for the flower beds . In six beds, lantanas and periwinkles have been
planted, the beds should be a lot easier to take care of, and the soil
-" has been sterilized, where the beds will retain water.
The Parks Department made signs to go to city hall for the "Euless
on Parade" celebration.
Mr. Bob Phillips further reported, at city hall , Parks Department employees
have cleaned up the grounds after the contractors. They have installed
a new irrigation system, put in new landscape, and revitalized some of the
older landscape.
A new canna bed has been planted off of Airport Freeway, in front of
city hall.
The Parks Department started the grounds maintenance off at 100%.
All of the baseball fields are ready to go, and the soccer fields
are ready to be played on.
VI .
RECREATION DIRECTOR' S REPORT, Mrs. Julia Wakeley
Mrs. Julia Wakeley reported the attendance at the Ruth Millican
Center was 2 ,447 , and 900 at the Simmons Center, total of 3 ,347 .
Our Spring classes are in their 5th week, and the Mini-Session
will be April 28-May 24th, with registration April 21-April 25.
The Little Lads St.Patrick' s Day Shin-Dig was March 17 , with
27 children attending. Green refreshments were served, crafts and games
were played, and the highlight of the event was a search for the pot
of gold at the end of the rainbow, (each child had gold nuggets to take
home) ..

Mrs. Julia Wakeley further reported that 17 Senior Citizens enjoyed
riding the bus in the parade on the 5th. The bus was decorated in• red,
white, and blue. After the parade, they were allowed time to vote
and tour the activities at city hall complex.
On March 27th, we had 30 Seniors enjoying lunch at Furrs Restaurant,
this was the largest group to eat out in a long time.
Mrs. Julia Wakeley stated that we are currently working on the Summer
Program.
At the Easter Egg Hunt, there were approximately 800 people
attending the event. We had 18 Euless Donors, donating approximately
$500. 00 worth of candy or cash. The children ranged in ages 0-9 , and
the Easter Bunny was the main attraction.
She went on to report on our Athletic Program, our Adult Softball, we
have 68 teams signed up for the Spring League. With the Euless Girl' s
Softball, we have 210 girls registered.
At our "Euless on Parade" Family Recreational Games, we had 30 children
participating.

INPUT FROM CITY COUNCIL COUNCIL MEMBERS
None

INPUT FROM VISITORS
Mr. K.B. Fuller made mention that the Senior Citizens are getting
two new vans, for their transportation.
He also mentioned, if you see Bob Phillips or Jack Bullard, you
might want to thank them personally (concerning the Euless on
Parade) because they went that extra mile.
Mr. K.B. Fuller gave everyone at the Park and Recreation Board
Meeting, a round tuit, suggesting they might be the last in
existence.
Chairman Zahn commended that Saturdays events and activities were a
tribute to the City of Euless, and they were reconized by everybody,
as a fine event, a lot of hard work put into it, and hopefully if
everybody can catch their breathes, that we see activities like this
again in the furure. He thinks it is good to have everybody in one
place, fellowship together, enjoying each other. He went- on to say,
he thought it worked out real well.

There being no further business to conduct, the meeting adjourned
at 8: 25 P.M. , with a closing prayer by Chairman Zahn.
